EXECUTIVE SUMMARY
In January this year, Council adopted a draft Coastal Hazards Adaption Plan (CHAP) for the purpose
of undertaking community consultation. As Council will recall, this project is being funded by the
State Government via LGAQ with all coastal councils in Queensland working through a similar
process. In January 2021, Council commenced a 4 week consultation period but this was extended
to 6 weeks following requests from the community for further time to have input. Council received
233 submissions and to assist in understanding the issues raised during the consultation period,
Council established a CHAP Roundtable to explore and discuss in more detail those issues. That
CHAP Roundtable process has now concluded and this report provides Council with (i) details of
submissions made during the consultation process (ii) proposed responses to those issues (iii) an
updated draft CHAP identifying changes made as result of the engagement process and (iv) a
proposal to undertake a further round of community consultation.

RECOMMENDATION
That Council note the report by the Principal Strategic Planner and Program Coordinator Climate
Change Adaptation to the Special Meeting dated 8 October 2021 and
A. Note the report on submissions received during the community consultation on the draft
     Coastal Hazards Adaptation Plan;
B. Approve the draft Coastal Hazards Adaptation Plan for the purpose of undertaking further
     community consultation, as provided in Attachment 1;
C. Approve the Community Engagement and Communications Plan as the basis for undertaking
     further community consultation, as provided in Attachment 3.

REPORT
The purpose of this report is to provide an overview of the submissions received during the
community consultation process early this year and the additional feedback from the CHAP
Roundtable process. The report identifies proposed changes to the draft CHAP as a result of this
consultation.
The objectives of the CHAP are to:
 Improve Noosa Council and the community’s understanding of current and future risks from
     coastal hazards and how they might change through time as a result of climate change;
 Consult with the community clearly and sensitively throughout key stages of the project so the
     community understands the implications and contributes to the decision making;

                                                                                     Page 3 of 26
