1. Provide, at a minimum, line pegs of the proposed boundary and the
proposed building envelope, prior to the formal response to the information
request.
Response:
In response to Item 1 of Council’s Information Request, Murray & Associates
surveyors have pegged the required areas.
Item 2
Issue – Bushfire
The site is located within a mapped bushfire hazard area, contains koala habitat
area and a riparian buffer. Clearing for bushfire mitigation can impact on the
biodiversity values of the koala habitat area, environmental protection area and the
riparian buffer area which the planning scheme seeks to protect. Increasing the
number of lots in a bushfire hazard area requires assessment against the provision
of the Natural Hazards Overlay Code for bushfire hazard areas
Information Required
2. Provide a Bushfire Assessment report which demonstrates compliance with
the provisions of the Natural Hazards Overlay Code for bushfire hazard
areas, the State Planning Policy for Natural Hazards and conserves, in-situ,
the biodiversity values associated with the riparian buffer area,
environmental protection area and the koala habitat area.
Response:
In response to Item 2 of Council’s Information Request, please refer to the Bushfire
Hazard Assessment & Management Plan prepared by North Coast Environmental
Services and attached at Appendix A of this response. The Plan of Development
(Plan No. 62805/B) prepared by Murray & Associates (Qld) Pty Ltd and attached at
Appendix B of this response incorporates the building envelope setbacks required
by the recommendations of the bushfire report.
Item 3
Issue – Biodiversity Values
Development is proposed to occur with the riparian buffer area and adjacent to
the environmental protection area. The biodiversity values can be impacted upon
by the subdivision. The planning seeks to protect and improve these values.
Information Required
3. Demonstrate compliance with the Biodiversity Overlay code of the Noosa
Plan by providing a plan showing areas of the environmental protection area,
Page 3
koala habitat area and riparian buffer protected by a legal mechanism, like
an environmental covenant, to support the application for subdivision.
Response:
In response to Item 3 of Council’s Information Request, legal mechanisms (e.g.
covenant) to protect the subject environmental areas can be conditioned by Council
into the development approval if this is Council’s preferred outcome.
Item 4
Issue – Crossing the drainage line within the riparian buffer
Council has some concerns with regard to the crossing of the mapped drainage line
and riparian buffer area.
Information Required
4. Provide the following information, which must be prepared by a RPEQ
(Registered Professional Engineer of Queensland):
a. Demonstrate that the full length of the proposed driveway is
trafficable on a 1% AEP event, including calculations of water velocity
and water depth over the existing crossing;
b. Provide comment on whether the piped crossing point complies
with QUDM;
c. Provide details of proposed upgrades to the existing piped crossing
and demonstrate that these works will not interfere with the overland
flowpath.
Response:
In response to Item 4 of Council’s Information Request, please refer to the
Engineering Drawings provided by BAX Engineering at Appendix C in conjunction
with the Flood Assessment prepared by TOPO at Appendix D of this response,
which demonstrate that the driveway is trafficable in a 1% AEP event and the other
design details required by Item 4.
Item 5
Issue – Driveway
Insufficient information has been provided for the driveway
Information Required
5. Demonstrate that the driveway is designed in accordance with sections 2
and 3 of Council’s Planning Scheme Policy 05 (PSP05), including but not
limited to, passing lanes; type and extension of seal; etc.
Response:
Page 4
In response to Item 5 of Council’s Information Request, please refer to the
Engineering Drawings provided by BAX Engineering at Appendix C which
demonstrate the design standard.
Item 6
Issue – Services
The submitted drawings only indicate a couple of conduits (electricity and
communications) along the driveway. No details for water supply are provided.
Information Required
6. Provide a detailed drawing showing the exact required dimensions of the
trench required to service the proposed Lot 1 with electricity,
communications and water, including but not limited to, width, depth,
number of conduits, location and other information as necessary.
Response:
In response to Item 6 of Council’s Information Request, there is no reticulated
water supply available to the site. Onsite water supply will be provided.
Electricity and telecommunications conduits will run adjacent to the edge of the
driveway slab (within 0.5m of the edge), captured within existing the works area
for driveway. Ample room is available for these services and their installation will
not cause impacts beyond the detailed driveway area. Detailed connection plans
will form part of the OPW electrical design, as is typical.
Item 7
Issue – Effluent Disposal Area
Effluent Disposal and land application area
Information Required
7. Provide details of the effluent disposal and land application area for
proposed Lot 1, including information on, but not limited to:
a. Type of treatment;
b. Area required;
c. Proposed location, given the drainage line, riparian buffer and the
low lying land;
d. Whether it can be fitted within the proposed building envelope.
Response:
