4.3.1 State Interest – Safety and Resilience to Hazards – Natural Hazards Risk and Resilience
The SPP Interactive Mapping System identifies the subject land being impacted by the Natural hazards risk
and resilience (Flood hazard area – Level 1 – Queensland floodplain assessment overlay*, Flood hazard
area – Local Government flood mapping area*, Erosion prone area and Medium storm tide inundation
area). A flood information certificate (Appendix A) has been obtained for the subject land which identified
a defined flood event of 2.4mAHD. The Noosa Plan 2020 stipulates a minimum habitable floor level of
2.7mAHD and the proposed development has been designed to contain compliant floor levels that achieve
flood immunity. Accordingly, the proposed development is considered to comply with this State Interest
(and further assessment against this State Interest is not required).
4.4 South East Queensland Regional Plan 2017
The South East Queensland Regional Plan 2017 (ShapingSEQ) provides a framework for managing growth
over the next 25 years and sets a vision for the next 50 years. The plan seeks to balance the economic and
environmental issues, which compete in the region, through delivering viable long-term strategies.
ShapingSEQ includes a number of regional policies that set out the desired regional outcomes, principles
and policies to address growth management in SEQ. Of most relevance to the proposed redevelopment is
the settlement pattern policies included in ShapingSEQ.
ShapingSEQ defines a spatial framework for the region and allocates land into regional land use categories.
Under ShapingSEQ the subject land is contained within the ‘Urban Footprint’. When considering the nature
of the proposed development and subject lands location within the ‘Urban Footprint’, the intended use of
the subject land accords with and promotes the outcomes, strategies and overall vision of ShapingSEQ.
4.5 Noosa Plan 2020
