GENERAL COMMITTEE MEETING AGENDA 15 MARCH 2021
The schedules and supporting information provided by the tenderer were reviewed by the
evaluation panel and informed the scoring in each of the aforementioned evaluation criteria.
Scoring within the criteria included an appropriate weighting on financial viability and
demonstrated business acumen given the value of the contract and the associated risk. As
part of the evaluation, financial analysis of the proposed operational cost base and
commission percentage submitted by each tenderer was undertaken and used to inform
scoring, including NPV analysis, sensibility and sensitivity testing of tendered financial
estimates.
The preferred tender was submitted by 1 Eight Pty Ltd. Their tender scored highly for track
record experience, capacity and methodology which are critical criterion for effective and
innovative management, and business continuity. A five (5) year contract is recommended
commencing on 1 April 2021 with an option to extend for an additional 1 x 2 years at Council’s
sole discretion.

Risks & Opportunities
Risks
Effective management services at the campground are required to ensure business
continuity, and ensure that financial performance meets and exceeds budget targets. Failure
to secure a competent service provider could result in reputational and financial degradation.
Opportunities
Award of a new management agreement allows Campground operations to continue in the
post-redevelopment phase and Covid-19 closure period without a break in business
continuity.
Award of a new management agreement aligns with Theme 5 of Council’s Corporate Plan –
Excellence as a Council – Maximise financial opportunities for Council land holding for the
purpose of maximising non-rate revenue.
