Section 2
Our Corporate Plan
The Noosa Shire Council was re-established as a local government on 1 January 2014. Our community campaigned for a number of years to
restore its own local government and this first Corporate Plan sets priorities for our Council for the coming years.
Although this Corporate Plan is nominally for a 5 year term as required by the Local Government Act, it is intended that it will be subject to review in
2016 following the next scheduled Council elections.
In the meantime, this first Corporate Plan aims to lay the foundations and strategic direction for Noosa Council. This Corporate Plan specifically
identifies the key priorities that the Council will focus on from 2014 to 2016.
This Corporate Plan is supported by an annual operational plan that the Council will adopt each year as part of its budget pr ocess. That operational
plan sets out specific projects that will be undertaken to turn the priorities in this Corporate Plan into reality.
This Corporate Plan is also supported by the adoption of the Council’s annual
budget. The budget process identifies how the Council allocates resources
towards specific projects while maintaining the Council’s goal of achieving
financial sustainability.

Section 3
Our values - what is important to us
As one with our community - We recognise that our community has a high level of ownership of our Council and fought hard to win its re-establishment.
We recognise that commitment by our community and aim to keep our end of the bargain by working with our community, not just for it. We know that our
community wants to talk to real people who can help them. We aim to provide personal friendly service to our customers and where possible, go the extra yard to
provide great service.
Innovation - While the Noosa Council has a long and proud tradition, we also recognise that we are a Council that needs to develop new ide as and new ways
of operating. The old ways are not always the best. We need to seek out the best possible solutions for our Council.
From good to great - There are a lot of good local governments but for Noosa Council, that is not good enough. We strive for excellence in everything we do.
We do not accept that good is good enough.
Be brave, not stupid - We are not afraid to make mistakes. In fact, we worry if we don't ever make mistakes because that would mean that we are not trying
something different. We would rather try something new and make a mistake than not try anything new at all. If we make a mistake, we don't try to cover it up.
Rather, we learn from it and don't make the same mistake again.
No secrets - We believe that our community has the right to know what is going on at our Council. We aim to make as much information as possible available to
our community and to conduct our business with open scrutiny. We would only withhold information when there is a legal requirement to do so. Being open with
our community builds trust and confidence.
No bureaucracy - We pride ourselves on getting the job done, not filling out forms. Where possible, we aim to reduce the level of government s tyle
bureaucracy and also avoid bureaucratic attitudes.
One team - Our Mayor and Councillors have an open relationship with our staff. We work as one team to achieve the same goals. We avoid silos and work
together to come up with solutions for our community. We never say “that's not my job” but get stuck in and help each other. We like to talk face to face to our
colleagues about solving a problem or developing new ideas rather than sending a memo

Our values - what is important to us
Every dollar counts - We are custodians of our ratepayer’s funds.
Every dollar that we can save takes pressure off increasing rates for our
community. We are deliberately frugal which also helps us to come up
with new ways of doing things more efficiently. We recognise that every
$1,000 we can save is the equivalent of our neighbour’s rates.
Waste not, want not - Noosa is recognised for its special
environment. We aim to minimise our Council’s impact on our
environment. We aim to reduce our Council waste and recycle office
materials.
Look and feel - We pride ourselves on how we ensure that the
“Noosa look and feel” is preserved and enhanced. When we undertake
work, we make sure that we avoid big city type symbols that detract
from our relaxed lifestyle.
Informality - We do not stand on formality. We encourage an
informal approach to our working relationships and aim to have fun at
work. This informality also manifests itself in our dress code. Ties and
coats are frowned upon but we still dress smartly.

Our key priorities
There are a lot of goals we need to achieve as a Council. However, we realise that it is important to dream about the future with our eyes open. As such, we are
realistic and realise that it may take many years to achieve all of our goals and not all of them might be done straight away . However, there are some priorities
which stand out from others and these will be our main focus for our Council, particularly during the period 2014 to 2016.
Our key priorities in this Corporate Plan are:
1. A financially sustainable Council – We will make sure that our Council is financially sustainable in both the short and long term. This will entail a focus on
strong budget control and good long term financial planning.
2. Great customer service – It goes without saying that our community expects and deserves great customer service. We aim to increase the number of online
services available to our community. We also aim to respond to our customers as quickly as possible and to provide personal friendly service.
3. Community engagement and communication – We know that our community wants to be kept informed and we need to provide as much information as
possible via local media and to develop a better online presence. We will involve the community in decision making on key is sues affecting the future of
Noosa.
4. Focus on community assets – The Council’s focus will be on maintaining and renewing existing assets rather than building new assets. In the short term,
there will be a strong focus on undertaking condition assessments and developing long term asset management plans.
5. Establishing new policies and strategies - As a Council, we will need to develop a range of policies and strategies that set the path for future Councils.
There are a number of strategies and policies to be reviewed and developed that will set the strategic direction for the future.
6. Custodianship of Noosa’s environment – Noosa has a long and proud environmental record. Our Council will continue to apply best practice to its
custodianship to Noosa’s natural environment aiming to enhance local biodiversity for the benefit of future generations.
7. Diversification of our economy – While recognising our world class tourism industry, the Council will also focus on diversifying the economy with an
emphasis on “smart economy” businesses and rural futures.
