Entertainment Noise Assessment

1 Introduction
Sunshine Beach SLSCS engaged Live It Acoustics to undertake an Entertainment Noise
Assessment (ENA) at Sunshine Beach Surf Club. This is hereafter referred to as “the venue”.
This assessment aims to ascertain if the venue’s proposed entertainment will comply with
regulatory requirements (Liquor Act, Liquor Reg, Guideline 51) in relation to noise. The Office of
Liquor and Gaming Regulation is responsible for setting noise limits on licensed premises in
Queensland.

Regulation 40 of the Liquor Regulation 2002 (Qld) prescribes that if noise exceeds the following
limits, it is "unreasonable" as defined in the Liquor Act 1992 (Qld):

          “Between 6am and 10pm - the adjusted maximum sound pressure level LA10 must not exceed
         the background level LA90 by more than 10dB (A) when measured at any  affected premises.

         Between 10pm and 6am - the sound pressure level LOCT10 in a full octave band with centre
         frequencies from 63Hz to 2000Hz, must not exceed the background level, L OCT90, by more than
         8dB in any octave band when measured at any affected premises.”

This report provides noise management recommendations to assist the venue in complying with
the above limits. In addition, it will allow the Office of Liquor and Gaming Regulation to condition
the venue objectively in order to avoid “unreasonable noise” as defined in Liquor Regulation
2002.

1.1 Objectives
This assessment aims to achieve the following objectives:

    a) Inspect the site and environs and collect relevant site-specific information.
    b) Undertake a review of noise policy and regulatory requirements.
    c) Identify all representative affected premises (RAPs).
    d) Quantify the background noise levels through measurements.
    e) Establish suitable noise limits for compliance with the regulatory requirements.
    f) Measure noise levels at:
         •     Close External Noise Monitoring Locations (CEMLs)
         •     Specific Licensed Premises Areas (SLPAs)
         •     RAPs or Reference Point Locations (RPLs)
    g) Assess the noise impacts from the venue on nearby RAPs.
    h) Provide noise management and mitigation measures (if required).

 Tristan Shalhoub has a Master of Design Science (Audio & Acoustics)                G51 Check Item 8 ☐

 from Sydney University and has over 14 years’ experience in the field of
 acoustics. Tristan attained and maintains the status of ‘Member’ within the
 Australian Acoustical Society. To date, Tristan has completed more than
 200 Entertainment Noise Assessments which have been submitted to the
 Office of Liquor and Gaming. Reference details of Australian Acoustical
