RECOMMENDATION
That Council note the report by the Property and Facilities Manager to the Planning &
Organisation Committee Meeting dated 14 October 2014 and:
A. Grant a 12 month permit to occupy to the Noosa Heads Surf Lifesaving Club over Lot 165
MCH 5180 to enable it to establish surf lifesaving activities at Peregian Beach;
B. Authorise the CEO to enter into negotiations for a 20 year lease to the Noosa Heads Surf
Lifesaving Club over Lot 165 MCH 5180 for surf lifesaving and ancillary activities at
Peregian Beach; and
C. Apply the exception to the requirement for tendering of the lease under Section 236 (1) (b)
(ii) of the Local Government Regulation 2012 as the lease is to a community organisation.
REPORT
The Peregian Beach Surf Lifesaving Club (PBSLSC) first commenced beach patrol operations in
1962 and continued until 1974 before ceasing operations. After an eleven year hiatus the second
iteration of the club commenced on 1 January 1985 and the club has been in continuous
operation since. In 1993, PBSLSC and Council entered into a twenty five year lease over the
clubhouse area located at 11 Kingfisher Drive, Peregian Beach, with the lease expiring in 2018.
The Noosa Shire area is serviced by three surf lifesaving clubs with PBSLSC being the smallest
of the three in terms of active patrolling membership. In recent years PBSLSC has found it more
challenging to operate across its range of operations and has relied on Noosa Heads Surf
Lifesaving Club (NHSLSC) and Surf Lifesaving Queensland (SLSQ) to support its beach patrol
operations.
In recent months PBSLSC’s challenges have become more acute, culminating in advice from the
club to Council that SLSQ had enacted ‘step in’ measures. Subsequently, PBSLSC has
considered a range of management options to increase financial viability, one of which involved
NHSLSC assuming responsibility for all club operations including volunteer beach patrols (at no
cost to Council). This option was endorsed by PBSLSC.
