Dear Sir/Madam,
RE: MCU12/0184 ERA12/0087, Poultry Farming at 136 Top Forestry Road
Ridgewood.
We are writing to respond to parts of the information request dated 10-12-12, other responses
.. are provided separately.
We have provided site plan 1209-01 and shed cross sections 1209-05 to 1209-08 inclusive to
assist with the application. Plans 1209-09 to 1209-17 inclusive are listed below in relation to
access.
5. Integrated Stormwater Management Plan
We enclose our Integrated Stormwater Management Plan to address this item.
6. Stormwater Impact Assessment and Site Based Stormwater Management Plan
We enclose our Integrated Stormwater Management Plan to address this item.
9. Access Driveways
(a)The extent of improvements at the site access intersection with Top Forestry Road is
shown on enclosed plan 1209-09.
As the entry/exit of large vehicles is only to the east the intersection angle has
been altered to obtain a minimum 1200 observation angle (Chapter 13 RPDM
Figure 13.69)to oncoming east bound traffic. Cars will be able to turn south west
along Top Forestry Road if required.
This re-alignment of the current intersection will improve sight visibility and
provide better delineation and priority between a minor existing access (the
minor access is also from the subject site).
Moving the access entry point west will also use up less of the bus stop area
than at present.
Sight visibility is acceptable. The western visibility of 108m exceeds the desirable
83m length for non-domestic access at 60km/h approach shown in Figure 3.2 of
AS2890.1. The eastern visibility of 78m exceeds the 69m desirable length for
non-domestic access at 50km/h approach shown in Figure 3.2 of AS2890.1
(westbound curve has a spot speed of 50km/h).
(b)The extent of improvements to access driveway from Top Forestry Road to proposed
sheds are shown on enclosed plans 1209-09, 1209-10, long sections 1209-14, 1209-15,
plus cross sections 1209-16 and 1209-17.

Existing vegetation has been retained as much as possible by putting passing

bay at Chainage 250 bend was not considered practical and as shown on plan
1209-09 two alternative methods of traffic control are proposed (timed entry/exit
or by UHF radio). Vegetation removal at revised access entry to Top Forestry

Road is considered necessary to provide sight visibility and intersection priority
as noted in item (a)above.
The adjoining residence access at Chainage 100 is unchanged and a passing
bay is also positioned here to reduce conflict with large vehicles.
10. Heavy Vehicle Swept Paths
The B-Double swept paths for access driveway and shed servicing are shown on plans 1209-
09,1209-10,1209-11,1209-12, and 109-13 enclosed.
The passing bays on plans 1209-09 and 1209-10 show that based on swept paths two B-
Doubles can pass each other.
The vehicle paths on plans 1209-11 to 1209-13 show required movements to access relevant
shed bays and exit the site in a forward direction.
Yours faithfully,
Callaghan & Toth

SUMMARY
The key points of this investigation are as follows:
1. The proposed development consists of eight (8)new sheds to be used for meat
chicken production and associated infrastructure.
2. Roof water runoff is to be recycled to provide Potable water for chickens.
3. Runoff from new access roads, car parks and landscaped areas around the buildings
is to be treated for nutrients and gross pollutants via Bioretention Swales, Basins,
Swales and Buffers, located alongside the roads. The treated runoff will then be
released as sheet flow within the site.
4. The increase in pollutant loads due to the increase in impervious areas is to be
attenuated.
5. Waste management practices will be used to ensure there are no impacts to water
quality of local waterways.
6. Fertilising of existing Avocado trees utilising composted chicken litter (i.e. chicken
manure mixed with bedding material) will replace the use of commercial fertilisers on
the existing Avocado farm. Any excess chicken litter will be sold off site.

1. INTRODUCTION
This report is provided in response to an Information Request for the MCU application -
Animal Husbandry Type 2 Intensive and MCU for an Environmentally Relevant Activity
-
(ERA4 Poultry Farming) at 136 Top Forestry Road, Ridgewood for the Sunshine Coast
-
Regional Council. The Information request required:
1. An Integrated Stormwater Management Plan that addresses the Noosa Plan -
Water
Sensitive Design Code, and
2. A stormwater impact assessment and site based stormwater management plan, to
identify potential water pollutants, proposed treatment trains and provision to address
the Environmental Protection (Water)Policy 2008.
This report aims to address the concerns highlighted by Council and will assess the
proposed meat chicken farm against:
.The Water Sensitive Design Code the Noosa Plan
-
.Water Sensitive Urban Design Technical Design Guidelines for South East
Queensland, published by Healthy Waterways
.The Environmental Protection (Water)Policy 2008.
The Model for Urban Stormwater Improvement Conceptualization (MUSIC)has been used to
assess the suitability of various stormwater treatment devices and to model existing and
predicted pollution export loads and concentrations from the developed area of the site.

2. DESCRIPTION
The subject site is Lot 21 on SP226606 located at 136 Top Forestry Road, Ridgewood
(Refer Site Location Plan Figure 1.1).
The site is bounded by West Cooroy State Forest to the east, partly cleared rural properties
to the west, Blackfellow Creek to the north and Top Forestry Road to the south.
This site is an existing commercial orchard, consisting of 7000 avocado trees.
2.1 Proposed Works
It is proposed to establish a meat chicken farm on site, which will include:
Proposed new eight (8)sheds -
approximately1 OOm x 16m in size.
Construct formal gravel roads and carparking.
Drainage swales.
Replace the use of commercial fertiliser with the use of chicken litter (i.e. chicken
manure mixed with bedding material) to fertilise orchard trees.
Removal of dead birds off site.
As a result of these works stormwater drainage and treatment devices are required to drain
the development area, attenuate flows and treat stormwater runoff to acceptable levels.
Plans 02 to 04 show the catchments identified onsite and the treatment train proposed for
the site. To treat and manage water on site it is proposed for:
. Roof water to flow to rain water tanks to be used to water chickens. The rainwater
tanks have been sized in accordance with Water by Design Music Guidelines Version
1, December 2010.
. New access roads and carparks to drain to Bioretention Swales, Bioretention Basins,
Swales and Buffers.
. Overland flow from orchard to continue to be directed to existing dams on site.
In order to receive planning approval from Sunshine Coast Regional Council, this site must
demonstrate that it complies with the Noosa Plan -
Water Sensitive Design Code and that
the storm water runoff will not change the surrounding hydrology.
Bioretention basins, Bioretention swales, grass swales, vegetated buffers and above ground
roof water tank units (for chicken drinking water) are required for the site. These stormwater
treatment devices will enable the water quality objectives to be achieved. Water reuse and
water use minimisation will be designed in accordance with the guidelines.
To manage nutrient loads on site it is proposed:
. To replace the current use of hand spreading slow release fertiliser with the use of
com posted chicken litter (i.e. chicken manure mixed with bedding material) to fertilise
fruit trees.
. Ensure chicken litter is composted and applied at a rate of 50kg/year/tree to ensure
uptake is maximised and excess nutrients are not found in runoff.
. Excess composted chicken litter is to be sold off site.
