SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 MARCH 2019
Phase 1 Review existing reports and historical imagery; prepare a discussion paper.
1.1 Review historical reports
1.2 Review historical imagery
1.3 Review performance of existing management strategy
1.4 Describe the drivers of recent erosion (post 2012)
1.5 Forecast the rate of erosion and timeframe for a breakthrough
Phase 2 Develop a calibrated coastal processes model
2.1 Develop estuary model extent and gather input data (model to cover estuary
shorelines including Munna Point, Gympie Tce, Noosa Sound, North Shore)
2.2 Develop integrated coastal model extent and gather input data (model to include
Main Beach and extent of river entrance dynamics)
2.3 Targeted data collection and model calibration (see Table 1-1 for data collection
costs)
2.4 Consider wind wave and boat wash conditions at target site (Doggie Beach)
Phase 3 Bathymetric Survey (procured by Council under a separate contract)
Phase 4 Conceptual / numerical modelling of scenarios
4.1 Removal of sand spit from the northern side of entrance breakwater
4.2 Closure of the eastern channel, leaving only the central channel
4.3 A breakthrough alignment through the middle of the Noosa Spit
4.4 Other historical scenarios identified through the review process (per scenario)
Phase 5 Preliminary report summarising the technical review and modelling
Phase 6 Develop coastal erosion management strategy
6.1 Consider up to 5 coastal management options for testing with the model
6.2 Develop a trigger-based strategy with actions linked to physical triggers (e.g.
shoreline position)
6.3 Assess potential changes to natural process, social and recreational values
associated with the preferred strategy; identify the legislative requirements and
approvals pathway; preliminary cost/benefit analysis
6.4 Assess the performance of the strategy under a 2040 mean sea level scenario
6.5 Incorporate Noosa 'look and feel' design principles and values identified through the
CHAP
Phase 7 Stakeholder engagement workshop in Noosa
Phase 8 Pre-lodgement style engagement with State regulators, potentially seek long-term
approval for preferred strategy
Phase 9 Final SEMP reporting, including 1 month review and public consultation of draft;
numerical model handover and training.
