eee %,° é 22 -¢ Australia’s os #° broadband 8 fe. network ee ee. ee Pe oe ee 28" May 2015 °° JLHil 143 Camp Flat Road, Bli Bli QLD 4560 Dear Sir/Madam Notification of Proposed NBN Telecommunications Facility Installation at Cooran MCU15/0034 — Located at 249 Schreibers Road, Cooran 4569 (Lot 12 on RP883248' In October 2013, NBN Co advised they had lodged a Development Application with the former Sunshine Coast Regional Council for a Fixed Wireless network facility at 321 Coles Creek Road, Cooran. We also invited local residents to attend a Community Information Session on 24 October 2013 and ran Formal Public Notification during February-March 2014 for the DA (MCU13/0051). In response to community and Council feedback, NBN Co has in good faith investigated the feasibility of alternative sites adjacent to the HV towers off Schreibers Rd to service rural Cooran and has withdrawn the original Development Application (Coles Creek Road, Cooran— DA MCU13/0051). Earlier this year NBN Co successfully secured landowners consent to lodge a new DA (MCU15/0034) at 249 Schreiber’s Road, Cooran. We are now pleased to advise that Formal Public Notification in accordance with s297 of the Sustainable Planning Act 2009 has commenced for the new proposal at 249 Schreibers Road, Cooran (MCU15/0034). NBN Co has demonstrated a record of real cooperation and flexibility with both Council and residents in Noosa Shire, and this approach is evident at Cooran, where alternative sites have been investigated in response to community feedback and Council’s advice. This alternative location significantly reduces the overall visual impact of the proposal and therefore constitutes a more favourable development outcome for the entire community and ensures compliance with the Desired Environmental Outcomes of the Noosa Plan. About the NBN The National Broadband Network (NBN) is an upgrade to Australia's existing telecommunications network. It is designed to provide Australians with access to fast, affordable and reliable internet services, as quickly and as cost effectively as possible. NBN Co pians to upgrade the current telecommunications network in the most cost-efficient way using best-fit technology and taking into account existing infrastructure. This will vary from place to place and will include technologies such as Fibre to the Node, Fibre-to the Premises, fixed wireless and satellite. Use of fixed wireless and satellite technologies is expected to result in significant improvements compared to services currently available to many Australians living in regional and remote communities. As part of the fixed wireless component of the network, NBN Co is proposing to establish a series of fixed wireless facilities which are designed to provide fast and reliable wireless broadband services to Australians living in regional and remote areas, including the Noosa Council area. While NBN Co's fixed wireless service is not a mobile service, it will use cellular technology to transmit signals to and from a small antenna fixed on the outside of a home or business, which is pointed directly towards the fixed wireless facility. NBN Co is designing each fixed wireless facility to serve a set number of premises, which should enable consistency in the speed and quality of services that canbe delivered to each home and business receiving the fixed wireless service.
Page 6
About the Infrastructure Proposed for Cooran The Cooran Fixed Wireless Facility comprises a new 40 m monopole, three (3) panel antennas (1.077 m long), three (3) remote radio units, and one (1) parabolic dish antenna (0.9 m in diameter). Associated radio equipment is proposed to be housed in small cabinets located at the base of the facility. The telecommunications pole is considered as Impact Assessable Development under the Noosa Plan 2009. Under these provisions, planning approval is required from Noosa Council. Furthermore in accordance with s297 of the Sustainable Planning Act 2009, Public Notification is required for an Impact Assessable development. SPA specifies the following: The applicant or, with the applicant's written agreement, the applicant must - ¢ publish a notice at least once in a newspaper circulating generally in the locality of the land; and « place a notice on the land in the way prescribed under a regulation; and ¢ give a notice to the owners of all land adjoining the land. Neighbouring properties have also been notified of the proposal and comments are invited to be received by Council by the 22"7 June 2015. The estimated radiofrequency signal strength, or Environmental Electromagnetic Energy (EME) levels from the proposed site are calculated in accordance with the ARPANSA prediction report methodology, and are represented as a percentage of the standard based on maximum cumulative levels. Attached is a copy of the EME report for this proposed site. You will note that the proposal is consistent with other like facilities that generally operate many hundreds and sometimes thousands of times below the allowable standard. If you would like further information on the topic of EME, we recommend you visit htto:/Avww.who.int/peh-emf/en/ and http:/Avww.arpansa.gov. au/. Making a Submission or Inquiry Formal Public Notification in accordance with s297 of the Sustainable Planning Act 2009 has now commenced for the proposed facility at Cooran (MCU15/0034). Should you wish to provide comments to Council in relation to this proposal; your comments are required to be received by 22"7 June 2015. These submissions can be directed to the Noosa Council Assessment Manager by making reference to the application number (MCU15/0034) as follows: Attn: Jack Lewis Noosa Council PO Box 141 TEWANTIN QLD [email protected] (07) 5329 6500 Further to the above, if you have any further inquiries regarding the proposed facility, please feel free to call Claire Harris directly on (07) 3173 8738 or email at [email protected] For all other general information call the NBN Co Solutions Centre on 1800 687 626, email [email protected] or visit the NBN Co website at www.nbnco.com.au.
