EXECUTIVE SUMMARY An assessment of the waste management requirements has been carried out for the proposed industrial development at 18 Taylor Court, Cooroy, in accordance with the Noosa Council Planning Scheme Policy (PSP). The proposed development on Lot 2 on SP19751 consists of fifty-four (54) individual tenancies, each with an approximate gross floor area (GFA) of 150m², with one caretaker’s residence. The intended uses of the tenancies will be consistent with the definition of Low Impact Industry as prescribed in Schedule 1 of the Noosa Council Planning Scheme. This waste management plan aims to document the proposed development with respect to waste generation, storage, disposal and handling on site. Based on the estimated waste generation rate, a total of eleven (11) 2 cubic litre bins is to be stored in the proposed bin storage facilities on site. Each tenant will be responsible for disposing of their own waste into the general waste bins, with no kerbside collection provided, as all recycling and general waste will be collected by a waste collection vehicle entering the site. There is no expected adverse impact on the amenity associated with the collection of waste from the development. Waste collection can be conducted in line with Noosa Council requirements.

1.0 INTRODUCTION
Barlow Shelley Pty Ltd was commissioned by RMD Capital Pty Ltd to prepare a Waste
Management Plan (WMP) for a proposed industrial development located at 18 Taylor Court.
The subject development is proposed to be delivered in 5 stages (Refer to Figure 1.1 – Locality
Map).
The proposed development consists of fifty-four (54) individual tenancies, each with an
approximate gross floor area (GFA) of 150m², together with one caretaker’s residence. The
intended uses of the tenancies will be consistent with the definition of Low Impact Industry as
prescribed in Schedule 1 of the Noosa Council Planning Scheme.
This WMP has been developed to address the waste management requirements for the
proposed development and will form part of the Material Change of Use Application to Council.
This report proposes measures to gather, store, dispose and handle waste generated on site
to meet the requirements as set by the Noosa Council Planning Scheme Policy, Section 6.10,
Waste Management. “A waste management plan is required where the development has the
potential to generate significant quantities of waste or waste that is of a hazardous nature and
should have a waste management plan as part of the information required to assess the
application.”
Figure 1.1 Locality map of subject site (Purple circles show bin storage areas).

3.0 WASTE GENERATION, STORAGE AND COLLECTION
The proposed development is located in the Low Impact Industrial zone in Noosaville. Table
1 provides a summary of the proposed tenancies and expected gross floor areas (GFA).
Table 1 - Tenancy Composition
Number of Total GFA (Total
Stage Number Usage
Tenancies ground area)
1 11 1797 m²
2 11 2157 m²
3 9 1124 m² Low impact
4 14 2541 m² industrial
5 10 1375 m²
Total 55 8994 m²
3.1 Indicative Waste Generation and Minimum Service Level
The Noosa Council PSP provides no indicative waste generation rates or minimum service
levels for Low Impact Industries. For the purpose of this report waste generation rates have
been taken from Appendix 1 in SC6.10 where an average of the uses applicable to this site
have been used. Based on this, the recycling rate has been determined to be 0.043 kg/m 2/day
and the general rate as 0.036 kg/m 2/day.
Based on the proposed floor area for each of the fifty-four (54) tenancies, it is expected that
waste will not be generated in significant quantities or be of hazardous nature. Therefore, for
the purposes of this evaluation, the tenancies are being treated as the other uses category in
Table SC6.10.5.1 with the Minimum Service Level to be determined as part of this proposal.
The resultant requirement for waste and recycling storage is 10900 L/week and 15120 L/week
respectively, assuming business operations over a standard 5-day week. This equates to 195
L/week of general waste and 270 L/week of recycling per unit. Adopting a standard 2m 3 bin
(2000mm long, 900mm high and 900mm wide), this equates to 6 (six) 2 cubic litre general
waste storage bins as well as 5 (five) 2 cubic litre recycle bins. The combined 11 storage bins
are comfortably accommodated in the bin storage area proposed as shown on the site layout
plan (Figure 1).
Should any future tenant generate waste other than commercial waste, these tenants would
be required to manage, store and adequately dispose of such waste using specialist waste
service providers. Such waste streams include hard waste, waste metal storage, bailing of
paper/cardboard, paints and chemicals, medical wastes etc.

3.2 Recyclable Waste
The Waste Management Planning Scheme Policy does not specify minimum recyclable
waste service levels for low impact industrial development. Recyclable waste volumes have
therefore been calculated using a consistent industry-standard waste generation rate applied
across all stages of development. Recyclable waste volumes generated by the development
are broken down as per Table 2.

3.3 General Waste
The Waste Management Planning Scheme Policy does not specify minimum general waste
service levels for low impact industrial development. General waste volumes have therefore
been calculated using a consistent industry-standard waste generation rate applied across
all stages of development. General waste volumes generated by the development are
broken down as per Table 3.

4.0 WASTE BIN STORAGE AND HANDLING Each tenant is responsible for moving their own waste to the bin storage facility where the rubbish bins will pick up once per week. The bin storage area will be accessible for tenants on foot. The caretaker will wheel the bins out from the storage areas for the waste collection vehicle to collect. The bin storage area is to be designed to meet the minimum requirements as provided in Noosa Council PSP, Schedule 6.10.5 – Waste management design criteria. 4.1 Waste Collection Building Management is responsible for coordinating waste collection with the waste collection service provider and/or Council. Waste collection for the development is proposed to be undertaken on site, with waste collection vehicles entering and exiting the site in a forward direction. Servicing will be undertaken using a rear loader waste collection vehicle (HRV) suitable for emptying 2 m³ bins, with a total service frequency of one (1) collection of the eleven (11) bins per week. The design vehicle for waste servicing has smaller turning path and height requirements than the 12.5 m HRV and 18m AV design vehicles and is appropriate for the internal access roads and service areas provided. Vehicle access, turning and manoeuvring have been designed to ensure that waste collection vehicles can safely enter, service the bins, and exit the site without reversing onto the public road. Manoeuvring paths are provided in Appendix B. The bin storage and collection areas are located on the ground level in close proximity to the internal service route. These areas are generally level to facilitate the safe handling and movement of the 2 m³ bins to the waste collection vehicle, minimising manual handling requirements and potential safety risks. There is no expected adverse impact on the amenity associated with the collection of waste from the development. Waste collection can be conducted in line with Noosa Council requirements. 2576-WMP-01 (February 2026) Page 8 of 15 EA/TB
Section 12
5.0 CONCLUSION This waste management plan has reviewed the proposed development with respect to waste generation, storage and disposal on site. It is determined that waste generated on site will not be of significant quantities and that the generated waste will not be of a hazardous nature. Based on the estimated waste generation rate, a total of eleven (11) 2 cubic meter bins are to be stored in the proposed bin storage facility on site. Each tenant is responsible for disposing of their own waste into the general waste bins, with no kerbside collection provided, as all recycling and general waste will be collected by a waste collection vehicle entering the site. The internal driveway and manoeuvring areas have been designed to accommodate a Heavy Rigid Vehicle (HRV), allowing safe entry, servicing and exit in a forward direction. 2576-WMP-01 (February 2026) Page 9 of 15 EA/TB
