DEVELOPMENT APPLICATION FOR 195 ROOM HOTEL AND RESORT – 3 & 7 SERENITY CLOSE NOOSA HEADS – 132008.176.05

Dear Noosa Council Planning,

As a homeowner and resident of Grant Street, I see a significant problem regarding adjacent street access to the proposed Calile Hotel and resort.

Grant Street is designated as ‘Local Traffic Only ‘and I am always aware of the narrow width of my street. Incidents involving trucks and/ or cars colliding with parked resident’s cars occurs on a regular basis. My car has had side mirror damage and scrapes on the driver’s side as a result. I have witnessed occasions when trucks become ‘stuck’ on the curved section of road (outside of 29 Grant St), unable to negotiate the corner and causing a backup of traffic to the Grant St/Noosa Drive roundabout.

As there are presently only sections of paved footpath, residents and visitors walking along the street to the Junction are forced to walk on the road, especially if they have a pram or a suitcase. The unpaved sections are a sand and uneven grass surface. This adds to safety concerns.

The Calile Hotel and resort has acknowledged that they plan to have occasional Tour Groups arrive via coach, this would not be feasible due to the access restriction reasons outlined above. I am aware that Calile in their latest report states that the ‘target market’ does not include tour groups and bus coaches despite having indicated they will in a previous document – never is a long time and I strongly feel that bus coaches will be an addition to the proposed fleet of minibuses.

Calile has also ‘proposed ‘ that a ferry be ‘explored’ for the use of the guests, but it is not intended to be part of the development approval – so may not happen.

During peak Holiday periods traffic is regularly banked back to well beyond the Noosa Drive/Sunshine Beach Road roundabout, sometimes back to the RACV resort. Additional traffic from the proposal would only make this situation worse if approved.
The TTM Traffic Engineering Report commissioned by the Calile developers does not address this issue – their conclusion states that the “addition of the development traffic has no notable impact to key operational metrics”. This is something that frankly does not pass the ‘pub test’.

Recently there has been construction of new housing following the demolition of old homes, this resulted in the closure of Grant Street for several hours to allow for construction cranes to move heavy equipment and materials. There are more projects planned in my street with the resulting closure, this can only have a major effect on any future Hotel development and operation.

The TTM report is unclear on the role of Coral Tree Avenue/Jan Street/Banksia Avenue South access route, other than a coach drop off point on Banksia Avenue, does that mean that Banksia Avenue South will be opened and joined to Banksia Avenue North? or will guests be walking up the hill to the entrance of the resort?. Coral Tree Avenue and Jan Street are presently quiet ‘Local Traffic Only’ streets and will face the prospect of a major traffic change for residents.

In summary, my objection is that Grant Street will be changed from a quiet ‘Local Traffic Only’ street to a proposed main access route for all construction trucks, coaches, service vehicles, taxis and guest vehicles to a commercial enterprise via a street that is not able to safely accommodate this traffic. The Calile Hotel and resort development is proposed in a residential area unsuited to its location.

My submission in this case is concerned with traffic and access issues only, although I have strong feelings for the loss of trees, koala habitat and impact on wildlife, I will leave this best for people more expert than me to comment on.

Please see attached photographs of traffic incidents in Grant Street to help illustrate my concerns.
