SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 MARCH 2019

4. Payment Preferences and Arrangements to Pay
BPay continues to be the most popular payment options by far, accounting for 63% of all money
received, followed by over the counter payments (including cheques mailed into Council) at 10%.
Payments at Australia Post offices, online payments and direct debit all represent 7% of total
payment, and automated phone payments accounting for the final 6%.
There are currently 486 properties that have made an arrangement to pay their current rates in
accordance with section 2.5.2 of the Revenue Statement, representing $339,139 of the
outstanding rates and charges.

5. Electronic Rate Notice Delivery
Council continues to encourage residents to register for electronic delivery of their rate notice,
either by e-mail direct to their private email address or delivery to their online banking platform
via BpayView. At the conclusion of the levy we had 795 properties registered for BpayView and
7,753 properties registered for email delivery, which means that just over 27% of all rate notices
are now sent electronically. Ongoing efforts are being made to continue to encourage electronic
rate notice delivery for cost saving and environmental benefits.

Finance
Budget
Rates and charges revenue received for the 2018/19 financial year to date is in line with budget
forecasts.
Receivables
There are currently no properties where the outstanding rates and charges are close to the
rateable value of the land, consequently there is no risk of any rates and charges being written
off as bad debts at this time.

Risks & Opportunities
Net rates and charges represent 70% of Council’s total operating revenue. The issuing and
collection of rates revenue is critical in ensuring cash flows are available to fund Council
operations.
