with the community; and

REPORT
Council has resolved to prepare a new planning scheme to replace The Noosa Plan 2006. This
report is intended to enable Council to engage with the community by means of a Discussion
Paper prior to preparing a draft new Noosa Plan.
1. Preparing the New Noosa Plan
The new Noosa Plan will be prepared under the Sustainable Planning Act 2009. Drafting of the
plan will be undertaken in 2017. The Act outlines the process for preparing a new planning
scheme and more detailed requirements and specifications are contained in the statutory
guideline Making and Amending Local Planning Instruments. The guideline only requires public
consultation of a proposed planning scheme after it has been endorsed by the Minister and this is
programmed to occur in 2018. The consultation period specified is of 30 business days’ duration.
This report proposes an additional non-mandatory step of engaging with the community about
future planning and development in Noosa prior to commencing to draft the new Noosa Plan.
2. Discussion Paper
To facilitate community engagement, a Discussion Paper has been prepared that outlines ideas
for how the new Noosa Plan could address future community needs and expectations. The
Discussion Paper provides an early opportunity for the community to have input. For ease of
reading and responding with feedback, the Discussion Paper is divided into themes and localities
as set out below.
