PLANNING AND ENVIRONMENT COMMITTEE MEETING REPORT 8 APRIL 2025
2. APPLICATION BACKGROUND
A pre-lodgement meeting (PLM24/0036) was held with the applicant on 19 September 2024
wherein officers advised the following:
• Officers do not support the use of the site for competitions with external clubs. The use is to be
limited in scale.
• Acknowledge the facility needs to be within the riparian area for access to the lake.
• Ensure structures and activities are setback from the waterway as far as possible, with
vegetation maintained and weed management undertaken.
• Ensure the structures are screened from road way.
• Council Infrastructure Services supports the location of the unformed car park.
• A potential time limit on approval of 5 years may be appropriate, with the ability to extend if
required.
• Ensure site is secure due to remote location and any lighting does not impact on surrounding
area.
3. SITE DETAILS
3.1. Site Description
The subject site is part of a larger lot that has an area of 18.62ha in area, the majority of which is
taken up by the lake. It is accessed via Hoy Road, a gravel road that extends along the site’s
southern boundary. A variety of scattered regrowth exists across the site, with large areas that are
grassed. No remnant local or state vegetation, or koala habitat is mapped over the development
area.
The site slopes gently down towards Lake Macdonald and is currently vacant with no structures
built on site. The site is subject to some flooding.
3.2. Surrounding Land Uses
The site is part of a lot which connects to the greater Lake Macdonald. Lots in the area are generally
large land parcels which typically feature detached dwellings and ancillary buildings or some minor
rural uses. The lots that directly adjoin the site are consistent with this description, with the closest
dwelling located approximately 200m to the south-west of the site.
Lake MacDonald is utilised for on-lake and on land public recreation at various locations in its
surrounds. Lake Macdonald forms part of South East Queensland’s drinking water supply and is
managed by SEQWater.
4. ASSESSMENT
4.1. Instruments for Statutory Assessment
Under the Planning Act 2016 the application must be assessed against each of the following
statutory planning instruments to the extent they are relevant to the development:
• State Planning Policy;
• South East Queensland Regional Plan;
• Planning Regulation 2017;
• Noosa Plan 2020 (25 September 2020).
4.2. State and Other Statutory Instruments
State Planning Policy
The Noosa Plan 2020 is generally consistent with the State Planning Policy July 2017 (SPP) with
only Natural Hazards, risk and resilience – Coast Hazards not fully integrated into the scheme. As
the development is not in a coastal hazard area the application is not required to be assessed
against the SPP.
