RECOMMENDATION
That Council note the report by the Project Manager to the Services & Organisation Committee
Meeting dated 9 August 2016 providing an update on the Electric Bus tender.
REPORT
At the Ordinary Meeting of 19 May 2016, Council agreed to nominate Higer Bus & Coach as the
preferred tenderer for the supply of electric buses for a 6-month trial period, subject to the
following conditions being successfully completed:
1. The capacity of the local Energex infrastructure at Noosa Junction Bus Station and Diyan
Street, Tewantin to support the required recharging stations; and
2. The Chief Executive Officer to negotiate and agree to any remaining items requiring
clarification and to award Contract 1516T067 to Higer Bus & Coach subject to satisfactory
compliance with the remaining conditions.
The items below provide an update on progress to date:
1. Capacity of the local Energex infrastructure at Noosa Junction Bus Station and
Diyan Street, Tewantin to support the required recharging stations
a. Energex’s investigations have confirmed that the local Energex network at both Diyan
Street and Noosa Drive are capable of servicing the power requirements for the electric
bus chargers when supported by pad mount transformers at each site.
b. The cost estimate for design and construction of each of the pad mount transformers is
$142,953.28. The cost of the transformers are an operating expense and will be a shared
cost with Translink.
c. Staff have attempted to negotiate with Energex on the cost and payment terms, however,
Energex have stipulated that these works are to be fully cost recovered and are they not
able to negotiate on payment.
d. Energex have advised that any infrastructure works will have a 26 week lead time. This
places any installation no sooner than early January 2017. This timing accords with the bus
manufacture and delivery timetable.
