Introduction
This Emergency Management Plan (EMP) has been designed to assist management to protect life
and property in the event of an emergency or pending emergency on the proposed Site. The site is formally
described as Lot 7 on RP216403, Lot 394 on M371117, and Lot 650 on M37380 located at 48-59 Kabi Road,
Cootharaba QLD. The site is the subject of a proposed Other Change Application to be submitted to Noosa
Council.
The EMP aims to establish pre-planning guidelines for an evacuation of the premises where there is a need
to relocate personnel from one place to another to enhance the protection of those people. This evacuation
plan is in partnership with the Bushfire Evacuation Plan (BEP) prepared by North Coast Environmental
Services which in turn forms part of a more comprehensive report undertaken over the subject area to
assess and recommend fire mitigation measures for bushfire protection; Bushfire Hazard Assessment &
Management Plan. It is recommended both documents be read and stored together.

Emergency Events
FLOODWATERS
Given the extent of the total catchment affecting the site (some 138 ha), the site is subject to
substantial overland flows. Due to the steepness of the catchment area, overland flows are
expected to be quick to accumulate on site and also quick to disperse downstream, unless captured
on site. In overland flow paths and site flat spots rapid rising of stormwater may occur in heavy
rainfall. This may lead to some access tracks and paths being cut off for periods during heavy
rainfall events. Due to the rural nature of the catchments, it is also possible that ground water will
continue to affect the site for some time after the cessation of rainfall.
Preliminary calculations of the depth of flow indicate that overland flows are likely contained within
existing flow paths within the site. A high-level catchment assessment reviewing the critical
locations (low points and extended flat areas) indicates that inundation up to 300mm deep may
occur at some locations. Future proposed accommodation and infrastructure should be kept clear
of these areas, as is indicated in the Layout plans by Elevation Architecture.
The preliminary calculations also indicated that the site access may be inundated during
heavy rainfall events. This was confirmed by the heavy rainfall experienced during February
2022 with reports from onsite that the entry was indeed inundated for a period of time. The
estimated calculated flow depth is in the order of 50mm, which is not considered deep for
trafficability. The estimated velocity is around 2m/s with a velocity depth product
approaching 0.1 m2/s. It may be that this inundation is considered trafficable and/or only
occurs for a short period and therefore does not substantially limit access to the site. However
further calculation and assessment as part of future design should be undertaken to confirm the
impact on the site and site operations.
A review of Councils flooding overlay mapping was undertaken which illustrated that various
routes local to the site are subject to flowing in a 1 in 100-year storm event. The following
access points flood / affected by a waterway (see Figure 2):
- The intersection of Cootharaba Road and Lake Flat Road, approximately 1.5-2.0 km
northwest of the site.
- The intersection of Road 176 and Cootharaba Downs Road floods, approximately 0.9-
1.3 km Southeast of the site.
- Cootharaba Road is affected by waterway, approximately 1.6-1.9 km from the
Southwest from the site.
- The intersection of Junction Road and Loui Bazzo Drive, approximately 4.5-5.0 km
south of the site.
The initial review indicates that there is not a flood free route for the site in the event of a
significant flood. Therefore, this EMP has been prepared to assist with site management during
potential flood events along with other emergencies.

Flooding and Watercourse Extents (NSRC Interactive Mapping 2020) FIRE Appropriate fire alarm systems will be designed within each proposed building on site, providing thermal and smoke detection to all villages and communal areas. The triggering of these alarms will result in appropriate sound alarms across the site and summoning of Local Fire Fighting services via Back to Base connections. Assembly areas on site will be determined as the first step in evacuation in the event of triggered fire alarms. Evacuation Location ASSEMBLY AREA In the event of centralised emergencies, such as localised fires within village buildings, evacuation to a centralised assembly area will be the first step prior to sheltering on site or evacuating the site. The assembly area will be situated 20m away from any buildings on site. In the event of an assembly emergency directive being issued for all villages (entire site) via the alarm system or such the entire site is to evacuate to the Communal Area Assembly Area (Assembly CA - figure 2) and the 24/7 onsite manager with the help of the Group Leaders are to ensure all occupants, staff and visitors are recorded and a record of such made in a residents and visitors register to be kept in the reception building of which is directly adjacent to the central hall. In case of the Fire alarms being triggered, Local Fire Fighting services are automatically summoned to site so Group Leaders and on Site Manager must liaise with Fire service to determine severity of the situation and further steps required.

Emergency Management Plan Lot 7 on RP216403, Lot 394 on M371117, and Lot 650 on M37380 – 48-59 Kabi Road, Cootharaba SHELTER IN PLACE DIRECTIVE In the event of an emergency where sheltering on site is deemed the necessary action prior to full site evacuation (or in the case of a flood – necessary due to the inability to evacuate from site), guests and employees will shelter in place within the large central hall building (refer Central Hall on the plan of development). This building is positioned near the centre of the site, 250m from the entry and situated on the peak of a hill. The maximum park occupancy is reported to be approximately 350 people including day staff. Commonly used emergency shelter in place requirements is 1.5m²/person hence the central hall building can adequately cater for shelter in place numbers. It is further noted that the directly adjacent reception and kitchen building can offer food and amenities thereby ensuring the comfort of patrons during an emergency period. In the event of a shelter in place directive being issued, the 24/7 onsite manager is to ensure all occupants, staff and visitors have taken refuge in the central hall building with a record of such made in a residents and visitors register to be kept in the reception building of which is directly adjacent to the central hall. Transportation Visitors and staff are to either walk or use personal vehicles to gain access to the central hall building and vehicles are to be parked in convoy along the roadside in case a site evacuation order is issued. Under such circumstances visitors and staff personal vehicles are to be used to evacuate the site. Road access for emergency evacuation is to be from the only entry exit in the southwest corner of the site. Evacuation Routes Evacuation can take place via internal road network and foot pathways from each village to appropriate Assembly areas or the Shelter in Place Building. Figure 2.
