2 Noise Criteria
2.1 Road Traffic Noise Criteria
2.1.1 Department of Transport and Main Roads
The Department of State Development, Infrastructure and Planning (DSDIP) have released the State
Development Assessment Provisions (SDAP). Module 1.1 ‘Managing noise and vibration impacts
from transport corridors state code’ (DSDIP, 2013) of SDAP includes a summary of noise criteria
taken from TMR’s document entitled ‘Transport and Main Roads Policy for Development on Land
Affected by Environmental Emissions from Transport and Transport Infrastructure Version 2, 10 May
2013’ (DLAEETTI)(TMR, 2013). Road traffic noise criteria included within DLAEETTI is summarised
below in Table 2.1and Table 2.2 for external and internal criteria respectively.

As the proposed development is located in a transportation noise corridor, it is required to be
assessed under the Queensland Development Code (QDC) MP 4.4 Buildings in a Transport Noise

Corridor. It should be noted that land within a transport noise corridor is defined under Chapter 8B
of the Building Act 1975.
Queensland Development Code (QDC) MP 4.4 Buildings in a Transport Noise Corridor was gazetted
on 1 September 2010. The purpose of QDC MP 4.4 is to ensure habitable rooms of Class 1, 2, 3 and 4
buildings located in a Transport Noise Corridor are designed and constructed to reduce transport
noise.
The objective of this noise assessment is to demonstrate which noise category is applicable to each
of the proposed allotments. The criteria for determining the relevant noise category and facade
treatments are given below in Table 2.3 and offer an alternative method to criterion nominated in
Table 2.2 (DSDIP, 2013).
Table 2.3: Noise Category Levels

2 63 – 67 dB(A)
1 58 – 62 dB(A)
0 ≤ 57 dB(A)
* measured at 1 m from the facade of the proposed or existing building.
2.2 Commercial Noise Criteria
The ‘Background Plus’ noise limits are widely accepted in Queensland as being appropriate noise
limits for minimising the risk of noise complaints. ‘Background Plus’ noise limits are regularly used
by DERM when specifying noise criteria or assessing noise complaints. Traditionally ‘Background
Plus’ criteria have been applied as presented in Table 2.4.
Table 2.4: Informal ‘Background Plus’ Noise Criteria
Noise Sensitive Place
Daytime 7am - 6pm LAmax,adj ≤ Background noise level plus 5 dB(A)
Evening 6pm - 10pm LAmax,adj ≤ Background noise level plus 5 dB(A)
Nighttime 10pm - 7am LAmax,adj ≤ Background noise level plus 3 dB(A)
Noise Sensitive Commercial Place
Daytime 7am - 6pm LAmax,adj ≤ Background noise level plus 10 dB(A)
Evening 6pm - 10pm LAmax,adj ≤ Background noise level plus 10 dB(A)
Nighttime 10pm - 7am LAmax,adj ≤ Background noise level plus 8 dB(A)
Note: Background noise level is defined as LAbg,T.
These limits are based on superseded AS 1055.2:1989 ‘Acoustics-Description and measurement of
environmental noise Part 2: Application to specific situations’ reference:
Where LAmax, adj,T is greater than LAbg,T, the noise is likely to be discernible and if the difference
is substantial enough the noise will be annoying.
0009-R1-01 VerveBD Mixed Use Cooroy Noise Report.docx 4
Report
Verve Building Design and Concepts | 0009
Page 8
It should be noted that AS 1055.2:1989 also states the following:
Difference of 5 dB or less may be of marginal significance with respect to annoyance.
AS 1055.1:1989 ‘Acoustics-Description and measurement of environmental noise Part 1: General
Principles’ states that:
LA90,T is commonly taken to be an approximation of LAbg,T
LA10,T is commonly taken to be an approximation of LAmax,T
With adoption of the Environmental Protection (Noise) Policy 2008, Reprint 1A, 2012 ‘Background
Plus’ criteria have been changed from those used informally. Environmental Protection (Noise)
Policy 2008 adopts the following ‘Background Plus’ criteria to control background creep:
(b) for noise that varies over time measured by LAeq,adj,T—more than 5dB(A) greater than the
existing acoustic environment measured by LA90,T.
The latest ‘Background Plus’ noise criteria as defined in the Environmental Protection (Noise) Policy
2008 have been used to assess potential annoyance from industry located to the southeast of the
proposed site. The use of an LAeq descriptor allows for the accumulated noise level emission from
numerous facilities and sources to be assessed simultaneously.
2.2.1 Sleep Disturbance
World Health Organisation document entitled “Guidelines for Community Noise” (WHO, 1999)
recommends that to avoid sleep disturbance within bedrooms, indoor guideline values of 45 dB LAmax
should be adopted for single sound events.
Therefore an internal noise level goal of 45 dB(A) LAmax has been used to assess the potential for
sleep disturbance from industry to the southeast of the site. A facade reduction of 5 dB(A) is
assumed for windows open and therefore an external limit of 50 dB(A) LAmax has been assumed.

3 Existing Noise Environment
MRG conducted noise measurements to establish the existing ambient noise environment. Noise
measurements were conducted at Location N1, N2 and N3 located on the northwestern,
northeastern and northern portions of the site respectively, as presented on Figure 1.1.
Measurements were conducted from Saturday 15 to Wednesday 19 March 2014 with Larson Davies
LD831 sound level meters. The noise loggers were field calibrated with no significant drift noted
during the measurement period. Audio snap shots were recorded at the commencement of each
monitoring interval. Dominant noise source was road traffic noise with occasional wildlife noise.
Weather observations were measured at W1, as presented on Figure 1.1. With the exception of a
single hour (16/03/2014 17:00 - 3.35 m/s), inclement weather was not noted during the monitoring
period as wind speeds were below of 3 m/s and no rainfall was recorded.
A summary of unattended and attended measurements are presented in Table 3.1, Table 3.2 and
Table 3.3 for monitoring Location N1, N2 and N3 respectively. Table 3.4 summarises measured
background noise levels at Location N1, N2 and N3. Plots of LA1, LA10, LAeq and LA90 are presented in
Figure 3.1, Figure 3.2, and Figure 3.3 for N1, N2 and N3 respectively.
The 1/3 octave data from the measurement period for LA10 and LAeq are presented in:
Figure 3.4 and Figure 3.5 respectively for Location N1.
Figure 3.6 and Figure 3.7 respectively for Location N2.
The following time periods are considered:
Daytime is taken to be 7:00 am to 6:00 pm (Road Traffic Noise 6:00 am to 6:00 pm).
Evening is taken to be 6:00 pm to 10:00 pm
Nighttime is the remaining hours of the day being 10:00 pm to 7:00 am (Road Traffic Noise
10:00 pm to 6:00 am).

4 Road Traffic Noise Assessment
The road traffic noise model was configured using the CadnaA Version 4.4.145 noise prediction
software (DataKustik, 2013) with algorithms based on those contained in CoRTN (Calculation of Road
Traffic Noise), UK Department of Transport 1988.
Topographical information for the site was proved by Noosa Shire Council (NSC), development
layout provided by VerveBD (Drawing: 14004-DA02 Rev B dated 27/05/14). Figure 4.1 presents the
topography of the site.

Traffic data presented in Table 4.2 were used in the configuration of the road traffic noise model.
TARS data were provided by TMR for the existing scenario (AADT and historical growth rates). The
10 year horizon traffic figures were based on the default TMR growth rate of 3.5 % per annum. The
18 hour traffic flow is assumed to be 94 % of the AADT.

The existing posted traffic speed is provided in Table 4.2. Noise modelling for current (2014) and
future (2024) years is based on the posted traffic speed.
4.3 Road Surface
The current road pavement surfacing is assumed to be principally dense graded asphalt. TMR, 2008
recommends a correction of + 0 dB(A) for dense graded asphalt.
4.4 Model Verification
The calculated noise level for 2014 was compared with the measured noise level as presented in
Table 4.3.

dB(A) dB(A)
N1 65.5 65.5 0.0
N2 56.6 61.8 5.2
A comparison of the freefield calculations and measurements at Location N1 show that the model is
considered to be verified as the modelled difference is within the ± 2 dB(A) range.
The measured level at Location N2 is considered to be influenced by vegetation attenuation effects
(vegation 10 to 15 m in depth) which are not considered in the CoRTN algorithm. Measurements
conducted by Huddart, 1990 noted attenuation effects were in the order of 2 to 6 dB (LA10)
(recommends 5 dB for dense vegetation) for 10 m of vegetation when compared to grassland. This
research noted that the effectiveness of vegetation attenuating traffic noise is variable and is
greatest close to the road and diminishes as the distance from the road increases. Considering the
measured noise level with respect to these vegetation influences the modelled difference is likely to
be 3.2 dB to -0.8 dB (0.2 dB based on recommendation for dense vegetation) and for the purposes of
this assessment the model is considered to be verified at Location N2. It is noted that vegetation’s
effects have only been considered for verification and have not been included in the 2024 noise
predictions.
4.5 Predicted Noise levels
Noise levels were predicted for the year 2024 at the proposed tourist park. Table 4.4 presents the
facade corrected (+2.5 dB(A)) predicted road traffic noise levels for site office, cabins and pool area
(free field) with and without proposed barriers presented in Figure 4.2. Predicted noise levels are
1.5 m above floor levels provided in Table 4.1.
As the construction is unknown at this stage QDC noise level categories are presented with the
proposed barrier in Table 4.1. Predicted road traffic noise levels are presented for ground floor
receptors (caravan parking spaces) in Figure 4.3. Predicted facade noise levels contours are 1.8 m
above natural ground levels.

Figure 4.3: Ground Level Contours – Proposed Barrier – Facade Reflected 4.6 Assessment of Predictions Predicted 2024 road traffic noise levels as shown in Table 4.4 meet the TMR external formal open space criterion of 60 dB(A) LA10(18 hour) free field with the inclusion of the proposed acoustic barrier as presented in Figure 4.2. Predicted 2024 road traffic noise levels as shown in Table 4.4 and Figure 4.3 exceed the TMR external facade criterion (used to protect internal building amenity) of 60 dB(A) L A10(18 hour) at some cabins facades and caravan spaces with the inclusion of the proposed acoustic barrier as presented in Figure 4.2. Increasing the barrier height to meet the external cabin facade level seems unnecessary in this instance as the protection of internal noise level goals for cabins may be incorporated within the facade as per the QDC MP4.4 noise categories. The QDC MP4.4 noise categories were for each cabin facade presented in Table 4.4. As the caravan parking spaces are temporary sensitive receivers, maximum recommended acoustic barrier height has been used and the development is likely to alter the acoustic background environment. The acoustic barrier (see Figure 4.2) has been designed to meet the external facade level of 63 LA10(18 hour) facade reflected. 0009-R1-01 VerveBD Mixed Use Cooroy Noise Report.docx 16 Report Verve Building Design and Concepts | 0009

5 Commercial Noise Assessment
The environmental noise model was configured using the CadnaA Version 4.4.145 noise prediction
software (DataKustik, 2013) with calculations based on ISO 9613 ‘Acoustics — Attenuation of sound
during propagation outdoors’ algorithms.
The noise modelling takes into consideration the activity and equipment sound power levels of the
industrial operations to the southeast of the site and includes adjustments for attenuation from
geometric spreading, acoustic shielding from intervening ground topography, ground effect and
atmospheric absorption. The algorithm is inherently conservative, representing enhanced noise due
to moderate downwind conditions.
Topography, allotment layout and pad levels from the road traffic noise model (see Section 4) were
used in the environmental model.
Information regarding commercial operations was provided by VerveBD. The noise sources
identified and their estimated sound power levels (LWA) are presented in Table 5.1. Operational
hours are as per Section 1.1. Modelled traffic movement data is based on information obtained
from the traffic report prepared by Pekol Traffic and Transport ‘Proposed Mixed-Use Development
Myall Street, Cooroy Traffic Impact Assessment, 16 May 2014’. Table 5.2 provides the modelled
movements within a 15 minute period for daytime evening and night. These movements are based
on the highest peak hour traffic generation (2026 weekday evening) from the traffic report. The
traffic report also splits the site access for traffic 90 % and 10 % for Myall Street and Ferrells Road
respectively. Where nighttime operations are proposed the modelling has been based on the peak
evening values. Traffic report assumes that service station/fast food traffic would use the Myall
Street entry.

5.1 Predicted Noise Levels
Noise levels (LAeq) from the proposed mixed use development were predicted at existing sensitive
receivers. Predictions were made with and without acoustic barriers (see Figure 5.1) as presented in
Table 5.3 and Table 5.4 respectively.
In addition LAmax noise levels were predicted from HRV manoeuvring in the bowser area. With no
acoustic barriers LAmax levels were predicted to be up to 57 dB(A) at the most exposed residence
across Ferrells Road. With the inclusion of the proposed barrier this level was predicted to be L Amax
49 dB(A).

5.2 Assessment of Predictions
Predicted mixed-use noise levels as shown in Table 5.4 and Section 4.5 meet the nominated criteria
with the exception of delivery vehicles (refrigerated) in the loading dock area, mechanical plant and
trucks manoeuvring outside the service station area. Mechanical plant exceedances would require
additional analysis and may utilise options such as barrier shielding, placement, quiet equipment
selection to ensure limits are met.
The following recommendations are made:
Construction of acoustic barriers as per Figure 5.1. The barriers should be solid and
continuous with negligible gaps and a minimum surface density of 12.5 kg/m 2.
Deliveries and refuse collection (with the exception of fuel) should be during the daytime
(7:00 am to 6:00 pm) only.
Site access should be restricted to Myall Street entry/egress during the nighttime.
Mechanical plant for the purposes of assessment was assumed to determine a benchmark as
the mechanical plant for the proposed development is yet to be selected. It is proposed that
during the detailed stages of the project, an assessment of the mechanical plant noise
emissions using the actual plant model selections and installation arrangements be made to
ensure that the nominated limits are met. Therefore noise limits are proposed to inform the
selection of mechanical plant for the development. Table 5.3 presents noise limits to be met
at the nearest existing sensitive receivers to the proposed development.

6 Conclusion
MRG Environmental conducted a noise impact assessment for the proposed mixed use development
at Myall Street, Cooroy. The assessment was conducted to assess noise emanating from
surrounding state controlled roads being the Bruce Highway and Cooroy Connection Road and the
proposed mixed use development and recommend treatment to achieve the nominated noise level
criteria.
Road traffic noise impacting external facades/formal open space was assessed using ‘Transport and
Main Roads Policy for Development on Land Affected by Environmental Emissions from Transport
and Transport Infrastructure Version 2, 10 May 2013’ (DLAEETTI)(TMR, 2013). Internal acoustic
amenity was assessed by the revision of the QDC MP4.4 noise categories for each cabin/site office.
Commercial noise was assessed using ‘background plus’ and sleep disturbance criteria during the
nominated operational hours.
The results of the assessment are as follows:
Road Traffic Noise
Construction of acoustic barriers as per Figure 4.2. Acoustic barriers should be solid and
continuous with negligible gaps and constructed to meet TMRs MRS15 and MRTS15.
Incorporate facade treatments consistent with QDC MP4.4 noise categories as presented in
Table 4.4 for cabins/site office.
Commercial Noise
Construction of acoustic barriers as per Figure 5.1. The barriers should be solid and
continuous with negligible gaps and a minimum surface density of 12.5 kg/m2.
Deliveries and refuse collection (with the exception of fuel) should be during the daytime
(7:00 am to 6:00 pm) only.
Site access should be restricted to Myall Street entry/egress during the nighttime.
As mechanical plant for the proposed development is yet to be selected, noise limits were
proposed to inform the selection of mechanical plant as presented in Table 5.3.
Carwash pumps and water treatment should be located within an enclosed building.
Carwash vacuums should be selected to be at or below the estimated sound power levels
nominated within Table 5.1.
