RE: 35 Rules Road, Pomona, QLD – Vipassana Meditation Retreat
Dear Sir/Madam,
Civil Design Drafting has been engaged to provide a response to the traffic related items within the
information request dated the 15th December 2020. The items which will be addressed is as per follows:
Noosa Council - Items
The Development
The development is the Vipassana Meditation Retreat which is an existing center that offers a 10-day
course with accommodation for students in meditation. The center is expanding the operations as per
the proposed master plan attached to this letter.
CDD Response – Item 2
Car Parking Supply
The development actively engages strategies to reduce the car parking demands, including questioning
students to determine who will be bringing their own car/car-pooling during the application process.
This enables the developer to connect students via a ride share forum, prior to arrival to assist in pick-
ups from public transport depots and achieve a greater percentage of car-pooling.

A parking survey was undertaken the 12th of March 2021 by CDD. This date is within the course start date of Wednesday 3rd March to course finish date of Sunday 14th March. A total of 32 cars were counted during the site visit for a total of 50 students and 12 servers (Covid current patronage with restrictions). This equates to a parking rate of 1 park for 1.94 people. According to the master plan, when fully developed a total of 125 people can be accommodated, therefore a total of 65 car parks would be required based on the parking survey undertaken and full capacity of the development. The master plan depicts a total of 62 car parks and therefore an additional 3 car parks are required based on the survey data. The layout can suitably provide the additional car parks as required (6 has been depicted in the event of overflows) adjacent the office opposite as shown in blue in the below figure. This has been confirmed with client discussions and review of the landform provided. Figure 1: New Proposed Car Parks From the analysis undertaken the development requires 65 car parks when fully occupied and the layout can facilitate the required car parks; therefore, the development has provided sufficient carparking onsite including overflow. CDD Response – Item 3
The development traffic generation will be examined and will be reviewed in relation to the existing
road layout and Noosa Plan 2000 design requirements.
Traffic Generation
The traffic generated from the development can be determined by examining the car parking on site
with the number of students/servers and the operational of the development.
As per previous section the pre-development cars utilizing the site is 32 for 62 people (students and
servers). For this session, the students have provided in their applications that they will either be driving
their own car to the Centre or arriving in another’s car (car-pooling). This was provided by the client and
is shown below:
Dhamma Rasmi, Pomona, Queensland - Ten Day Course - 03 March 2021: 40
This equates a ~20% car-pooling reduction (40 students confirmed / 32 cars onsite) due to car-pooling at
the application stage and have assumed a ~10% further reduction post application via ride share forums.
The remaining students/servers will be dropped off. Therefore, the traffic generated from the
development has been calculated as per below table:
Table 1: Traffic Generation Calculation
Item Activity Calculation Value Column1
A Number of students and servers when developed - 125 people
B Car Parks required for 125 students Item 2 65 parks
C 20% proportion due to car pool at application A x 20% 25 people
D 10% proportion due car pool via forum A x 10% 13 people
E Total students/servers who park onsite and car pool B+C+D 103 people
F Remaining stiudents/servers who get dropped off A-E 23 people
G Traffic Generated (Entry, Drop Off and Exit) F 23 VPD
H Traffic Generated (Entry and Park) B 65 VPD
The traffic will be distributed when the course starts on a Wednesday between the hours of 12pm and
5pm and when the course finishes after 10 days which will be on Sunday at 6.30am. Therefore, from the
above table, the development will result in 111 Vehicles Per Day (VPD), twice per fortnight, on Rules
Road post development. Comparatively via scale, the pre-development traffic volumes of the
development would be in the vicinity of 45 VPD, twice fortnightly. Including the existing traffic from the
four existing dwellings at 9 VPD per dwelling (RTA 2002 – 3.3.1 Dwelling house), the total traffic volumes
utilizing Rules Road can be calculated as per below table:
Page | 3 35 Rules Road, Pomona
Page 4
Table 2: Traffic Generation Distribution
Stage Day VPD
Pre Development 1st Wed, 2nd Sun 81
Pre Development Mon, Tue, Thur, Fri, Sat 45
Post Development 1st Wed, 2nd Sun 147
Post Development Mon, Tue, Thur, Fri, Sat 45
Additional dwelling rate (9 VPD) assumed for the
development site on a non -start/finish date.
Reviewing the design standards Table SC6.7.2 of Noosa Plan 2020 and the Noosa Plan 2020, Interactive
Mapping, Rules Road does not have a colored classification as either collector or local; therefore, we
have utilised a Gravel Rural Road Collector with Traffic Volumes <500 VPD and a carriageway width of
5.5m, noting the VPD is within this range.
We have undertaken a site visit to examine the road condition and carriageway width in relation to the
above 5.5m requirement and is attached to this letter as Fig 1.
A section of ~100m of Rules Road is not compliant with the required 5.5m carriageway width as it is
constrained within established trees. However, we note, that this section of road is currently not
compliant in the pre-development form and the traffic that is being generated due to the development
is not triggered an increase in the road classification. This would only occur in excess of 500VPD
according to the Noosa Plan Table SC6.7.2 for a gravel collector road or 1000VPD for a rural local
classification; whereas the VPD would in ~150 twice a fortnight post development. Finally, we note from
the Table SC6.7.2 for Rural Local Roads that the carriageway width is at Council’s discretion depending
on traffic demands.
The site visit has also identified a one-way bridge with operation via give way signage, which does not
meet the required 5.5m carriageway width. However, the give way sign is located sufficiently within the
5.5m wide two-way carriageway section of road which is in accordance with Table SC6.7.2.
As requested, we have examined the Rules Road in relation to the local council standard and as a result
the road is not maintaining the standards adopted within the Noosa Plan prior to development and post
development. Furthermore, the proposed increase in traffic generation does not alter the road
classification.
