Attachment 1 to the Report; and
B. Note that work is proceeding on the development of a detailed Action Plan to implement
                         the Strategy.

BACKGROUND
In May, 2016 Council adopted the Noosa Council Emission Reduction Policy which commits
Council to a reduction in carbon and greenhouse emissions with a view to establishing a zero net
emissions target for Council’s operations and services. The policy aim is to drive greater
efficiency in Council’s use of natural resources by:

 Investing in appropriate actions such as new technologies and options that focus on clean
                         energy.
 Leading by example and inspiring change by demonstrating best practice options to the
                         community.
 Measuring and monitoring to demonstrate progress towards achieving the stated objective
                         of achieving zero net emissions.

A strategy and action plan is required to support the policy intent. The first step before
developing a strategy and action plan to achieve zero net emissions is to define the boundaries
for the emissions inventory and calculate the baseline greenhouse emissions footprint in
accordance with the Greenhouse Gas Protocol.

REPORT

Beyond Zero Emissions Inc. (BZE), a climate solutions think-tank, was engaged by Council to
undertake work to establish a greenhouse emissions (CO2e) baseline across Council activities –
buildings, waste, transport (fleet) and public lighting. The project involved a site audit, verification
