UPDATED DA - Attachment 9A - Engineering Technical Memo
To service the Resource Recovery Redevelopment the parking and set-down / pick-up zones have been identified in
Stage 1A as shown in Table 4.
Table 4: Proposed vehicle parking allocations
Description Dimensions Comment
Light vehicle parking 2.6 m x 5.4 m (User Class 3A) 52 designated car parking bays have been provided.
(staff and public) 2.6 m x 10.8 m (car and trailer) - 7 x Cleanaway Depot
- 23 x Reviva Centre including 2 x car and trailer parks
- 22 x lower resource recovery hardstand (bin pad)
Heavy vehicle parking Based on 10.0 m dual-steer dual Provision has been made for 13 Cleanaway trucks to be
(Cleanaway) axle heavy truck typical to full stored outside of operational hours (overnight) at the
size refuse collection vehicles lower resource recovery hardstand (bin pad)
Public set-down / pick- 2.5 m x 34.0 m (approximately) The Reviva Centre includes a set-down / pick-up short
up zone term zone for public use
Commercial vehicle 3.5 m x 80.0 m Resource Recovery Centre commercial delivery /
delivery / collection collection zone (will include some additional staff
zone carparking)
Flood Depths
Covey Associates Flood Impact Assessment, report M25-0045Rpt – Issue A – February 2025, provides results of existing
and developed case flood modelling for the 50 %, 10 %, 1 % and 1 % Climate Change Annual Exceedance Probability
(AEP) events. Results mapping is contained within Appendix C of the report.
The developed case 1.0 % Climate Change AEP confirms no water inundation to the waste collection areas with all
building Finished Floor Levels (FFL) greater than 300 mm above the identified water levels Generally in Accordance
with Condition 44 of the Negotiated Decision Notice 132005.635.03 dated 22 May 2024.
• Condition 44
“All future building floor levels and waste management areas are to be provided with surface levels which are a
minimum of 300 mm above the 1.0 % AEP local flood level, including allowance for climate change by year 2100.”
The lower Resource Recovery hardstand (bin pad) does not encounter inundation in the 1 % AEP Climate Change event,
in addition, no on ground waste recovery activities occur in this location. All waste is contained within the nominated
bins providing sufficient free board to any defined water levels.
Flood Hazard Thresholds
The Flood Impact Assessment identifies inundation to carriageways in the existing case and developed case flood
events through defined flow paths. In the developed scenario, during the 1.0 % AEP climate change event, water
surface levels on the southern internal roadways increased between 50 mm – 100 mm.
A flood hazard threshold assessment has been completed to determine the hazard. The hazard on the internal roads
is deemed acceptable at (D 0.26 m x V 1.95 m/s = 0.51 m²/s), placing the hazard vulnerability in the H2 Classification
(D x V < 0.6 m²/s, D < 0.5 m, V < 2 m/s) Unsafe for small vehicles as identified in the information below.
It is to be noted, should the site be affected by a significant rainfall event resulting in inundation of the southern
circulating road, provisions are to be in place in the Site Management Plan for the egress of public as required through
alternate routes.
