PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 14 OCTOBER 2014
In April 2011 Council agreed to a request to further change conditions 65.1.2 and 65.1.3 to allow
an alternate option of entering an Infrastructure Agreement addressing the road upgrade. An
Agreement was subsequently executed allowing the road upgrade to be delayed until prior to the
completion of stage 4 of the development and an insurance bond for 150% of the value of the
works ($2,840,931) is held by Council to secure the works. The Infrastructure Agreement is
currently valid until 30 June 2015 but can be extended by agreement.
2.2. Background and Status of Garnet Street Upgrade
The design of the eastern portion of the Garnet Street upgrade works had a protracted and
complicated background. The applicant commenced the design in 2007 and encountered major
difficulties in obtaining State approvals associated with the creek crossing, including those
relating to watercourse works, fish passage, vegetation clearing and a parcel of unallocated State
land adjacent to the road reserve.
The western portion of the Garnet Street upgrade was completed in 2008 prior to release of the
stage 1 lots. Due to the difficulties with the creek crossing the applicant constructed temporary
widening of the sealed surface in order for Council to release Stage 3 of the development. The
final construction of the works is pending the approval of the creek crossing design.
The design of the culvert works was not completed until 2012. The submitted design included
engineering certification that stated the design modelling allowed for blockage (by logs, debris
and the like). However, detailed investigation by Council’s consulting hydrologist showed no
blockage factor had been included. When applying a blockage allowance, the submitted design
did not meet the conditioned flood immunity and trafficability requirements.
During 2013/14 Council completed its revised flood model for Cooroy. The applicant was advised
to amend its design for the road upgrade to allow for an appropriate level of blockage and use
the latest flood model.
2.3. Site Description
Greenwood Grove residential estate was originally approved over 3 lots totalling 25.6ha on the
western fringe of Cooroy. The first 3 stages of the development (66 lots) have been completed
and are accessed via a new road within the development, Straker Drive. The site is shown
highlighted on the map and aerial photograph below.
