Further Advice Assessment Manager 51993.579.01
Officer: Georgina Schramm Direct Telephone: 07 53296569 Our Reference: 51993.579.01 Your Reference: P0035895 19 January 2022 MECCA Brands C/- Urbis Pty Ltd Level 32, 300 George Street BRISBANE 4000 [email protected] Dear Sir/Madam Further Advice – Development Application I refer to your application and advise that Council wishes to provide you with further advice about the application in accordance with the provisions of the Development Assessment Rules 2017. application details Application No. 51993.579.01 Street Address: Annabelles 1/35 Hastings St Noosa Heads Qld 4567 Real Property Description: BUP 102127 Planning Scheme: Noosa Plan 2020 (25 September 2020) further advice You are advised that that following information is required to continue the assessment of the application: Issue – Plant Species Landscaping along Hastings Street has specific requirements as detailed within the Noosa Plan 2020. It is noted that several of the species selected are not Noosa natives identified within PSP2. The species selections are not appropriate for Hastings Street or the coastal environment with the landscaping needing to reflect Noosa’s natural vegetation and therefore the use of exotic species and species that are not local to the area are not supported by Council. Advice Required Provide an amended landscaping plan and planting pallete with all Noosa natives from Planning Scheme Policy 2 (PSP2) that are appropriate for the natural landscape character for the Noosa Heads area. In particular, plant numbers 6, 7, 9, 10, 11 and 12 need to be substituted. Council does not accept the use of Bogainvillea and Trachelospermum jasminodies within Hastings Street. A potential substitute included within PSP2 is Pandorea jasminoides. Pandanus although native is not suitable in such a high traffic area and needs to be substituted. A potential substitute for No. 10 Scaevola taccada (beach cabbage) is Scaevola calendulacea. Issue – Canvas Blind The submitted planning report and notation on the plans reference a ‘canvas outdoor blind’ with Mecca branding to replace the existing sunshades however a plan of such has not been provided in support of the application. Advice Required Elevations illustrating the signage and referenced blind. Whilst, the signage will require a subsequent permit with the Local Laws approval elevations are required to be provided in conjunction with the planning application. Issue – Outdated Plan The landscaping plan and plantings pallete includes items and details that are not currently part of the application, for example the plan includes Pandanus listed but has the number crossed out and the original pink MECCA signage included which has since been amended. This plan would not be appropriate to include as a potential approved document. Advice Required Provide revised plans to reflect the current design, plant list, and include a title and date for ease of reference. Issue – Existing and Proposed Landscaping (dimensions, irrigation) Further information is required to be provided in relation to what the dimensions of the proposed garden beds/pots are, the intended method of watering, and what is the intention for the existing garden beds in place. Advice Required Provide greater information addressing how the species will be watered, and what the proposed dimensions of the garden beds/pots are. Provide clarity as to what the plans are for the existing garden beds along the property frontage. due date for response to further advice A response to the further advice is required by 25 January. Email your response to [email protected] details Should you have any further queries in relation to the above, please do not hesitate to contact me on the number above.
