Plate B - SPP Bushfire 2019 Fire This Fire Break Trail Plan has been prepared to satisfy conditions 17-20 of Noosa Councils Information Request (NC Ref: RAL21/0033) concerning the subdivision (1 into 8) of Lot 47 on RP860577 located at 60 Glenridge Drive, Cooroibah. Conditions 17-20 of the Information Request for RAL21/0033 states that “The Bushfire Hazard Assessment and Management Plan v1 (pg. 21-22) recommends that a ‘trafficable fire break trail’ around the perimeter of the covenant areas on each lot is developed that conforms to the QLD SPP Bushfire 2019 firebreak trail specifications. It is noted that the limited information regarding the fire trail is included within the application material. Information Required 17. Provide a plan that includes the trafficable fire break trail ensuring it is located wholly outside of the proposed covenant area. 18. Provide details on the methods to be used to construct the trafficable fire break trail including how it meets all requirements outlined within the QLD SPP Bushfire 2019 firebreak trail specifications. 19. Include other required details including for example gates between lots. 20. Include details of how this trafficable fire break trail is proposed to be managed between individual Lot owners to ensure compliance with the QLD SPP Bushfire 2019 firebreak trail specifications.” Plate A has been prepared to satisfy Condition 17 of which has located the fire break trail wholly outside of the proposed covenant area (refer Plate A yellow linework). To satisfy condition 19 the locations of the required gates located at all points where the fire break trail intercepts the common boundary between two proposed lots has been outlined on Plate A (refer red circles on Plate A). It is recommended the gates consist of a swing gate with a minimum width of 4m. The gates must remain unlocked at all times to ensure available access for QFES and emergency personnel. Plate B displays Table 4 of the State Planning Policy — Natural hazards, risk and resilience — Bushfire which outlines the design parameters of the fire break trail and working area. It is recommended the fire break trail conforms to these design parameters (refer Plate B Width). Containing a minimum total width of 20m including; a trafficable area (cleared and formed) 4m width, a working area (each side of the trafficable area) 3m each side, and balance area (managed vegetation) 10m sited to separate the hazardous vegetation from the trafficable area. Plate C has been prepared to outline the assumed composition of the fire break trail. The fire break trail trafficable area is not required to be sealed road and given the flat conditions onsite it is considered suitable for the trafficable areas to consist of either managed grass or dirt. Therefore, it is considered acceptable that both the trafficable and working area of the fire break trail can consists of managed grass whilst the balance area of the fire break trail can consist of managed grass with low density of trees (i.e. low threat conditions - isolated trees that have a discontinuous canopy that can be mown under and around). To satisfy Condition 20 and as per SPP 2019 guidance material (refer Plate B Access) it is recommended that an easement is registered over the fire break trail to ensure access is granted in favour of the local government and QFES. Noting the fire break trail/easement is to be maintained by the grantor. Width Contains a width of at least 20 metres including: 1. Atrafficable area (cleared and formed): a. with a minimum width of 4 metres that can accommodate a rural firefighting vehicle Break Trail design b. with no less than 4.8 metres vertical clearance from canopy vegetation paramters c. with no adjacent inhibiting embankments or retaining walls (Sourrn: Sinem Planning Pallcy “Natural 2. Aworking area each side of the trafficable area: hazards, risk and resilience - Bushfire 2019 Table 4) a. with a minimum width of 3 metres each side b. cleared of all flammable vegetation greater than 0.1 metre in height 3. The balance (i.e. 10 metres width) managed vegetation area a. sited to separate the trafficable area from adjacent mapped medium, high or very high potential bushfire intensity areas managed vegetation b. comprising managed vegetation clear of major surface hazards Access a is granted in favour of the local government and Queensland Fire and Emergency ervices Note - This access is commonly granted in the form of an easement that is to be maintained by the grantor.
