1.0 INTRODUCTION
Covey Associates have been engaged by Hass Holdings ATF The Quasar Trust to prepare an
Engineering Services Report for a proposed Service Station at 6 Taylor Court, Cooroy. The report
identifies engineering issues associated with the proposed development and will be used as
supporting documentation for a Material Change of Use Application to Noosa Shire Council.
2.0 EXISTING SITE
The site is located at 6 Taylor Court, Cooroy. The real property description is Lot 3 on SP197517
(Figure 1). The site is bounded by vacant land to the west and south, Taylor Court to the east the
Holts Road and the Bruce Highway to the north (Figure 2). The site is adjacent to the newly
upgraded Bruce Highway.
Site Plans are presented in Appendix A for additional information and details of the proposed
development.

Site
Area
Figure 2 - Site Locality (image accessed from Nearmap on 11 August 2015)
The site is currently vacant land and was previously temporarily used as a depot for the upgrade of
the Bruce Highway. The site predominantly drains from north to south, with an approximate slope
of 5%.
3.0 PROPOSED DEVELOPMENT
The overall site area is approximately 8243m2, with the area of the proposed new development
utilising the site area available. The proposed development for a highway service centre includes
the service station bowsers, fast food outlet, service station, services, truck parking and associated
carparking and landscaped areas.
Site plans are located in Appendix A for further detail.
4.0 FLOODING
Noosa Council’s River and storm tide flood mapping accessed via the Council website indicts that
the proposed development site is flood free for all rainfall events up to and including an extreme
flood event.
5.0 EARTHWORKS
There are expected to be earthworks when cutting or filling building pads and carparks which are
typical of this type of construction development. However, no significant filling is anticipated within
the site boundary.
6.0 SITE ACCESS
The site is fronted by Holts Road to the north east and Taylor Court to the south east but will only
be accessed from the Taylor Street frontage. Suitable access provision has been provided at this
location in accordance with the requirements of the traffic Engineer as shown in Appendix A.

7.0 STORMWATER DRAINAGE
The site generally slopes from north to south at a grade of 5%
The stormwater quantity for the site shall be detained in accordance with the proposed detention
strategies shown in Covey Associates Stormwater Management Plan (Report No: 100415 Rpt
Issue A). It is proposed that the minor external flows entering the site will be adequately conveyed
through the proposed development to the proposed detention structure without adversely
inundating the proposed development.
The stormwater quality of the development will be undertaken in accordance with Covey
Associates Stormwater Management Plan (Report No: 100415 Rpt Issue A). The treatment of
stormwater will be carried out in accordance with state and local authority requirements.
All runoff leaving the site will be directed towards the existing stormwater infrastructure network
both within the subject lot and in the Taylor Court road reserve shown in Noosa Council’s Assets
DBYD Map.
Refer to Appendix B for Noosa Council’s Assets Affected DBYD Map.
8.0 SEWERAGE RETICULATION
Based on the original operational works approval (2007/907) and Unitywater’s DBYD Map, the site
has been identified immediately adjacent to areas serviced by sewerage reticulation. It is
anticipated that the original operational works allowed for sufficient capacity within the exiting
sewerage network, located along Taylor Court to the east, to accommodate the increase in
demand.
Refer to Appendix C for Unitywater’s DBYD Map.
9.0 WATER RETICULATION
Based on Unitywater’s DBYD Map, the site has been identified immediately adjacent to areas
serviced by water reticulation. It is noted from the abovementioned approval that the reticulated
water supply does not provide adequate fire flows to this development and provision for adequate
fire fighting capacity must be provided at the building application stage. It is anticipated that there
will be sufficient capacity within the exiting water main network to accommodate the demand at the
site in other respects.
9.1 Fire Services
The development will be subject to further hydraulic design in accordance with the National
Building Code. Depending on pressure and flow availability from the proposed water source, it is
noted that booster pumps and water storage tanks will need to be provided for the development.
The storage tank sizes are subject to future detailed design however sizing as indicated in
accordance with AS2419.1:2005 would be in the order of 144 kL. This is assuming no inflow to top
up the tanks during the fire fighting period. This will have to be split over two tanks to ensure some
capacity is retained in case of any maintenance being carried out on one of the tanks. Should the
power fail to the primary duty electric pump, the fire supply shall run using a backup diesel pump.
The tanks size can reduce based on the available inflow from the reticulation system.
The following components as required for the developments fire services system; fire hydrants, fire
hose reels, fire extinguishers and fire detection alarm systems.
3
Page 7
ENGINEERING SERVICES REPORT
Client: Hass Holdings ATF The Quasar Trust Location: Taylor Court, Cooroy
Refer to Appendix A for the location of the fire storage tanks and Appendix C for Unitywater’s
DBYD Map.
10.0 ELECTRICITY AND COMMUNICATIONS
Based on Telstra Cable Plan and Energex DBYD Plan, Electricity and Communications exist within
the vicinity of the site, namely along Taylor Court. It is anticipated that there will be sufficient
capacity within the exiting electrical and communications networks to accommodate the increase in
demand.
Based on nbn.com.au accessed on 8th June 2016, the proposed development site can be
“connected to the nbn network via fixed wireless technology” (nbn co ltd, 2016).
Refer to Appendix D for Telstra Cable Plan and Appendix E for Energex DBYD Plan.
11.0 CONCLUSION
All engineering facets of the proposed development can be catered for. The development is
considered fit for use and increasing the yield on the already existing infrastructure is not
considered detrimental to any engineering functions. Further detailed design will be undertaken at
the operational works phase.
