Dear Mark,

Development Application for Operational Work (Carparking and Stormwater) at 90
Goodchap Street, Noosaville, described as Lot 3 on SP264909

The purpose of this application is to seek a development permit for operational work for the
provision of carparking under the current development approval for the site, this being the
Judgment made by the Planning and Environment Court on 3 February 2017.

The application material includes the following:
   • DA Form 1 – Application Details;
   • Letter from Adamson Town Planning, including:
           o Attachment 1 – Approved Site Plan;
           o Attachment 2 – Proposal Plans; and
           o Attachment 3 – Temporary Carparking Plan.

The approval requires 72 sealed carparking spaces be provided at the rear of the development
located behind the Telstra Depot generally in accordance with the approved plan (refer
Attachment 1). Condition 36 of the approval requires a total of 369 carparking spaces to be
provided on site, including 40 parking spaces for the Child Care Centre. The additional sealed
parking for 72 spaces satisfies this current requirement.

The subject land had a development approval previously for operational work for the sealed
carpark; however, this approval has lapsed. The site is not without controversy because of
some non-compliance issues; however, the applicant intends to finalise all outstanding
requirements as soon as possible in accordance with the conditions of approval. This includes
undertaking the frontage works under the recent approval for operational works

(OPW18/0118), and the restoration of the parkland at the rear also forming part of this
approval.

The applicant seeks a further development approval for the sealing of the carpark and the
associated stormwater drainage works as shown in the proposal plans provided as
Attachment 2. The proposal plans provide for an altered carparking arrangement and
stormwater design to allow for a satisfactory outlet to the parkland. This means that no
infrastructure will be provided within the parkland with all current piping being removed as
part of the reinstatement.

It is intended to construct the sealed carpark over the holiday period when students attending
the University of Central Queensland (UCQ) are not on campus. It is understood that the works
for the park restoration will occur about the same time, with the contractor working from the
rear progressively towards Goodchap Street to complete the frontage works as the last stage.
The timing of commencement of the works will be provided as soon as possible.

To deal with the traffic and parking management on the site during construction, the applicant
is proposing to provide temporary parking at 101 Eumundi Noosa Road, as shown in
Figure 1, which provides for about 78 in formal spaces (Attachment 3).

It is suggested given the scale and intensity of Noosaville Medical and Professional Centre and
the location which has limited on street parking availability, the most practical solution is to
provide temporary parking elsewhere. The applicant owns 101 Eumundi Noosa Road which is
relatively close to the Noosaville Medical and Professional Centre and can be used for
temporary parking while construction is occurring, being within easy walking distance.

It is not intended to seal the temporary carpark but provide a gravel surface only. The
temporary carpark is only required until all works are completed at the Noosaville Medical and
Professional Centre. It is likely that once the carpark is sealed and operating parking will
resume at the Noosaville Medical and Professional Centre. It is not expected that a further
development approval for operational works would be required for the construction of the
temporary carpark at 101 Eumundi Noosa Road.

The applicant is committed to resolving the outstanding works required to be undertaken at
the Noosaville Medical and Professional Centre in accordance with the current approval.
Further, the applicant intends to develop the 101 & 105 Eumundi Noosa Road, generally in
accordance with the recent approval that has issued for the land with applications for
operational works currently being assessed by Council.

Under the Noosa Plan 2006, the application is to comply with the following:
   • Driveways and Carparking Code;
   • Water Sensitive Design Code;
   • Landscaping Code; and
   • Erosion and Sediment Control.

Driveways and Carparking Code
The proposed detailed design is consistent with the purpose, overall outcomes and the
relevant specific outcomes of the Driveways and Carparking Code. The parking being provided
is generally consistent with the current development approval for the site. Access is to be
obtained internally and will not adversely impact upon safety, capacity and operation of the
road network (O1). Further, the proposed driveways and crossovers across the pedestrian
pathway are suitable for their intended use.

Water Sensitive Design Code
The design of the stormwater detention basin provides for collection and treatment of
stormwater for this part of the site as well as stormwater flowing from the adjoining Telstra
Depot to the north. The proposed onsite water quality and detention basin has been designed
in accordance with the Aquaintel Stormwater Management Plan, with the planting
requirements to be in accordance with the water by design bioretention technical design
guidelines. The design of the development avoids adverse impacts on downstream
ecosystems, properties and infrastructure due to changes in flow and water quality. The
proposed development is consistent with the purpose and overall outcomes of the code.

                                                                                         3|Page

Erosion and Sedimentation Control
The proposed design will ensure construction activities are managed to prevent erosion and
sedimentation to offsite waters. The proposed development facilities erosion control, drainage
control and sediment capture and treatment, consistent with the overall outcomes and
purpose of the code.

Summary
The proposed operational works provides detailed design for carparking, access and
stormwater drainage and treatment, consistent with the conditions of the development
approval. Landscaping plans for the are to be submitted as soon as possible consistent with
the Landscaping Code.

The proposed operational works is generally consistent with the approved plans under the
development approval for the Noosa Medical and Professional Centre. Further it is intended
to construct the carparking as soon as possible.

Yours faithfully
