GENERAL COMMITTEE MEETING AGENDA 15 MARCH 2021 As a result of this review the new planning scheme re-zoned the land on the opposite side of Myall Street, 125 Myall Street, from Rural Zone to Community Facilities Zone with an annotation supporting a Residential Care Facility on the site. Furthermore the Urban Growth Boundary has been amended to include 125 Myall Street but the subject site remains outside of the boundary. It is noted that 125 Myall Street is large enough to accommodate both an aged care facility and self-contained retirement units. The applicant has suggested that the proposed development can provide housing for an ageing population and that a partnership with PresCare will allow for ageing in place, thus satisfying the need for additional aged care facilities in Noosa. Whilst the applicant promotes GemLife’s partnership with PresCare as an ageing in place solution, it is noted that the services provided by PresCare and other providers are available to all persons and are not contingent on being a resident in a facility such as the one proposed by the applicant. Furthermore the proposal does not provide a transition to the higher levels of care which will ultimately be required by residents. It is also not apparent how the proposal offers greater choice in housing than that which exists in Cooroy or indeed Noosa Shire already, apart from being within a managed community for the over 50’s, given all typical house styles shown on the architectural drawing are either 3 bedrooms (with a double lock up garage and 2 bathrooms) or 2 bedrooms plus a “multi-purpose room” which would be capable of being used as a guest bedroom. They do not offer small dwellings or anything under 100 square metres of gross floor area. While the Manufactured Homes (Residential Parks) Act allows purpose built parks targeted at the over 50’s which have reduced up-front costs for residents because they are not purchasing the land on which their dwelling sits, this does not guarantee any particular level of affordability. Attractive country club recreational facilities are proposed to provide a point of difference and add to the amenity of the estate but also lead to significant ongoing rents and fees for residents. The scheme seeks that residential development is contained with the Urban Growth Boundary on suitably zoned land. There remains other land closer to the centre of town available for attached or semi attached forms of dwellings suitable for retirees and other approved retirement facilities which have not yet been completed at Cooroy, Tewantin and Sunrise Beach. The subject site also forms part of a rural buffer to the township of Cooroy and is a significant component of the rural character which is experienced when entering and exiting the Shire. The gentle grassed slope with views beyond to Mount Cooroy is characteristic of the scenic values which the planning scheme seeks to protect. Figure 14: View into site from Myall Street Page 38 of 80
