6.0 Conclusion
Dwelling houses are expected and preferred in the Rural zone.
A self-contained secondary dwelling may be constructed as part of a dwelling house providing it meets the
requirements of the Noosa Plan 2020, building codes and the Planning Regulation 2017.
Dwelling houses including secondary dwellings are anticipated in the Rural zone.
The proposed development does not result in loss or diminished productive capacity of agricultural land.
The proposed development is of a scale and character similar to the scale and character of development on
adjoining land and will not have an adverse impact on the amenity of adjoining land.
The proposed development is designed to minimise its impact on the natural environment and take advantage
of an elevated ridge top location forming a cluster of building that allow 93% of the remaining land to be retained
as rural, open area.
The development will protect the physical, and ecological integrity and biodiversity of ecologically important
areas nearby and will not cause adverse effects on Lake Macdonald and its tributaries due to:
the small scale and low impact nature of the development;
its connection to the existing 10 EP advanced secondary effluent HSTP (which has adequate capacity to
service the proposed development);
provision of a new surface irrigation area installed outside the Water resource catchment and the Water
supply buffer areas;
the disposal of surface and roof drainage to a rubble pit;
the fact that the development does not require or propose clearing of any vegetation; and
the development is 230 metres from Lake Macdonald and 90 metres from the nearest watercourse.
The development will allow a local family who have been long term residents in the Lake Macdonald area to
provide accommodation for themselves and other family members that will help meet the family’s needs and
allow mutual support over time as events and circumstances unfold.
