CONFIDENTIALITY REMOVED 16 SEPTEMBER 2019
SPECIAL MEETING REPORT 12 SEPTEMBER 2019
ATTACHMENT 1
BACKGROUND
Council officers have been considering submissions on the Draft Noosa Plan as well as considering
and reviewing further technical advice. As a result of this process and technical advice received in
relation to bushfire risk it is recommended to rezone the portion of Lot 3 SP246584 north of Walter
Hay Drive, Noosaville from High Density Residential to Recreation and Open Space zone.
Council’s bushfire risk expert has advised that high density residential development on this
particular site is not advisable given the location of the single access point and the issue that any
evacuation from the site is directing people into the potential hazard and not away from it.
It is considered more appropriate to rezone the subject site to allow for similar consistent uses as
the current Noosa Plan 2006 allows for, being the following:
Education type 1- Childcare
Open Space type 1 – Sport and Recreation (Outdoor)
Ancillary dwelling unit
Wellbeing Type 3 – Worship
In consideration of this it is proposed that the Recreation and Open Space Zone is the most
appropriate zone for this site. The purpose of the Recreation and Open Space Zone is to provide
for:
a) a variety of cultural, educational, leisure, recreation and sporting uses and activities,
including, for example:
i. parks, playgrounds or playing fields for the use of residents and visitors; and
ii. parks, or other areas, for the conservation of natural areas; and
b) facilities and infrastructure to support the uses and activities stated in paragraph (a).

access point, meeting the relevant traffic code.

Place of worship means the use of premises for—
a) organised worship and other religious activities; or,
b) social, education or charitable activities, if the use is ancillary to the use in paragraph (a).
The proposed potential dwellings for this site were approximately 165 subject to detailed
assessment through development assessment process and considering easements and
covenants. It was intended it would contribute to housing choice close to employment and transport
however, the proposed risk related to bushfire outweighs this intent. The New Noosa Plan still
meets the dwelling targets in the SEQ Regional Plan.
