5      Assessment Against Noosa Plan 2020
5.1    Assessment Benchmarks
This section provides an assessment of the proposed development against the relevant assessment
benchmarks that are contained in the following codes:
•   Noosaville local plan code
•   Medium density residential zone code
•   Dual occupancy and multiple dwelling code
•   Flood hazard overlay code
•   Works codes.
A detailed assessment of the proposed development against the applicable codes is provided in Appendix
B.

5.2    Noosaville Local Plan Code
The subject land is located within the Noosaville local plan, the purpose of which is to ensure that
development makes a positive contribution to the look and feel of residential neighbourhoods by
maintaining a low scale character with well-designed buildings and landscaping that enhance the
streetscape. Development within the Noosaville local plan is also required to:
•   Contribute to a high level of residential amenity, design quality and safety
•   Respect the scale and character of the streetscape and surrounding development
•   Located within convenient access of employment centres, goods and services, public transport and
    community facilities.
The proposed development achieves these outcomes with a built form and scale consistent with the
surrounding development pattern including generous building setbacks to establish mature landscaping
between buildings and provide an enhanced streetscape outcome.

5.3    Medium Density Residential Zone Code
The proposed development has been assessed against the Medium density residential zone code and
complies with the applicable provisions of the code and provides an outcome that reinforces the
predominating pattern of development within the immediate locality.

5.4    Flood Hazard Overlay Code
The proposed development has been assessed against the Flood hazard overlay code and demonstrates
compliance with all applicable acceptable outcomes. Notably, a flood information certificate obtained for
the subject land (Appendix A) identifies a minimum habitable floor level of 2.7mAHD, and the proposed
development has been designed to provide compliant floor levels that achieve flood immunity.

5.5    Works Codes
The proposed development has been assessed against the applicable works code and demonstrates
compliance with all applicable acceptable outcomes. However, performance outcomes are proposed
relating to height,side boundary setbacks and landscaping as discussed in section 5.6.1, 5.6.2 and 5.6.3
below.
