EXECUTIVE SUMMARY
The application seeks approval for a seniors living community of 246 dwelling units. It is also
proposed to reconfigure the site’s lot boundaries such that part of the seniors living
community will be located on the golf course land.
To support the proposed development’s conflict with the planning scheme the applicant
proposes to construct a new golf club house, associated car park and buggy/cart store, pay
the membership for each resident within the seniors living community for 10 years and make
a financial contribution to the golf course for course improvements. The delivery of these
works and financial contributions to the Cooroy Golf Club are to be facilitated through a
proposed Infrastructure Agreement.
The site is zoned Rural and Open Space Recreation and under the Noosa Plan 2006 the
land is intended to be appropriately managed and protected such that the scenic and
environmental values, the distinct rural amenity and agricultural productivity are preserved.
For that part of the site zoned Open Space Recreation, the land is to intended to be
maintained for recreational activities for the community.
The application raises concern due to the proposed development’s inconsistency with the
planning scheme’s zoning intent and the application has not demonstrated that there is a
planning need for the proposed development. The following concerns are also raised with
the proposed development:
• The proposed development seeks to use Rural and Open Space Recreation zoned
land for Multiple Housing which is an inconsistent use in these zones.
• The proposed development is for a high density residential development outside the
identified Urban Growth Boundary.
• The proposal will have a detrimental impact on the scenic vista from the major road
network and the entry into Cooroy township and will not appear as a logical extension
to the Cooroy township.
• The proposed built form and landscaping is not consistent with the preferred character
within Cooroy and will result in an appearance of excessive bulk, limited landscaping
and continual roof form.
• The proposal will result in the removal of significant vegetation and intrude significantly
into the site’s riparian buffer.
• Significant earthworks are proposed to accommodate the development, up to a
maximum depth of approximately 4.5m.
• The application proposes development within the Water Supply Catchment which may
