PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 OCTOBER 2016
Strategy Development
After establishing the baseline of Council’s greenhouse emissions footprint, the next step is to put
in place a Strategy to set out the principles and a decision making framework to guide actions to
achieve the zero net emissions target.
The proposed Strategy is provided as Attachment 1. The Strategy proposes eight (8) key actions
that set the parameters for delivery of the Strategy and development of the Action Plan. The
Strategy needs to be supported by a detailed action plan that will take time to fully develop. The
plan will establish capital funding needed to implement changes. The initial plan is proposed to
cover a 5 year period and ultimately the 10 year period of the Strategy. An internal Project
Control Group is being established to guide development of the plan which will be referred to
Council for endorsement.
Previous Council Consideration
Ordinary Meeting Minutes, 19 May 2016, Item 2, Page 10
That Council note the report by the Executive Manager to the Planning and Environment
Committee Meeting dated 10 May 2016 and the further report to the General Committee Meeting
dated 16 May 2016 and adopt the Emission Reduction Policy provided at Attachment 1 to the
General Committee Report.
Finance & Risk
Resourcing
Resourcing requirements to implement the Strategy will be identified and prioritised in the
development of the Action Plan. Where any additional resourcing above current levels is
identified, an outside of budget funding business case will be prepared and presented to the
Leadership Team for consideration.
Strategy Implementation
There will be financing implications to implement the strategy and detailed action plan. It is
intended that the Action Plan cover an initial 5 year period and ultimately the full 10 year period of
the Strategy. Identified projects contained in the Action Plan will ultimately feed into the annual
budget process and be subject to determination of priorities in context with other Council funding
needs.
The risk for Council in not doing anything is potential for:
1. Legislation change that will enforce a requirement for action.
2. Rising energy costs impacting on service delivery and Council’s cost base.
Consultation
External Consultation - Community & Stakeholder
