Black Mountain Range Road Black Mountain Range Road is a low order Council Road accommodating an undivided two (2) lane sealed formation, which changes in horizontal and vertical road alignment along the road extent. Furthermore, Black Mountain Range Road accommodates a typical posted speed limit of 80 km/hr, in addition to a localised speed limit of 60 km/hr for a distance of 2.4km (of which apples along the site frontage). Table 1 illustrates the typical formation of Black Mountain Range Road along the road extent Table 1 Black Mountain Range Road Formation Traffic Engineering Letter 220 Black Mountain Range Road, Black Mountain - 2 -

Proposed Development Overview The proposed development will comprise a five (5) Lot Residential Subdivision as illustrated below on Figure 1. Figure 1 Proposed Development Layout Access Arrangements As part of the proposed development, access will be achieved on the following basis: N Lot 1: A new access point on Black Mount Range Road to the west, N Lot 2: A new access point on Black Mount Range Road to the south, N Lot 3: As per the existing access point for a Residential Dwelling onto Black Mount Range Road, N Lot 4 and 5: A new dual access point onto Black Mount Range Road to the south. Access Review
Sight Distance Criteria
For the purposes of the assessment herein, Modus has applied the following sight distance criteria:
N Domestic property access vehicle sight distance as per Australian Standards 2890.1, which
corresponds to a minimum sight distance of 55m for a domestic property fronting a 60km/hr
road,
N Stopping Sight Distance (SSD) as per the Austroads Guide to Road Design series
accommodating the following values:
• Reaction Time: 2 seconds,
• Design Speed: 70km/hr to 90 km/hr depending on location,
• Longitudinal Grade: Varying depending on location.
Application of Safe Intersection Sight Distance (SISD) as per the Austroads Guide to Road Design
series is not considered necessary for the proposed development given the domestic nature of each
property, the existing horizontal and vertical road alignment of Black Mount Range Road, as well as
Black Mount Range Road being a low order road with fewer vehicle movements.
Lot 1 Access
The proposed Lot 1 access will be accommodated onto Black Mount Range Road along the western
site frontage, as illustrated in Table 2 below.
Table 2 Lot 1 Access Location

Page 5
Modus has prepared Sight Distance Drawings, provided at Appendix B, indicating the minimum SSD
requirements as well as the sight distance extents needed to achieve the minimum SSD requirements.
The driver perspective at the minimum SSD requirements are illustrated in Table 3.
Table 3 Lot 1 Access Sight Distance Review
Approach From North-West Approach From South
(113.8m From Driveway) (82.7m From Driveway)
Therefore, the proposed Lot 1 access is able to accommodate the minimum SSD requirements within
the Austroads Guide to Road Design series as well as Australian Standards 2890.1, and hence is
considered acceptable.
Lot 2 Access
The proposed Lot 2 access will be accommodated onto Black Mount Range Road along the southern
site frontage, as illustrated in Table 4.

Table 5 Lot 2 Access Sight Distance Review
Approach From West Approach From East
(80.0m From Driveway) (88.4m From Driveway)
Therefore, the existing horizontal and vertical road alignment of Black Mount Range Road allows
capability for the minimum SSD requirements within the Austroads Guide to Road Design series as
well as Australian Standards 2890.1 to be accommodated.
However, existing vegetation within the Black Mount Range Road verge impedes the available sight
distance.
On this basis, it is recommended that the existing vegetation within the Black Mount Range Road
verge be removed (as demonstrated at Appendix B) to accommodate acceptable sight distance
achievements for the Lot 2 access.

On this basis, it is recommended that the existing vegetation within the Black Mount Range Road

Summary
Modus has been commissioned by Threedom Nominees Pty Ltd to provide traffic and transport
advice in relation to the proposed Subdivision development located at 220 Black Mountain Range
Road, Black Mountain.
From the assessment undertaken, Modus has determined the findings below:
N The proposed Lot 1 access is able to accommodate sufficient sight distance,
N The proposed Lot 2 access has the capability to accommodate sufficient sight distance subject to
vegetation clearing within the Black Mountain Range Road verges,
N The proposed Lot 3 access has the capability to accommodate sufficient sight distance subject to
vegetation clearing within the Black Mountain Range Road verges,
N The proposed Lot 4/5 access has the capability to accommodate sufficient sight distance subject
to vegetation clearing within the Black Mountain Range Road verges,
Should there be any issue with the above, please contact the undersigned.
Yours sincerely,
