Good morning,

Application for New Crossover
135 Cooroy Belli Creek Road, Cooroy

We wish to apply for approval to install a new crossover to our property at 135 Cooroy Belli Creek Road. This will replace the existing crossover which would be made redundant and out of service.
The existing property entries and roadside drainage I expect were constructed in the 1970’s, likely when it was an unsealed road, and therefore are not constructed to the current standard drawings for bitumen surfacing, construction materials or drainpipe diameter etc.
The existing crossover is problematic for current requirements. It is only 2700mm wide and is constructed at right angles to the roadway. There is a deep drainage area immediately to the left of the concreted driveway. These conditions make it difficult to enter the property while towing our caravan and trailer. There is a power pole next to the right of the driveway preventing taking a wider approach to get around the drainage hole with the trailer/van. The current gradient of the concrete entry to the property also results in the rear of our caravan contacting the ground while exiting the property.
We have reviewed the Noosa Council website information and sought advice at the council office. We have been cleared to go ahead to install an alternative crossover as per the standard council drawings. We have also had Buller Earthmoving come to quote on the installation.
However, advice from the contractor is that the standard 375mm minimum pipe diameter plus road surfacing would result in a steep crossover entry from the roadway, which we are trying to remedy from our current situation. We were advised that the drainage ditch may be able to be lowered to reduce the gradient of the new crossover and that this would need to be reviewed and approved by Council. As this would create a deeper drainage channel in front of our property this does not seem an ideal solution from our perspective, and unnecessary for adequate drainage in this particular area.
Another option suggested is to install a “like for like” crossover which would be technically and aesthetically in accord with existing crossovers along this section of Belli Creek Road. The installation of a new crossover with a pipe similar in size as the two adjacent properties would provide us with a good gradient entry to our property with no impediment to drainage outcomes.
There would appear to be no drainage risk by installing a pipe as per existing roadside drainage in this area. The current crossover is a shared entry with 137 Cooroy Belli Creek Road and has a 300mm pipe. Our property is 40 metres road frontage, with an under-road drain 10 metres from the town side. This drain is 400mm in diameter with a 600x600mm inlet area. The crossover drainpipe at 133 Cooroy Belli Creek Road is approximately 11 metres upstream and is 250mm in diameter. Therefore any water directed through a new crossover drain would only have an upstream catchment area of approximately 10 linear metres.

Our aims for installing a new crossover are to:
Widen the access to allow for improved and safer access for towing vehicles and other service vehicles
Reduce the gradient to avoid damage to longer vehicles including towed caravans
Install a quality crossover that is fully functional and aesthetically fits with existing infrastructure
Incorporate an on-property circular turn around area to avoid the need to reverse out onto Cooroy Belli Creek Road with its 80kph speed limit
Engage an underground services locator for the Telstra line
Gain Noosa Council approval to proceed with these works

Thank you for reviewing the information in the documents attached. Could you please authorise us to install the new crossover as per the standard drawing but with a 275mm pipe diameter?

Thank you for your assistance.

Regards,
