Our Reference: CIV03225-01 Site Access & Intersection 17 October 2022 Paul Boddington 182 Uhlmanns Road Federal QLD 4568 Attention: Mr Paul Boddington Dear Paul, RE: PROPOSED DEVELOPMENT AT 182 UHLMANNS ROAD FEDERAL (LOT147 M371248) PROPOSED RECONFIGURE A LOT (1 LOT INTO 2) NEW DRIVEWAY ACCESS. Contour Consulting Engineers Pty Ltd (Contour) have been engaged to undertake a preliminary design of a proposed new access (driveway) within Uhlmanns Road as generally shown below in Figure 1. The preliminary design includes gradient and sight distance assessment of the new access. It is noted that the proposed access in fully contained within the Uhlmanns Road road reserve. It is understood this assessment is to support a reconfiguration of Lot147 on M371248 (1 Lot into 2). A previous application was made to Noosa Council for the proposed development (1 Lot into 2) however that application has since lapsed. Contour has had preliminary discissions with Noosa Council’s development section about the proposal and what other engineering assessment would be necessary to support the new access off Uhlmanns Road. It was recommended that an assessment of the existing road network including the intersection of Northmount Road & Uhlmanns Road be undertaken for the increase in traffic generated from the additional (1) Lot. 1.0 Proposed Driveway Location
As part of the proposed subdivision, it is intended to provide direct driveway access within Uhlmanns Road
road reserve, to the proposed new Lot. The exact details of the reconfiguration of the existing lot are not
final at this time but it is understood the proposal is generally as per Figure 2 below.
Figure 2: Proposed reconfiguration of Lot147 M371248
The proposed location of driveway is on the outside curve of Uhlmanns Road where the verge is mostly
cleared. It is noted that there is an existing driveway (to Lot 2 RP187000) directly opposite the proposed
driveway crossover – refer to Figure 3 below.
CIV03225-01 Site Access & Intersection – Oct 2022 2
Section 3
Figure 3: Existing driveways and proposed new Driveway locations This assessment focuses on the engineering outcomes of the new access for grade and sight distances requirements on Uhlmanns Road, and the impacts to the intersection of Uhlmanns Road and Northmount Road with the additional traffic generated by the new (additional) Lot. The proposed access to new lot is located on the Uhlmanns Road road reserve that has an average grade of 25% with steeper grades through the middle section of the proposed access driveway. The verbal advice from Noosa Council suggested if the access driveway is to (1) Lot only it can be designed and assessed as a driveway, it is recommended this be confirmed during the development application process. It is understood this proposal is for driveway access to (1) new Lot only. The Noosa Planning scheme provides guidance for the design of domestic driveways and specifically within the Noosa Plan 2020 – Noosa Planning Scheme – Part 9 Development Codes – 9.4 Works Code – 9.4.1 Driveways and Parking Code. Noosa Plan 2020 – Noosa Shire Planning Scheme – Part 9.4.1 Driveways and Parking Code – Assessable development for Driveways is tabled below: Performance outcomes Acceptable Outcomes Assessable development Driveways CIV03225-01 Site Access & Intersection – Oct 2022 3

Section 2.6 DESIGN OF DOMESTIC DRIVEWAYS
CIV03225-01 Site Access & Intersection – Oct 2022 4
Section 5
2.6.1 Width
The minimum width of domestic driveways shall be 3.0 m. On curved driveways other
than at turns into garages or parking spaces the width shall be increased as given for
domestic property in Table 2.2.
For apron widths at turns into enclosed garages, see Clause 5.4.
Minimum aisle or apron widths for turns into open sided parking shall be as for user
Class 1 or 1A requirements in Figure 2.2.
2.6.2 Gradients
The maximum gradient of domestic driveways shall be 1 in 4 (25%). The maximum
gradient of the associated access driveway across a property line or building alignment
shall be 1 in 20 (5%) and across a footpath as specified in Clause 3.3(d).
Grade changes across a footpath and within the property shall be designed and checked
in accordance with Appendix C to ensure that vehicles will not scrape their undersides
when negotiating them. Transitions may be required (see Clause 2.5.3(d)). Checks may
be required along one or both edges of a driveway as well as along the centre line if there
are changes in the cross slope at or near a grade change.
NOTE: It is recognized that limiting domestic driveway grades to 25 percent maximum may not
be practicable in some particularly hilly residential locations. The services of a professionally
qualified person with appropriate experience may be required to make a judgement as to
whether a particular grade line design is safe and environmentally sustainable.
AND
Section 3.2.4 Sight distance at access driveway exits
3.2.4 Sight distance at access driveway exits
Access driveways need to be located and constructed so that there is adequate entering
sight distance to traffic on the frontage road and sight distance to pedestrians on the
frontage road footpath for traffic entering the frontage road, as follows:
(a) Entering sight distance Unsignalized access driveways shall be located so that the
intersection sight distance along the frontage road available to drivers leaving
the car park or domestic driveway is at least that shown in Figure 3.2.
(b) Sight distance to pedestrians Clear sight lines as shown in Figure 3.3 shall be provided
at the property line to ensure adequate visibility between vehicles leaving the car
park or domestic driveway and pedestrians on the frontage road footpath.
With reference to AS2890.1 Section 3.2.4 (a) an extract of AS2890.1 2004 - Figure 3.2 is shown below in
Figure 4 for sight distance checks for vehicles.
With reference to AS2890.1 Section 3.2.4 (b) and due to the ‘rural’ environment and lack of existing
pedestrian facilities along Uhlmanns Road it is considered that no sight distance checks are required for
pedestrians for this proposal.

Sight Distance Assessment against AS2890.1
Contour Consulting Engineers have undertaken a site visit to review available sight distances. It is noted
that Uhlmanns Road has a posted speed of 60km/h. NSC to confirm
The Australian Standards for Off-Street Car Parking, AS2890.1 sets out sight distance requirements for
access driveways, which is specified as 55m, for a frontage road speed of 60km/h for a Domestic property
access (refer to Figure 4).
Based on our site investigations, we consider that compliant sight distances to the north for the proposed
driveway are achievable with minor tree clearing (~30m2) along the eastern Uhlmanns Road verge. Figure
6 shows the approx. area of vegetation required to be cleared to achieve adequate sight distance to the
north from the proposed driveway location.
Full Concept Plan Sight Distance against AS2890.1 sketch drawing 3225 SK-12 is included as Attachment

Figure 6: SSD assessment against AS2890.1 for proposed new Driveway
Sight Distance (east) to end of Uhlmanns Road
Due to location of the proposed driveway in relation to the end of constructed road (Uhlmanns Road), sight
distance to the south is clear to the subject site’s existing driveway (approx. 20m from proposed driveway)
that coincides with the end of Uhlmanns Road/road reserve boundary. Sight distance is available from the
proposed new driveway along the existing driveway (ie into private property) – refer Figure 7 but is not
compliant with AS2890.1

Full Concept Plan and Driveway Long and Cross Section drawings are also attached as Attachment A to this report for reference. Sight Distance Assessment against IPWEA Standard Drawing RS-056 Contour Consulting Engineers have undertaken a site visit to review available sight distances. It is noted that Uhlmanns Road has a posted speed of 60km/h. NSC to confirm IPWEA RS-056 DRIVEWAYS RURAL DRIVEWAYS sets out sight distance requirements for access driveways, which is specified as 123m, for a frontage road speed of 60km/h for a Domestic property access (refer to Figure 8 below). CIV03225-01 Site Access & Intersection – Oct 2022 8
Section 9
Figure 8: Extract from IPWEA Standard Drawing RS-056 Driveways – Rural Driveways
Based on our site investigations, we consider that 123m sight distance requirement is unreasonable
because of the narrow road width and sweeping bend, and would require almost all vegetation in the
eastern verge to be cleared. On this basis a speed of 40km/h was assessed with compliant sight
distances (73m) to the north for the proposed driveway being achievable however with significant tree
clearing (~214m2) along the eastern Uhlmanns Road verge. Figure 9 shows the approx. area of vegetation
required to be cleared to achieve adequate sight distance (for 40km/h speed) to the north from the
proposed driveway location.

Section 10
Sight Distance (east) to end of Uhlmanns Road Due to location of the proposed driveway in relation to the end of constructed road (Uhlmanns Road), sight distance to the south is clear to the subject site’s existing driveway (approx. 20m from proposed driveway) that coincides with the end of Uhlmanns Road/road reserve boundary. Sight distance is available from the proposed new driveway up the existing driveway (ie into private property) – refer Figure 7 and is considered compliant with AS2890.1 however may not be compliant with IPWEQ – RS056. Summary of proposed driveway location Based on the sight distance investigation results summarized in this correspondence, the proposed driveway location can achieve AS2890.1 sight distance criteria (55m) with minor vegetation clearing, and also for IPWEA RS-056 sight distance criteria (123m) but with significant vegetation clearing. It should noted these assessments are for 60km/h speed limit. It is recommended that any future design or assessments include a speed survey to determine the 85th percentile speed for the dead-end road. Significant reductions in vegetation clearing may be realized if the speed limit or 85th percentile speed is less than 60km/h. CIV03225-01 Site Access & Intersection – Oct 2022 10
Section 11
2.0 Impacts to existing intersection (Uhlmanns & Northmount)
The existing Uhlmanns Rd and Northmount Rd intersections appears to operate as an unsigned T-
intersection. This is assumed to operate sufficiently due to the low traffic volumes and generally low speed
environment.
The proposed driveway will service a single rural residential lot and as such, the increase to traffic volumes
are estimated to be very low (1-2 peak hour movements only).
Contour has assessed (2) options for improving the intersection as follows:
1. Giving Northmount Road priority and Installing a Give Way sign on the Uhlmanns Road southern leg of
the intersection (refer to Figure 10), however sight distance checks indicate that approx. 38.3m sight
distance is achievable along Northmount Rd due to the presence of a crest. Significant roadworks
would be necessary to increase the sight distance to be compliant with Austroads Guide to Road
Design (AGRD). Therefore this option is considered undesirable.
Refer to Attachment D – Drawing 3225-SK11 for more details of this option assessment.
Figure 10: Intersection Sight Distance assessment for Give Way on Uhlmanns Rd (south)
2. Giving Uhlmanns Road priority and Installing a Give Way sign on the Northmount Road leg of the
intersection (Figure 11), with sight distances compliant with Austroads Guide to Road Design (AGRD)
achievable with minor vegetation clearing on the eastern verge of Uhlmanns Rd (south) and to the
North without any changes to Uhlmanns Rd (north).
CIV03225-01 Site Access & Intersection – Oct 2022 11
Section 12
This option is not considered to be acceptable due to the majority of traffic through the intersection
being from and into Northmount Rd from Uhlmanns Rd.
Refer to Attachment E – Drawings 3225-SK10 for more details of this option assessment.
Figure 8: Intersection Sight Distance assessment for Give Way on Uhlmanns Rd (south)
As both intersection upgrade options are undesirable, it is recommended that a traffic study (including
volume and speed) be undertaken to determine the most appropriate course of action (if any) to support
the proposed Reconfiguration (1 Lot into 2).
CIV03225-01 Site Access & Intersection – Oct 2022 12
Section 13
Summary Proposed driveway access Contour Consulting Engineers have undertaken a sight distance investigation for the proposed driveway location relevant to a proposed subdivision of Lot (Lot 147 M371248). The proposed driveway will service a single rural residential lot and as such, turning traffic volumes will be very low (estimated 1-2 peak hour movement). Based on our investigations, the proposed driveway location is considered to comply with the requirements of AS2890.1 with only minor vegetation Clearing on eastern verge of Uhlmanns Rd. it is also considered to comply with the requirements of IPEWA Standard Drawing RS-056 with significant vegetation clearing. It is recommended the proponent request Council confirm what standard applies to this situation. Impact to existing road network (intersection of Uhlmanns Rd and Northmount Rd) The impact to the existing road network in considered to be negligible (additional 1-2 peak hour movements) however it is recommended that a Traffic Impact Assessment be undertaken to confirm the additional movements do not compromise the operation of the exiting intersection (ie uncontrolled).
