1. INTRODUCTION
Stockwell has engaged Rubidium Light to undertake an Obtrusive Lighting Impact Assessment on a
proposed retail and residential development located at 28 Eenie Creek Road Noosaville Queensland. The
objective of this assessment is to quantity the possible adverse effects of light from the proposed lighting
system in accordance with procedures as outlined in AS/NZS4282-2019 Control of the Obtrusive Effects
of Outdoor Lighting.
2. DEFINITIONS
2.1 Luminous flux
The Measure of the quantity of light. For a lamp or luminaire, it normally refers to the total light
emitted irrespective of the direction in which it is distributed. Unit: lumen (lm)
2.2 Luminous intensity
The concentration of luminous flux emitted in a specified direction. Unit: candela (cd)
2.3 Luminance
The physical quantity corresponding to the brightness of a surface (e.g., a lamp, luminaire, sky or
reflecting material) in a specified direction. It is the luminous intensity of an area of the surface
divided by that area. Unit: candela per square meter (cd/m²)
2.4 Illumination
A general expression for the quantity of light arriving at a surface. The physical measure of
illumination is illuminance.
2.5 Illuminance
The luminous flux arriving at a surface divided by the area of the illuminated surface. Unit: lux (lx)
2.6 Reflectance
The ratio of the total luminous flux reflected from a surface to the total luminous flux which arrives
at the surface. Usually expressed as a decimal in the range of 0 to 1 but may also be expressed
as a percentage.
2.7 Glare
The discomfort or impairment of vision experienced when parts of the field of view (e.g., lamps,
luminaires, sky) are excessively bright in relation to the general surroundings.
rubidium
2.8 Luminaire
Equipment which houses the light source and directs the light in the desired directions. It includes
items necessary for fixing, protecting, and operating the light source.
2.9 Threshold increment (TI)
The measure of disability glare expressed as the percentage increase in contrast required between
an object and its background for it to be seen equally well with a source of glare present. Higher
values of TI correspond to a greater disability glare.
2.10 Astronomical Twilight
Astronomical twilight is defined as when the geometric centre of the Sun is between 18° and 12°
below the horizon.

3. SITE DESCRIPTION
The proposed site is an extension of existing Noosa Civic Shopping Centre to the West of the proposed
site. The proposed site is a mix of retail and residential spaces.
The proposed development includes the following exterior illuminated features:
1. At grade car parking
2. Roadways
3. Retail spaces
4. Residential over retail
5. Signage (locations to be confirmed)
Building heights are approximately 3 stories with the exception of cinemas at 18m above grade approx.
The surrounding properties are commercial in nature to the west and undeveloped bushland to the south,
east and north east.
Obtrusive light analysis was also taken of internal site residential units.
4. OPERATION
It is proposed that the lighting system for the proposed site is illuminated from dusk until dawn.
This report should be read in conjunction with Rubidium Light drawings STK01239-E01A.

5. RELEVANT GUIDELINES AND STANDARDS
The existing site lighting is reviewed against the requirements of the following standards to ensure
compliance and reduce the adverse effects of lighting at night to road users, aircraft (if in the vicinity of
aerodromes) and the surround environment.
5.2. AS/NZS 4282:2019 Control of the obtrusive effects of outdoor lighting
5.2.1. Environmental Zones
This document outlines Environmental Zones to which the proposed signage will be evaluated based on
the location of the proposed sign relative to its surrounding environment.

7 EVALUATION OF SITE LIGHTING PERFORMANCE
Section 7 provides an overview of evaluations of the site lighting system.
1.1. Vertical illuminance Levels
Analysis of resultant vertical illumination in the direction of the analysis site was undertaken by AGI32
version 20.11 at the site boundary line in all directions. No value exceeded the required 25 lux initial was
measured. COMPLIANT
1.2. Threshold Increment
Threshold Increment has been evaluated using computer modelling with AGI32 version 20.11 software.
All surrounding and internal roads where analysis as per the method outlines in AS/NZS4282-2019 at an
adaptation level of 5 applied. COMPLIANT
1.3. Sky glow Upward Light Ratio
Calculation of the lighting model and IES formatted photometric file provided shows a compliant level of
0.00% with all luminaires installed as per STK01239-E01A. COMPLIANT
1.4. Luminous Intensity
Analysis of resultant luminous intensity in the direction of the analysis site was undertaken by AGI32
version 20.11 at the site boundary line in all directions. No value exceeded the required 2,500 cd initial.
COMPLIANT
7.5. Signage
No signage plans have been established for this site. We have drawn from the relevant standards, limits
to be placed on the illumination of signage to ensure compliance. All internally and externally illuminated
signage must be limited to 350 cd/m² (full white sign) and not include any dynamic images with a dwell
time less than 10 seconds with a luminance change of no more than 30%. All externally illuminated
signage must be lit from above. COMPLIANT when installed as per section 7.5.
8. CERTIFICATION
The proposed external lighting is compliant with all relevant standards, having been installed as per the
design and light control systems in place refer STK01239-E01A.
