The above-mentioned response prepared by Callaghan & Toth includes an
attached response from Telstra stating that their cables will be not be
required to be re-located. No other services ar affected by the works.

The above-mentioned response prepared by Callaghan & Toth addresses the
Specific Outcomes O13 of the Transport, Roads and Drainage Code.

The above-mentioned response and Plans prepared by Callaghan & Toth
address the issue of stormwater drainage to Olivine Lane.

The planning report of the Development Application stated that a 14 metre
rear setback is proposed from the proposed dwelling to the rear boundary;
this setback is from the rear dwelling to the Olivine Lane boundary; which is
the rear boundary of the community title scheme. It is noted that a 2 metre
setback has been proposed from the rears of the dwellings to the common
boundary within the community title scheme.

Notwithstanding the above this please find below an assessment of the
development with respect to Specific Outcome O8 of the Cooroy and Lake
Macdonald Locality Code:

$08 Buildings and other structures are appropriately designed and sited to-

a) Provide amenity for users as well as preserve the visual and
acoustic privacy of adjoining and nearby properties.

e¢ The development enhances the amenity of the users by providing
direct access to private landscaped open space;

e A discrete change of level between the dwellings provides
complete visual privacy as neither dwelling can overlook its
neighbour;

e The skillion roof of the new dwelling has been designed to have
minimal visual impact on the existing dwelling.; and

e Acoustic and visual privacy is provided by screening, fencing and
landscaping. There is also complete separation of living areas
between each dwelling. The outlook for the proposed new
dwelling living area is toward the northwest and the existing
dwelling to the north-east, screened from the neighbouring
property.

b) Preserve any existing vegetation that will buffer the proposed
building from adjoining uses.

e The existing vegetation adjacent to the existing dwelling will be
retained;

e Proposed landscaping will provide a buffer and will screen the new
building from the existing (as shown on the Landscaping Plan);
and

e The existing vegetation along the northern boundary will be
retained and enhanced with additional planting providing a buffer
to the adjoining properties.

Page 3

Ww

c) Allow for landscaping to be provided between buildings.

Landscaping between the two communities titled dwellings |
provided along the timber screen fencing. Existing vegetation will
be preserved and enhanced along the northern, eastern and
western boundaries as well as between buildings.

d) Maintain the visual continuity and pattern of buildings and
landscape elements within the street.

The visual continuity of the existing streetscape of Tewantin Road
is maintained by retaining and enhancing the existing dwelling by
providing screened outdoor landscaped living space, which is
currently not provided at the property.

The proposed deck and carport addition to the existing dwelling
are set well back from the street and will have minimal impact
upon the streetscape. The proposed new dwelling is conceived as
low key single sympathetic addition to the streetscape in keeping
with the surrounding rural village character. Retention of the
existing weatherboard country style garage has a dual benefit of
preserving an existing element of the streetscape as well as
providing a visual buffer from the property across Olivine Lane.

MCU17/0028 — Plans of Development

The Plans of the Development lodged with the Development Application included a
covered space on each Lot of the community title scheme and a visitor's car space
on the rear Lot only; whereas the Works Plans lodged with the Application include a
covered space and a visitor’s space on each Lot.

Please find attached amended Plans of the Development (contained in Appendix C),
which include the provision of the car parking in accordance with the Works Plans.

Please note that this submission completes our response to your Information

Request.

| thank you for your consideration in this matter.

Yours faithfully

RE: REPONSE TO INFORMATION REQUEST MCU17/0028 OPW17/0120 REC17/0012
AT 23 TEWANTIN ROAD, COOROY

In reply to Noosa Council Information Request dated 9" May 2017 we enclose our response to items

as follows:

Issue 1:

The proposed access driveway to Tewantin Road is a significant structure in a Main
Roads controlled road. The structure has the potential to create adverse impacts on
the existing services, vegetation and drainage patterns.

Information Required:

Response 1:

Response 2:

Response 3:

1. Provide written approval from the Department of Transport and Main Roads for the
proposed access driveway works and associated retaining structures.
2. Provide comment from the design engineer that addresses the potential impacts on
the adjoining property due to the changes in overland flows created by the proposed
access driveway.
3. Provide RPEQ certification that states that:
a. the designed structure will provider suitable sight lines to pedestrians on
the footpath in Tewantin Road.
b. the proposed retaining structures do not create an unacceptable fall risk in
the road reserve or within the property.
4. Provide written approval from any third party service provider (Telstra, Unitywater
etc.) whose assets (both above and below ground) may be affected by the works.

Refer to separate written approval from the department of Transport and Main Roads
for the proposed driveway works.

Our driveway location ensures that there is no impacts on the adjacent property due
to changes in overland flow paths.

The survey contours show that the verge runoff flows is at 90° approximately to the
road and so our driveway design will not divert these flows. The small retaining wall is
set 300mm inside the client's boundary to drain any local depressions.

a) | certify that we have checked the sight lines to pedestrians on the footpath and that
they exceed the requirements in F1G 3.2 of AS 2890.1

b) | certify that retaining walls are more than 500mm away from the edge of the
pathway and are only a max of 0.75m high which is less than the minimum 1m high
wall requiring a barrier. The edge is also raised to define the change of grade. The
design ensures that the public will not use the driveway. Therefore | certify that the
structure does not create an unacceptable fall risk in the road reserve or within the
property.

Response 4:

Issue 2:

Telstra cables are the only service crossed by the driveway. See attached an email
from Telstra stating that their cables do not require alteration or relocating as a result
of the new driveway construction.

The site has a frontage to Olivine lane and aside from a new stormwater outlet, the
applicant is not proposing any new works. This intent does not appear to be in
accordance with Specific Outcome O13 of the Transport, Roads and Drainage Code.
The proposed stormwater outlet is located within a section of layback kerb and in
close proximity to an existing stormwater outlet from the adjoining development.

Information Required:

Response 5:

Response 6:

5. Demonstrate how the proposed development achieves Specific Outcome O13 of
the Transport, Roads and Drainage Code.
6. Provide additional detail on the proposed stormwater outlet to Olivine lane. The
detail must include:
a. any necessary kerb changes;
b. the relationship with the existing stormwater outlet from the adjoining
development; and
c. The discharge rate from the development site.

Below we list the items to be addressed in 013-S13.1:

a. We have provided the same sealed road width as the rest of the lane and as other
developments in the lane were required to complete.

b. We investigated extending the concrete kerb and channel to the north boundary but
found that to do that and maintain the sealed road width for the existing laneway the
west edge of the seal would be 1.2m from the boundary on the opposite side of the
lane instead of the 1.6m now. We believe this is not a desirable outcome as the table
drain is already encroaching on the boundary and so did not proceed further.

a) & c) We have provided additional detail on our Plan 1622-02 which shows that the
stormwater outlet from the site now connects directly into the gully pit. This now
complies with 14.147(013) Frontage Works.

b) There is no relationship with the existing stormwater outlet from the adjoining
development.

d) The existing verge is already formed and graded and turfed which is to a higher
standard than the rest of the lane. As we believe the intention is to leave the rest of
the lane verge vegetated we believe the existing verge fulfils the outcome.

e) The laneway frontage has a suitable existing access crossing which allows turn
paths for vehicles to enter and leave the site. Our design for a new driveway in
Tewantin Road provides a suitable vehicular kerb and footpath crossing.

f) There is no room on either frontage verge for a constructed bikeway and no other
frontage verges have a bikeway and so the design achieves these outcome.

g) Olivine Lane does not have room in the verge for a constructed footpath. The lane
itself is used as a footpath for the remainder of the lane and so we believe our design
achieves the outcome.

There is a constructed footpath on the Tewantin Road frontage which we have
designed to be reconstructed to conform to Council's standards as part of the
Driveway Design.

X:\JOBSICT Projects in progress\1622 23 tewantin rd\Correspondence\Response to Noosa Council Info Request.doc

Page 7

h) Tewantin Road has a fully constructed carriage way in existence. The laneway
carriage way fronting the development has a width of 4.6 to 3.0m which is wider than
the remainder of the laneway width of 3 m. however this widening has caused the
table drain on the northwest side to encroach on private property.

The laneway width of 3 m for the rest of the lane has not been requested to be
widened in other development applications and we believe the width is the maximum
achievable. Therefore our design achieves the outcome.

i) Unitywater have been consulted regarding the sewer and advise that since the
development complies with Queensland Development Code MPI.4 the existing sewer
can remain.

No water mains require relocation, no electricity poles or cables require relocating.
Telstra has responded that relocation of their cables is not required. Therefore this
outcome has been achieved.

j) Stormwater drainage works now designed to drain directly into the existing gully pit
in the lane frontage. This is the highest standard outcome in accordance with
Council's Standards.

k) As the development is a community title scheme, the installation of electrical cables
and conduits will be addressed at the building approvals stage.

$13.2
As per items above the roads and drainage have been designed to achieve the best outcome
possible in the laneway and in Tewantin Road.

Issue 3: Schedule 1 — Minimum Boundary Setbacks of the Noosa Plan specifies a 6 metre rear
setback requirement. The development proposes 2.0 metre setbacks for both the
existing and new dwelling. It is noted that the planning report details that a 14 metre
rear setback is proposed.

Information required:

7. Demonstrate how the proposed reduced setbacks comply with Specific Outcome
O8 of the Cooroy and Lake Macdonald Locality Code.

Response 7: Setbacks: Refer to separate response in relation to setbacks.

If you require any additional information or clarification please do not hesitate to contact us.
