Plate 1: The Site
The report outlines the findings of the Protected Plant Survey of the site and immediate surrounding area. It
should be noted that at the time of survey detailed clearing plans were not available. The Protected Plant
Survey assumed the entire portion of the site would be cleared.
2.0 KEY FINDINGS
A review of the Regional Ecosystem (RE) mapping and aerial photographs identified single regrowth
vegetation type within the site
The cleared powerline easement was considered a second vegetation type
No Protected Plants were identified within the Site or buffer area during the survey.

3.0 SITE DESCRIPTION
3.1 The Site
The Site is known as Lot 3 on SP246584 and located on Walter Hay Drive, Noosaville (refer Plate 1). Walter
Hay Drive bounds the south western boundary of the Site with Noosa National Park bounding the north and
east. Access to the Site is via a powerline easement running along the eastern boundary.
At the time of our investigation, the Site comprised regrowth vegetation to approximately between 6 m to 10 m
across a gently sloping to flat ground surface. A number of emergent eucalyptus trees were present to about 8
m. There are no structures on the Site.
Site conditions at the time of our investigation are shown on Photographs 1 and 2.
Photograph 1 – General vegetation centre of the site looking east

J000206-003-R-Rev0 June 2016
Photograph 2 – Eastern Boundary of the site looking south along powerline easement.
3.2 Surrounding Site
To the west of the Site (on the western side of Walter Hay Drive) is the Noosa Civic Shopping Centre and
Noosaville industrial estate (refer Image 1). Residential and industrial development occurs to the north of the
Site along Eenie Creek road. The landscape is dominated by urban development to the north of the Site for
approximately 2 km up until the Noosa River.
Noosa National Park bounds the eastern portion of the Site and continues for approximately 1.8 km prior to
Lake Weyba and tributaries of the Noosa River. Approximately 600 m south of the Site, is Eenie Creek.
4.0 SCOPE AND OBJECTIVES
The scope of this report is to undertake a comprehensive desktop assessment and protected plant field survey
of the Site in general accordance with The Guidelines.
The aim of the desktop assessment was to:
Identify significant species potentially utilising the Site or surrounding area
Identify habitat for significant species potentially utilising the Site
Identify Vegetation Associations (Regional Eco-systems) potentially occurring on the Site
Develop suitable methodology for the field survey
3
Page 7
J000206-003-R-Rev0 June 2016
5.0 METHODOLOGY
5.1 Desktop Review
A desktop review of available mapping, reports and databases was conducted. These searches included the
following:
Regulated Vegetation Mapping / Regional Ecosystem Mapping (DNRM) (Appendix B)
Wildlife Online Search (Appendix C)
EPBC Act Protected Matters Search Tool (Appendix D)
The database searches and review were undertaken to:
Identify vegetation associations and habitats
Collate significant species records
It should be noted that the database searches identify habitat and species that may potentially occur within the
Site and immediate surrounding area.
Additionally, an historic aerial photo review (1974 to 2006) was undertaken to identify vegetation changes
across the Site and immediate surrounding area (Appendix E).
Utilising the results from the above review, an assessment of the likelihood of endangered, vulnerable and near
threatened (EVNT) plant species, under the NC Act and in accordance with The Guidelines, to occur within the
Site and immediate surrounding area was conducted. That assessment was based on:
Knowledge of the Site
Species records
Habitat preferences of the species
Knowledge of the life histories of the species
Professional judgement
Experience of the assessor
5.2 Flora Survey
A flora survey was undertaken on 13 March 2016. The area surveyed included the proposed clearing area
(north eastern portion of Lot 3 on SP246584) plus a surrounding 100 m buffer where appropriate (Survey Area).
The proposed clearing area, survey buffer and survey transects are shown on Figure 1 – Flora Survey
Transects.
The inclusion of a survey of the buffer strip within the Noosa National Park was not required as the relevant
legislation, being Section 4 of the Nature Conservation (Wildlife Management) Regulation, states that the
regulation applies only to wildlife that is not in a protected area. Noosa National Park is a protected area and is
therefore exempt.
The Survey Area was segregated into vegetation associations based on:
Regional ecosystem mapping
Aerial photography
Onsite observations
As per The Guidelines timed meander surveys were undertaken in each of the vegetation associations
identified. A minimum of two timed meander surveys were undertaken in each of the vegetation associations,
unless the vegetation community was traversed before the timed meander was complete. A total of 4 meander
surveys were undertaken across approximately 1.8 hectares. The timed meanders survey locations are
presented on Figure 1.

Page 8
J000206-003-R-Rev0 June 2016
The survey was undertaken by Daniel Joyce (a suitably qualified Senior Ecologist) from Core. Daniel Joyce is
the competent botanist and Senior Ecologist. Daniel has been undertaking flora surveys within the South-east
Queensland region since 2001, and has completed similar protected plant surveys (as per The Guidelines).
Daniel is a Certified Environmental Practitioner (0291) with over 14 years’ experience in the terrestrial ecology
consultancy industry, and has been a Certified Environmental Practitioner since 2009. Previously a member of
Golder Associates consultancy team for over ten years, and a foundation member of Core, Daniel has been the
terrestrial ecology lead, field botanist and project manager for numerous local and international projects.
Daniel's technical experience covers a broad range of disciplines, including ecological assessments, ecology
surveys, ecology restoration, and environmental field investigations. Daniels C.V. is presented in Appendix F.
6.0 SURVEY LIMITATIONS
The data base searches undertaken, namely Wildlife online and the EPBC Protected Matters Search Tool
(PMST) provide preliminary information on the potential for flora species to occur within the Site and
surrounding area (5 km radius). The Wildlife online search contains records of species collected within the
area. The data base record is not considered comprehensive and species are likely to be observed onsite that
are not within the data base due to insufficient previous survey effort within the immediate site. The data base
provides only an indication of likely species to be observed.
Additionally, the PMST uses known ranges and habitat requirements of species to predict the potential
distribution of species. Species identified within the PMST may not occur within the search area.
The limitations of these data base searches are mitigated by developing a field survey design that targets
protected plant species via an assessment of the habitat suitability found onsite, for these species, and by
undertaking an assessment of the likelihood of these species to occur within the encountered habitats.
Standard field survey methodologies carry an inherent risk of not identifying all species during a field
investigation. Variations in species fruiting and flowering season, especially cryptic species, can minimize
potential identification of certain species. The survey design was undertaken to include transects in each of the
vegetation communities to minimise the potential limitations.
7.0 DESKTOP ASSESSMENT RESULTS
7.1 DEHP Regional Ecosystem Mapping
Regional Ecosystem (RE) mapping of the site is summarised in Table 1 below and presented in DEHP RE
mapping (Appendix B) and in Table 1, below

7.2 Protected Plants Flora Survey Trigger Map
A protected plants survey trigger map was downloaded and is presented in Appendix G. The results of this
indicate that a protected plant survey is required on the site under the NC Act (1992). Results of the protected
plant survey are presented in this report.
7.3 Aerial photograph review
A review of aerial photographs available on Google Earth and from (Department of Natural Resources and
Mines (DNRM) was undertaken. Aerial photo extracts are presented in Appendix E – Aerial Photo Review and
results summarised in Table 2, below.
Overall the aerial photography indicates significant disturbance and clearing of vegetation between 1979 and
1993. It appears little to no vegetation clearing has occurred since 2002 and potentially since 1993.

7.4 Wildlife Online
Results of the Wildlife Online Database search are presented in Appendix C. The search was undertaken for a
5 km radius from the centre of the proposed Site. Results of the search included 1621 different species
recorded within a 5 km radius of the site. Of the species recorded the following numbers were identified as
significant under the NC Act;
9 Vulnerable,
3 Endangered and
5 Near Threatened plant species
The above species are presented in Table 3 with an assessment for the potential for them to occur within the
site. This is based on habitat values actually occurring on the site and those habitat values considered
requirements of the species.

7.5 EPBC Act Protected Matters Search Tool
A search of the Environment Protection and Biodiversity Conservation Act (EPBC) protected matters was
undertaken for a radius of 5 km surrounding the site (Appendix D). A total of 14 significant plant species were
identified as potentially occurring within the area including;
9 Vulnerable
4 Endangered
1 Critically Endangered
The above species are presented in Table 3 with an assessment for the potential for them to occur within the
Site. This is based on habitat values actually occurring on the Site and those habitat values considered
requirements of the species.
7.6 Summary of Protected Plant Species
The species identified during the data base searches are outlined in Table 3 (below) with a description of their
preferred habitat. An assessment for the potential for the species to occur within the Site or immediate
surrounding area is also presented.
A total of 25 Protected Plant Species were identified during the data base searches as potentially occurring on
the Site or immediate surrounding area. Based on the habitat preferences of the identified species and those
habitats encountered onsite a total of 13 species were considered to potentially occur within the Survey Area. It
should be noted that while 12 species were considered as unlikely to occur within the Site, these species were
still considered during species identification as possibilities.
It should be noted that the assessment took into consideration the site and surrounding area, namely the 100 m
buffer in accordance with The Guidelines.

8.2 Flora Survey
A total 129 flora species were identified within the survey area and are presented in Appendix H. No species
considered endangered, vulnerable or near threatened under the VM act were identified. Additionally, no
species considered protected under the EPBC act were identified. Vegetation encountered during the survey
was highly disturbed and modified within the powerline easement. The remainder of the Site surveyed
contained regrowth Eucalyptus vegetation.
9.0 CONCLUSION AND RECOMMENDATIONS
The results of this assessment indicated that the entire Survey Area had previously been cleared and is
considered non remnant vegetation by Regional Ecosystem mapping. An aerial photograph review of the
survey area confirmed clearing occurred between 1979 and 1993.
The field survey confirmed this Regional Ecosystem mapping, however two vegetation associations were
identified within the Survey Area. These vegetation associations were not based on Regional Ecosystem
mapping as the entire area is considered non remnant. A total of four meandering transects were undertaken
across the Survey Area in accordance with The Guidelines.
The desktop assessment identified a total of 25 significant flora species from the data base searches. Of these
a total of 13 were identified as potentially occurring on the site based on habitat suitability within the Site and
immediate surrounding area.
No species considered endangered, vulnerable or near threatened (EVNT) under the VM act were identified.
Additionally, no species considered protected under the EPBC act were identified. It should be noted that
discussions with DEHP outlined:
There is no requirement to conduct a flora survey within that section of a buffer zone area that is protected
area estate (Noosa National Park); and consequently,
A client is NOT required to seek reduced buffer approval from EHP to survey only that reduced buffer zone
area that is outside the protected estate.
It is recommended that this report is submitted to the EHP outlining that the proposed clearing activity is exempt
under section 261ZA – No EVNT species were identified on site or immediate surrounding area.

Environmental Reports - General Information
The Environmental Reports portal provides for the assessment of selected matters of interest relevant to a user specified
location, or area of interest (AOI). All area and derivative figures are relevant to the extent of matters of interest contained
within the AOI unless otherwise stated. Please note, if a user selects an AOI via the "Central co-ordinates" option, the
resulting assessment area encompasses an area extending for a 2km radius from the input coordinates.
All area and area derived figures included in this report have been calculated via reprojecting relevant spatial features to
Albers equal-area conic projection (central meridian = 146, datum Geocentric Datum of Australia 1994). As a result, area
figures may differ slightly if calculated for the same features using a different co-ordinate system.
Figures in tables may be affected by rounding.
The matters of interest reported on in this document are based upon available state mapped datasets. Where the report
indicates that a matter of interest is not present within the AOI (e.g. where area related calculations are equal to zero, or no
values are listed), this may be due either to the fact that state mapping has not been undertaken for the AOI, that state
mapping is incomplete for the AOI, or that no matters of interest have been identified within the site.
The information presented in this report should be considered as a guide only and field survey may be required to validate
values on the ground.
Important Note to User
Information presented in this report is based upon the Queensland Herbarium's Regional Ecosystem framework. The
Biodiversity Status has been used to depict the extent of "Endangered", "Of Concern" and "No Concern at Present" regional
ecosystems in all cases, rather than the status used for the purposes of the Vegetation Management Act 1999 (VMA).
Mapping and figures presented in this document reflect the Queensland Herbarium's Remnant and Pre-clearing Regional
Ecosystem Datasets, and not the certified mapping used for the purpose of the VMA.
For matters relevant to vegetation management under the VMA, please refer to the Department of Natural Resources and
Mines website
https://www.dnrm.qld.gov.au/

Regional Ecosystems
1. Introduction
Regional ecosystems are vegetation communities in a bioregion that are consistently associated with a particular combination
of geology, landform and soil. Descriptions of Queensland's Regional ecosystems are available online from the Regional
Ecosystem Description Database (REDD). Descriptions are compiled from a broad range of information sources including
vegetation, land system and geology survey and mapping and detailed vegetation site data. The regional ecosystem is
regularly reviewed as new information becomes available. A number of vegetation communities may form a single regional
ecosystem and are usually distinguished by differences in dominant species, frequently in the shrub or ground layers and are
denoted by a letter following the regional ecosystem code (e.g. a, b, c).
The Queensland Herbarium has developed a methodology for mapping regional ecosystems across Queensland. As new
information is obtained, the descriptions and status of regional ecosystems is updated. Regional ecosystems and broad
vegetation groups descriptions in the format of Sattler and Williams (1999) are maintained in the Regional Ecosystem
Description Database (REDD). Vegetation communities and regional ecosystems are amalgamated into the higher level
classification of broad vegetation groups (BVGs).
This report provides information on the type, status, and extent of vegetation communities, regional ecosystems and broad
vegetation groups present within a user specified area of interest. Please note, for the purpose of this report, the Biodiversity
Status is used. This report has not been developed for application of matters relevant to the Vegetation Management Act
1999 (VMA). Additionally, information generated in this report has been derived from the Queensland Herbarium's Regional
Ecosystem Mapping, and not mapping certified for the purposes of the VMA. If your interest/matter relates to regional
ecosystems and the VMA, users should refer to the Department of Natural Resources and Mines website.
https://www.dnrm.qld.gov.au/
With respect to the Queensland Biodiversity Status,
"Endangered" regional ecosystems are described as those where:
• remnant vegetation is less than 10 per cent of its pre-clearing extent across the bioregion; or 10-30% of its
pre-clearing extent remains and the remnant vegetation is less than 10,000 hectares, or
• less than 10 per cent of its pre-clearing extent remains unaffected by severe degradation and/or biodiversity loss*, or
• 10-30 per cent of its pre-clearing extent remains unaffected by severe degradation and/or biodiversity loss and the
remnant vegetation is less than 10,000 hectares; or
• it is a rare** regional ecosystem subject to a threatening process.***
"Of concern" regional ecosystems are described as those where:
• the degradation criteria listed above for 'Endangered' regional ecosystems are not met and,
• remnant vegetation is 10-30 per cent of its pre-clearing extent across the bioregion; or more than 20 per cent of its
pre-clearing extent remains and the remnant extent is less than 10,000 hectares, or
• 10-30 percent of its pre-clearing extent remains unaffected by moderate degradation and/or biodiversity loss.****
and "No concern at present" regional ecosystems are described as those where:
• remnant vegetation is over 30 per cent of its pre-clearing extent across the bioregion, and the remnant area is greater
than 10,000 hectares, and
• the degradation criteria listed above for 'Endangered' or 'Of concern' regional ecosystems are not met.
*Severe degradation and/or biodiversity loss is defined as: floristic and/or faunal diversity is greatly reduced but unlikely to
recover within the next 50 years even with the removal of threatening processes; or soil surface is severely degraded, for
example, by loss of A horizon, surface expression of salinity; surface compaction, loss of organic matter or sheet erosion.
**Rare regional ecosystem: pre-clearing extent (1000 ha); or patch size (100 ha and of limited total extent across its range).
***Threatening processes are those that are reducing or will reduce the biodiversity and ecological integrity of a regional
ecosystem. For example, clearing, weed invasion, fragmentation, inappropriate fire regime or grazing pressure, or
infrastructure development.

Page 28
Regional Ecosystems (3SP246584) 30/03/2016 16:40:34
****Moderate degradation and/or biodiversity loss is defined as: floristic and/or faunal diversity is greatly reduced but unlikely
to recover within the next 20 years even with the removal of threatening processes; or soil surface is moderately degraded.
2. Remnant Regional Ecosystems
The following table identifies the remnant regional ecosystems and vegetation communities mapped within the AOI, the
associated short description, Biodiversity Status using the Queensland Herbarium's framework and the extent area present
within the selected AOI. Please note, where heterogeneous vegetated patches (mixed patches of remnant vegetation
mapped as containing multiple regional ecosystems) occur within the AOI, they have been split and listed as individual
regional ecosystems (or vegetation communities where present) for the purposes of the table below. In such instances,
associated area figures have been generated based upon the estimated proportion of each regional ecosystem (or vegetation
community) predicted to be present within the larger mixed patch.

BVGs are a higher-level grouping of vegetation communities. Queensland encompasses a wide variety of landscapes across
temperate, wet and dry tropics and semi-arid climatic zones. BVGs provide an overview of vegetation communities across the
state or a bioregion and allow comparison with other states. There are three levels of BVGs which reflect the approximate
scale at which they are designed to be used: the 1:5,000,000 (national), 1:2,000,000 (state) and 1:1,000,000 (regional).
A comprehensive description of BVGs is available at:
https://publications.qld.gov.au/dataset/vegetation-qld/resource/921fa786-e6d5-4a8a-9b0c-e532d2ce3f32
The following table provides a description of the 1:1,000,000 BVGs present and their associated extent within the AOI.

Refer to Map 4 for further information. Map 5 also provides a representation of the distribution of vegetation communities as
per the 1:5,000,000 BVG believed to be present prior to European settlement.
4. Technical and BioCondition Benchmark Descriptions
Technical descriptions provide a detailed description of the full range in structure and floristic composition of regional
ecosystems (e.g. 11.3.1) and their component vegetation communities (e.g. 11.3.1a, 11.3.1b). See:
http://www.qld.gov.au/environment/plants-animals/plants/ecosystems/technical-descriptions/
The descriptions are compiled using site survey data from the Queensland Herbarium's CORVEG database. Distribution
maps, representative images (if available) and the pre-clearing and remnant area (hectares) of each vegetation community
derived from the regional ecosystem mapping (spatial) data are included. The technical descriptions should be used in
conjunction with the fields from the regional ecosystem description database (REDD) for a full description of the regional
ecosystem.
Quantitative site data from relatively undisturbed sites are extracted from CORVEG and summarized to provide information
specific to each vegetation community.
Technical descriptions include the attributes: tree canopy height and cover and native plant species composition of the
predominant layer, which are used to assess the remnant status of vegetation under the Vegetation Management Act 1999.
However, as technical descriptions reflect the full range in structure and floristic composition across the climatic, natural
disturbance and geographic range of the regional ecosystem, local reference sites should be used where possible (Neldner et
al. 2012 (PDF)* section 3.3.1 of:
http://www.qld.gov.au/environment/assets/documents/plants-animals/herbarium/herbarium-mapping-methodology.pdf
The technical descriptions are subject to review and are updated as additional data becomes available.
When conducting a BioCondition assessment, these technical descriptions should be used in conjunction with BioCondition
benchmarks for the specific regional ecosystem, or component vegetation community.
http://www.qld.gov.au/environment/plants-animals/biodiversity/benchmarks/
Benchmarks are subject to review based on additional data and expert opinion. Benchmarks are based on a combination of
quantitative and qualitative information and should be used as a guide only. Benchmarks are specific to one regional
ecosystem vegetation community, however, the natural variability in structure and floristic composition under a range of
Page 7
Page 30
Regional Ecosystems (3SP246584) 30/03/2016 16:40:34 climatic and natural disturbance regimes has been considered throughout the geographic extent of the regional ecosystem. Local reference sites should be used for this spatial and temporal (seasonal and annual) variability.
