PRELIMINARY REHABILITATION PLAN CARTWRIGHT VILLAGE EXTENSION
1. BACKGROUND
The Lot proposed extension of the Cartwright Village at Carramar involves the clearing of native vegetation. This
preliminary has been prepared for the MCU application. It has also been developed in accordance with Council’s
Rehabilitation Plan/Planning Scheme Policy PSPO3 "Landscaping plants & guidelines”.
2. SCOPE OF WORKS
To address the rehabilitation of open space areas within Lot 2 RP177554 at 186 Cooroy—Noosa Rd, Tewantin. It
is also proposed to include some rehabilitation works in the adjacent park on Lot 270 MCH4647 to compensate
for proposed clearing.
Four areas of rehabilitation are proposed:
ZONE A — Adjacent parkland. Remove listed and environmental weeds. Assess area for infill planting. Plant
as required.
ZONE B — Retained native vegetation on site. Remove listed and environmental weeds. Assess area for infill
planting. Plant as required.
ZONE C — Bushfire buffer area. Retain canopy trees if possible. Maintain ground cover at 200mm high or
less.
ZONE D — Landscape areas with native species.
3. SITE PREPARATION BY LANDSCAPER/REHABILITATION CONTRACTOR
The following steps will be taken to prepare site prior to works:
Assess each zone for weeds, infill planting requirements, etc.
«Remove weeds in development areas prior to clearing.
¢Follow up weed round 4 weeks later in development areas.
*Remove weeds in rehabilitation zones as required.
¢Following successful weed removal prepare each zone for rehabilitation planting or landscape planting.
Prepare holes for planting.
eLayout plants, fertilizer, weed, mats, etc.
ePlant species as per table on 1714-20.
4. OBJECTIVES
*No further disturbance to surrounding vegetation.
eFoster natural regeneration of local species to assist re—colonisation of disturbed areas in a way that does
not impact on the existing genetic diversity.
*Revegetate where appropriate with a selection of local endemic species of the site.
*Removal of weed species where “weed” includes declared plants under the Biosecurity Act 2014 and Biosecurity
Regulation 2016, and environmental weeds under Councils PSP3.
eEnsure that soil disturbance is kept to a minimum and erosion and sediment control measures are used where
necessary to stabilise exposed areas.
Restoration methodologies to be flexible and allow for adjustments based on experience and performance
monitoring, to improve the program.
5. CLEARING & SITE PREPARATION BY CIVIL CONTRACTOR/LANDSCAPER
¢Prior to clearing trees, vegetation to be retained shall be clearly flagged and protected from damage within
the Tree Protection Zone (TPZ) (BY CONTRACTOR).
*A registered fauna spotter/catcher shall inspect the site & determine need for compensatory habitat & any
requirements during clearing to protect on-site fauna (BY CONTRACTOR).
*Erosion and sediment control measures shall be installed prior to clearing (BY CONTRACTOR).
¢Weeds shall be removed or treated, and any seed or weed material that can propagate shall be taken
off-site. Bag any seeds and propagation material and dispose at an appropriate facility (BY LANDSCAPER).
*Remove any on-site rubbish from areas and dispose appropriately (BY CONTRACTOR).
Clearing shall occur in a sequential manner (BY CONTRACTOR).
*Suitable native vegetation shall be mulched and stockpiled to be reused (BY CONTRACTOR).
¢Topsoil shall be stockpiled for use in rehabilitation works. Ensure no weed species is present in topsoil (BY
CONTRACTOR).
¢Mulch shall be placed back over the disturbed area to stabilize the soil (BY CONTRACTOR).
¢The Civil Contractor shall take possession of any stumps and branches and remove off site (BY CONTRACTOR).
Or use for compensatory habitat in rehabilitation areas.
6. WEED REMOVAL
*Removal of weed species is to occur prior to clearing stage. It may be necessary to do two rounds of weed
removal about 4 weeks apart (BY LANDSCAPER).
Remove existing weed species, generally using mechanical (BY CONTRACTOR) and chemical (BY LANDSCAPER)
controls as follows:
1. Remove tree species by cutting stump and leaving rootball in ground and paste with chemical to kill
remaining tree (BY LANDSCAPER).
Spray ground covers & vine infestations (BY LANDSCAPER).
After 4 weeks check weeds and undertake a second round of spraying if required. (BY LANDSCAPER).
Remove weed material from the site. (BY CONTRACTOR).
Undertake necessary earthworks. (BY CONTRACTOR).
. Cover disturbed areas in Western Tributary with uncontaminated topsoil, 100mm mulch. Stabilise other
areas as appropriate. (BY CONTRACTOR).
7. Allow area to be fallow until revegetation occurs. (BY CONTRACTOR).
8. Follow up spraying may be necessary. Use
Glyphosate mixture detailed below:
PAN
—Mix Glyphosate (Roundup Bioactive — a non selective foliage absorbed herbicide registered for use on
waterways as it contains frog—friendly surfactants) with water at the rate specified on package; and
—Add fulvic acid at a ratio of 1 part Fulvic acid to 800 part glyphosate / water mixture. (BY LANDSCAPER).
«ZONE A: Remove weeds as required. Trees & saplings — cut stump & paste with herbicide. Spray groundcover
weeds as above. Follow up weed removal as required.
*ZONE B: Remove weeds as required. Trees & saplings — cut stump & paste with herbicide. Follow up weed
removal as required.
«ZONE C: Remove weeds as required. Spray groundcover weeds as above, and remove understorey and
midstorey for bushfire. Retain canopy trees as per Bushfire MP.
eZONE D: Remove weeds as required. Landscape areas with native species.
7. SPECIES SELECTION (REFER ALSO TO OPERATIONAL WORKS CONDITIONS)
All planting stock is required to be :
eSourced from local nurseries, of local provenance where possible;
From Table on plan 1714-20.
*Healthy and displaying signs of active growth. Plants will be rejected if they display ‘yellowing’, leaf or stem
damage or disease, root curling or restriction related to being ‘pot bound’, or have weed species in the
container;
¢Tube—stock to be a minimum of 20cm tall; and
¢Sun—hardened.
8. SITE PREPARATION BY CIVIL CONTRACTOR
The following steps will be taken to prepare site for planting:
elnstall erosion & sediment controls.
Cut and fill areas to the requested levels.
¢On all disturbed areas place topsoil, fertilisers & mulch or grass seed in landscape area (Zone D).
9. PLANTING
eZONE A: Infill planting as required.
« ZONE Infill planting as required.
¢ ZONE Groundcover planting as required.
eZONE D: Landscape planting.
*Rehabilitation in Zone A & B will focus on weed removal & fostering natural regeneration in retained
vegetation & adjacent parkland.
¢Planting stock is to be randomly planted (not in rows).
¢Plants shall be planted at spacing’s of:
ee 1 groundcover per 1.5m centres.
ee 1 shrub per 1.5m centres.
ee 1 tree per 1.5m centres internal.
ee Site overall density approximately 1 plant per 1.225x1.225m area i.e. 6.7 plants per 10m2.
Planting holes shall be at least twice the width and one and a half times as deep as the pot size with the
top of the root ball just below the soil surface after planting.
*Each plant should be fertilized with a 10g slow release fertilizer pellet (Agriform or similar). The fertilizer
pellet will be placed adjacent and upslope to but not in contact with the root ball at 2—4cm below the soil
surface and under the mulch.
*All plants shall be watered in at planting (approximately 5—10L).
¢Place mulch around plants, to a depth of 100mm with minimum diameter of 500mm. Stake plants with
bamboo stake.
10.MAINTENANCE
Maintenance will be focused on providing an environment suitable to natural regeneration of the construction
areas. It will involve:
Weed control,
Mulching,
¢Watering and replanting, (any mortalities) and
Monitoring of plant establishment.
Maintenance will be for a minimum of one year, will involve quarterly inspections during the first year, and
six—monthly inspections following this.
Criteria for maintenance include:
Plants are healthy and showing signs of vigorous growth.
*Vegetation has generally been planted to appropriate densities (considering existing native vegetation).
eThe area is 99% free of weed species and rubbish.
°95% of plantings have survived — replace any mortalities.
¢The area is deemed self—sustaining and plants are providing cover to soil ie. 80% cover achieved/m2.
*No erosion present in rehabilitation areas.
