RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Planning & Environment
Committee Meeting dated 6 February 2018 and note the reports received from the Noosa
Biosphere Reserve Foundation including the 2016/17 Annual Report, Audited Financial
Statement and the 2017/18 Six Monthly Progress Report.

REPORT
The Noosa Biosphere Reserve Foundation (NBRF) was established by Council in 2015 as a
company limited by guarantee to manage the Noosa Biosphere Reserve Trust which was
established for the public charitable purposes of advancing the natural environment of the Noosa
Biosphere Reserve.
Council has two roles with the NBRF Board:
                       The right to appoint one director of the Board, with Councillor Frank Wilkie being the
                         current appointee.
                       Council provides funding under a 3-year Funding Agreement entered into on 1 June 2015.
                         Under that funding agreement, NBRF is required to provide a number of reports and
                         information to Council.
Council has now received from the NBRF the 2016/17 Annual Report and audited Financial
Statement pursuant to section 5.2 (a) and 5.2 (c) of the Funding Deed – refer Attachments 1 & 2.
In addition, pursuant to section 5.2 (b) the Six Monthly Progress Report for 2017/18 has also
been provided – refer Attachment 3.
The Funding Agreement between the Council and NBRF includes a number of reporting and
other requirements in clauses 4 and 5 of that Deed. The current status of some of those key
requirements is set out below:
1.                       Clause 4.2 – requirement for NBRF to seek Council’s approval before NBRF commits to
                         any purchase, contract, undertaking or activity that has financial commitments beyond the
                         period of approved funding where Council funding is required. There were no new multi-
                         year funded projects proposed during the 2016/17 financial year or in the 6 months to
                         December 2017.
