EXECUTIVE SUMMARY
The purpose of this report is to inform Council of the determination of the Local Government
Remuneration Commission (the Commission) to increase the levels of remuneration for the
Mayor, Deputy Mayor and Councillors from 1 July 2023 and of the Commission’s intention to
conduct a review of the categories of local governments.
RECOMMENDATION
That Council note the report by the Director Executive Services to the Services & Organisation
Committee Meeting dated 7 February 2023 informing Council of the determinations of the Local
Government Remuneration Commission as detailed in the Local Government Remuneration
Commission Annual Report 2022.
REPORT
On the 30 November 2022, the Local Government Remuneration Commission (the Commission)
an independent entity established under the Local Government Act 2009, concluded its
determination of maximum remuneration levels for Mayors, Deputy Mayors and Councillors of
Queensland local governments (excluding Brisbane City Council).
Three important functions of the Commission are establishing the categories of local
governments, deciding the category to which each local government belongs and deciding the
maximum amount of remuneration payable to the councillors in each of the categories.
The Local Government Remuneration Commission Annual Report 2022 published in December
2022 identifies the increase in the maximum remuneration levels for Mayors, Deputy Mayors and
Councillors under the various categories of Councils. Categories 1,2 and 3 councils will receive
an increase of 4% and categories 4,5,6,7 and 8 councils will receive an increase of 3% from 1
July 2023.
In making its determination the Commission considered several factors including:
- Increases in the Consumer Price Index
- Increases in the Wage Price Index
- Average Weekly Earnings
- The determination of the Qld. Independent Remuneration Tribunal to increase the base and
additional salary rates for members of the legislative assembly
- The Qld. Industrial relations Commission Wages Determination
- The application of the principles of consistency and austerity, when reviewing wages in the
public sector.
As Noosa Council is a Category 3 council, the remuneration to be paid to the Mayor, Deputy
Mayor and Councillors will increase from the 1 July 2023 as follows:
Mayor $141,294 pa
Deputy Mayor $88,308 pa
Councillors $75,061 pa
(Should an elected representative hold a councillor position for only part of a financial year, they are only
entitled to remuneration to reflect the portion of the year served.)
