Dear Chiara,
RE: COOROY CARE FARM
PROPOSED RESIDENTIAL CARE FACILITY: SITE ACCESS ADVICE
INTRODUCTION
This technical note has been prepared by Pekol Traffic and Transport (PTT), as requested by RPS, to assess
the vehicular access arrangements for a proposed residential care facility (dementia house, and respite /
palliative care), chapel and community hall on land at Rose Gum Road, Cooroy.
The aim of this assessment was to review the proposed development access arrangement with respect to
the requirements of the Austroads Guide to Road Design and the Department of Transport and Main
Roads (TMR) Road Planning and Design Manual.
EXISTING CONDITIONS
The subject site is described as Lots 1 and 2 on RP862537 and Lot 3 on SP235191 and currently
accommodates three rural residential dwellings (one dwelling on each lot). The subject site comprises an
area of approximately 24 hectares and is bounded as follows:
to the north by Elm Street and Rose Gum Road
to the east by open space / conservation area
to the south by the Bruce Highway
to the west by rural residential lots
The subject site currently has vehicular access via both Elm Street and Rose Gum Road, as shown in Figure
1.

SUBJECT
SITE
Existing Site Access
Elm Street is an arterial road and forms part of the state-controlled road network administered by TMR. It
runs south-east from the Bruce Highway to the town of Cooroy. In vicinity of the subject site, Elm Street
has a posted speed limit of 80km/h and is undivided with one lane of traffic in each direction.
Rose Gum Road is a local access road, which runs south from a priority-controlled T-intersection with Elm
Street, where it forms the minor approach. The initial 20m from the intersection is sealed but further south,
Rose Gum Road is unsealed. The formed section of Rose Gum Road terminates at the northern boundary
of the subject site, although the road corridor continues to the south-east.
The Elm Street / Rose Gum Road intersection currently has no formal turn treatments on either the major
or minor roads. As shown in Figure 2, the available sight distance at the intersection is restricted to the
east by the horizontal and vertical alignment of Elm Street and vegetation within the road reserve. We
estimate that there is approximately of 160m safe intersection sight distance (SISD) available to the east.
This available SISD would not meet the desirable 214m identified in the Austroads Guide to Road Design
Part 4A: Unsignalised and Signalised Intersections for a 90km/hr design speed (based on the normal
design domain, with a two second driver reaction time and assuming no corrections for grade). To the
west, we estimate the available sight distance to be in the order of 250m, which would meet Austroads
minimum requirements.

Figure 2: SIGHT DISTANCE AT ELM STREET / ROSE GUM ROAD INTERSECTION
View to the East View to the West
We have obtained 2016 average annual daily traffic (AADT) data from TMR for Elm Street from a counter
site located approximately 21km to the south-west of the intersection with Rose Gum Road. The (attached)
data shows that the 2016 AADT volumes on Elm Street were as follows:
1,670 vehicles per day (vpd) travelling in the north-westbound direction
2,175 vpd travelling in the south-eastbound direction
3,845 vpd two-way
9% heavy vehicles
PROPOSED DEVELOPMENT
The proposed development comprises a new 52-bed residential care facility on the western portion of the
subject site. The new aged care facility would incorporate palliative, respite, and dementia care services,
with supporting administrative and operational facilities and a chapel and community hall (with capacity
to accommodate up to 80 people).
The proposed development would be supported by a total of 53 on-site parking spaces. The development
layout plan is shown in Figure 3 and is attached.
Access
It is proposed to retain vehicular access to the site from Elm Street and Rose Gum Road. Due to existing
sight distance constraints at the Elm Street / Rose Gum Road intersection, it is proposed that the existing
driveway to / from Elm Street be utilised as the primary site access, with Rose Gum Road forming a
secondary / emergency access.

Figure 3: PROPOSED LAYOUT
PRIMARY SITE ACCESS
SECONDARY SITE ACCESS
The existing site access on Elm Street is located on the outside of a bend, which allows good sight distance
in both directions. We estimate that in excess of 300m SISD is available in both directions, which would
meet Austroads minimum requirements. The available sight distance to the east and west of the Elm Street
access intersection is demonstrated in Figure 4.
Accordingly, it is recommended that signage be provided at this location identifying it as the principle site
access. The design of the Elm Street site access is discussed in more detail below.

Traffic Generation
The TMR Road Planning and Design Manual and RTA Guide to Traffic Generating Development provide
traffic generation rates for retirement / aged care facilities as follows:
0.1 – 0.2 trips in the peak hour
1 – 2 trips per day
Based on these rates, the predicted traffic generation for the proposed residential aged care development
is shown in Table 1.
Table 1: PREDICTED DEVELOPMENT TRAFFIC GENERATION
VEHICLE
LAND USE SCALE TRIP RATE SOURCE
TRIPS
Peak Hour 52 beds 0.2 trips per unit TMR/RTA 10
Daily m2 GFA
52 beds 2 trips per unit TMR/RTA 104
m2 GFA
In terms of the chapel / community hall use, the impact on the operation of the local road network is
likely to be minor based on the following:
these uses are ancillary to the residential aged care facility
events / functions would be expected to be relatively small scale (ie around 50 people)
events / functions would be relatively infrequent (ie a maximum of one – two events per week)
a number of users would be residents, visitors and staff of the aged care facility (and therefore
already on-site)
P:\2017-18\18-102 LCC COOROY CARE FARM\OUTPUTS\18-102 COOROY CARE FARM.DOCX 5
Page 7
given the rural nature of the site, it is likely that buses would be employed to transport visitors to
and from the site for any larger events rather than a large number of individual vehicle trips
events / functions would generally not take place during the weekday morning and evening peak
times on the local road network
Therefore, the impact of any traffic generated by the chapel / community hall use on the surrounding
road network is expected to be minor and has not been considered further.
Turn Warrant Assessment
We have undertaken an assessment of the appropriate turn treatments at this intersection by applying the
warrants set out in the TMR Road Planning Design Manual Supplement to Austroads Guide to Road Design
Part 4A: Unsignalised and Signalised Intersections. The assessment of the warrants is based on the
Normal Design Domain (NDD) criteria for a road with a design speed of greater than 70km/h less than
100 km/h.
We have estimated the peak hour weekday volumes on Elm Street by applying a 9% and 10% peak hour
factor to the AADT flow in the morning and evening peak hours respectively (which is based on the hourly
flow averages in the 2016 AADT data).
In terms of the development traffic generation and distribution, the following assumptions have been
adopted:
development peak hour traffic generation as per Table 1
a 70%:30% in:out split in the morning peak hour with the reverse in the evening peak hour
a 50%:50% east:west split of development traffic on Elm Street
A development opening year of 2020 has been adopted with a design year of 2030. A background
growth rate of 2% per annum applied to growth traffic up from 2016 to 2030. This rate is generally
consistent with forecast population growth rate (medium growth series) for the Noosa local government
area. The application of this rate equates to a 32% increase in traffic volumes.
Based on the above, the adopted parameters for the 2030 post-development morning and evening peak
hour scenarios are as follows:
Morning Peak Hour Evening Peak Hour
QL: 4 veh/h QL: 2 veh/h
QM (left): 198 veh/h QM (left): 220 veh/h
QR: 4 veh/h QR: 2 veh/h

Figure 5: TURN WARRANT ASSESSMENT

Based on the above, BAR and BAL turn treatments are warranted on Elm Street. However, based on the
road alignment and cross-section of Elm Street along the site frontage, there would be advantages to
providing the higher order short channelised right turn treatment (CHR(S)). This treatment could readily
be implemented by utilising the existing painted median (with a small amount of pavement widening
required on the northern side of Elm Street) to be consistent with Figure 7.6 of the Austroads Guide to
Road Design Part 4A: Unsignalised and Signalised Intersections (reproduced in Figure 6).
Figure 6: RECOMMENDED CHR(S) RIGHT TURN TREATMENT
A concept functional layout plan of the site access intersection is shown in Figure 7 which indicates the
recommended CHR(S) and BAL treatments and the likely extents of required road widening.

CONCLUSIONS
This technical note has assessed the vehicular access arrangements for a proposed residential care facility
located on land at Rose Gum Road, Cooroy. Based on the findings of this assessment, it is recommended
that:
the existing access from Elm Street be upgraded to form the main point of site access due the
superior available sight distance, with signage provided accordingly
access to the subject site via Rose Gum Road should form a secondary / emergency access
CHR(S) and BAL turn treatments be provided at the Elm Street / site access intersection as per the
concept function layout plan shown in Figure 7
If you have any questions regarding the issues discussed above, please do not hesitate to contact us.

levels, the start and end position details for the AADT
Segment and the location of the traffic count site.
Road Section
Is the Gazetted road from which the traffic data is collected. Each
Road Section is given a code, allocated sequentially in Gazettal
Direction. Larger roads are broken down into sections and
identified by an ID code with a suffix for easier data collection and
reporting (eg. 10A, 10B, 10C). Road Sections are then broken
into AADT Segments which are determined by traffic volume.
Segment Site
Is the unique identifier for the traffic count site
representing the traffic flow within the AADT Segment.
