EXECUTIVE SUMMARY
Noosa Landfill Expansion and Cell Capping is critical works required for ongoing waste
operations.
The landfill’s previous expansion was completed in 2012, no further expansion has occurred
since.
Council’s current Cell 2.2 is approaching its interim capacity limits prompting the requirement
of cell expansion by June 2022.
An Invitation to Tender (ITT) was advertised on 27 September 2021 and closed on 29 October
2021.
Four respondents provided compliant submissions for Council to assess.
The tender price is within the increased project budget endorsed by the Capital Works Executive on 25
November 2021.
The comprehensive assessment of the four tenders resulted in the recommendation to award
the contract to Hazell Bros (Qld) Pty Ltd.
Endorsement of the recommendation in December 2021 will allow the contractor to mobilise
and procure construction materials in January 2022 to complete the project works by the
required construction deadlines.
RECOMMENDATION
That Council note the report by the Project Manager to the Special Meeting dated 1 December 2021
and:
A. Award Contract T000059 for the construction of the Noosaville Landfill – Cell Expansion and
Cell 1.1 Capping works to Hazell Bros (Qld) Pty Ltd for the lump sum price of $6,536,352 and
a maximum contract sum of up to $6,971,657 for provisional items excluding GST.
B. Approve an overall project budget of $8,950,000 excluding GST including on costs.
REPORT
1. Project Background
The Noosaville Landfill located on Noosa Eumundi Rd is Noosa Council’s primary waste facility. The
landfill currently consists of 3 waste cells identified as Cell 1.1, Cell 2.1, and Cell 2.2. Waste
placement into Cell 1.1 and Cell 2.1 has ceased as these cells have reached their interim limits and
have gas (methane) capture infrastructure installed throughout the cells. Cell 2.2 constructed in
Page 3 of 18
Section 4
SPECIAL MEETING AGENDA 1 DECEMBER 2021
2013 and commissioned in 2016 is now the operational active waste cell at the landfill.
Since the construction of Cell 2.2 in 2013, there has been no major capital works targeted at the
continued operations of the site.
In 2019, Cell 2.2 was observed to be approaching its interim capacity limits and planning commenced
for construction of the new cell to facilitate continued operations of the landfill before Cell 2.2 reaches
its interim capacity limits in June 2022.
Historically, landfill cell expansions consist of the construction of a new cell of a generic/defined size,
in unoccupied areas beside the existing land formation. This has been Council’s method of planning
since the site’s establishment. However, with consideration of the landfill’s limited available space
and need for a data driven approach, waste specialist consultant ATC Williams was engaged to
assist in the development of a Landfill Master Plan for the site. The master plan provided a holistic
layout of the site to optimise cell footprints and future staging.
An extract of the master plan for the site is provided in Attachment 2: “Noosaville Landfill Project
Overlap and Sequencing”, for information.
The primary findings from the master plan were the opportunity for expansion of Cell 1.1 southward
to optimise the landfill airspace capacity (life span) in place of constructing new waste cells (Cell 3.1,
3.2 or 3.3) to the east, as originally planned.
Both options, expansion of Cell 1.1 or construction of Cell 3.1, provided a forecasted additional 2-3
years of operational life. However, construction of the Cell 1.1 expansion allows for better fill
continuity with the landfill’s main cells (Cell 1.1, 2.1 and 2.2) for a further 10 - 15 years of operations
up to the next interim height (RL40m) before further cell works is required.
2. Project Scope
The project scope of the Noosaville Landfill – Cell Expansion and Cell 1.1 Capping works originated
as two (2) Capital projects programmed for delivery over multiple financial years. The scope of works
generally included the following:
a) Cell 1.1 Expansion
• Design and construction of Cell 1.1 - expansion southward to align with the southern
limits of Cell 2.2 for immediate use.
b) Cell 1.1 Capping
• Design and construction of Cell 1.1 - final capping of decommissioned batter extents
using clay and earthen material available on site.
The project scope and estimates were generally based upon approximated areas and typical design
elements. This high-level scoping and cost forecasting was later deemed unsuitable for the site’s
material suitability, design extents and complexity.
The detailed design identified that work in addition to the original project scope was required to
construct a functional and compliant waste cell for the site. Additional geological testing and
interrogation of the site’s available earthen material identified a lack of suitable clay on site, meaning
large quantities of clay would need to be imported during construction which is a risk as clay is widely
scarce and expensive.
This better understanding of the site’s geological conditions and functional/operational requirements
resulted in a rescoping of the original project scope for compliance. A summary of the required scope
additions and design layout is provided below:
a) Cell 1.1 & 2.2 Expansion (FY20/21)
• Design and construction of Cell 1.1 expansion, [Red]
• Design and construction of Cell 2.2 expansion, [Blue] (new)
• Design and construction of cell perimeter haul road, [Orange] (increase)
• Design and construction of new SW5 clean water and dirty water drains, [Purple] (new)
• Design and construction of new SW5 HES Basin, [Purple] (new)

b) Cell 1.1 Capping (FY22/23)
• Design and construction of Cell 1.1 final capping layer, using imported clay or
combination of geomembrane liners, [Green] (design change)
Figure 1. Works locality plan
3. Construction Scope
The construction tender for the Noosaville Landfill – Cell Expansion and Cell 1.1 Capping works is
the combination of the two (2) abovementioned Cell expansion and Cell capping capital projects.
The projects were packaged together and spread across multiple financial years for delivery due to
their similarity in construction resources (speciality contractors, equipment, and materials) and
overlapping site management requirements. In general, the scope of the construction works include:
a) Cell 1.1 & 2.2 Expansion (FY20/21)
• establishment and management of construction and environmental controls
• construction of new SW5 clean water and dirty water drains
• construction of new SW5 HES Basin
• construction of cell perimeter haul road
• all works for the expansion of Cells 1.1 & 2.2 (completed by speciality civil and liner
contractor)
b) Cell 1.1 Capping (FY22/23)
• establishment and management of construction and environmental controls
• construction of new clean water and dirty water batter drains
• all works for the construction of Cell 1.1 final capping layer (completed by speciality civil
and liner contractor)
Early work has been coordinated by Council independent of the construction contractor in
preparation for the main construction works to compress the overall delivery program. These works
included demolition of existing structures, vegetation clearing, relocation of operational stockpiles
Page 5 of 18
Section 6
SPECIAL MEETING AGENDA 1 DECEMBER 2021
and extension of the existing gas infrastructure. Other benefits of early works include reducing the
risk of interactions with the landfill’s operations contractors (such as Cleanaway and LMS Energy)
reducing program risk and cost variation from either party.
All early works are programmed for completion before the construction program milestones, enabling
the completion of the expansion and capping works as planned. If required, the contractor may be
requested to assist with early works if beneficial to the project’s delivery.
4. Budget
The original multiyear budget for the project is $5,266,000.
Following approval of tender acceptance, the multiyear project budget will be $8,950,000 and is
inclusive of all costs to date, design, project management, early works, demolition, and construction
as per the following breakdown:
Table 1. Project Cost Breakdown (multiyear)
Work Item Cell Expansion Cell Capping
Design & Planning $200,000 $200,000
Permits $20,000 $25,000
Procurement $10,000 $15,000
Project Delivery / Quality Management $300,000 $300,000
(Internal & External)
Construction $4,065,000 $3,815,000
Inclusive of Early works, Demolition, Tendered works &
provisional items, and on costs
Sub Total $4,595,000 $4,355,000
Summed Total $8,950,000
The revised project budget of $8,950,000 is $3,684,000 higher than the original multi-year budget of
$5,266,000. This increase is due to the combination of the following differences from the original
2020 project estimate:
Addition of design and construction of SW5 HES Basin, dosing system, clean water drains,
dirty water drains, and subsequent demolition, vegetation clearing, and revegetation works.
Addition of design and construction of Cell 2.2 expansion requirements, and subsequent
extension of perimeter road.
The final Cell 1.1 expansion limits (area) being larger than the original design estimate.
Ground conditions beneath Cell 1.1 being poorer than original expectations, requiring an
engineered subgrade treatment.
The original cost estimate was based on earthen materials (i.e. clay) being available on site.
Geotechnical investigations indicate limited suitable clay material is available on site requiring
alternative capping designs and material imports in addition to the original estimate.
The current market is experiencing a shortage in material and contractor availability,
disincentivising market competitiveness.
The projects budget shortfall and funding resolution is discussed further below within the Finance
section of this report.
5. Tender Process
Due to the forecasted construction cost for the packaged landfill works being greater than $200,000,
staff prepared and invited written tenders in accordance with the Local Government Act 2009. ITT
No. T000059 was released via VendorPanel on 27 September 2021 and advertised in Noosa Today
on 30 September 2021. The tender closed on 29 October 2021 with four (4) conforming submissions
received.

6. Tender Assessment
Tenders were received from the following firms, listed in alphabetical order:
Civilmart Group (Tellam)
DECC Environmental Pty Ltd
Hazell Bros (Qld) Pty Ltd
Symal Infrastructure Pty Ltd
Teneo Group Pty Ltd
The Civilmart Group (Tellam) tender was deemed non-conforming and was not considered. Symal
Infrastructure Pty Ltd provided an alternative tender which was included in the tender evaluation.
The conforming tenderers were evaluated using the following evaluation criteria and weightings:
Table 2. Tender Evaluation Criteria & Weighting

Attachment 1 presents the evaluation outcome of the conforming submissions against the above
criteria.
The tender evaluation panel completed the evaluation process and considered Hazell Bros (Qld) Pty
Ltd to be the most advantageous to Council, presenting strong capability, understanding and the
best value for money.
Hazell Bros (Qld) Pty Ltd’s tender submission is most favourable based on their tender
demonstrating the following:
High level of experience and capability to construct landfill projects of a similar nature.
A detailed methodology demonstrating their understanding of the scope.
Program to complete the work by Councils important milestones.
Certified Quality System.
Certified Workplace Health and Safety systems.
Overall best value for money benefit for Council for the project scope.
7. Program & Next Steps
Hazell Bros (Qld) Pty Ltd propose material procurement and on-site establishment to commence in
January 2022 with practical completion of the expansion works towards the end of May 2022 and
the capping works towards the start of September inclusive of a wet weather allowance. Hazell Bros
(Qld) Pty Ltd program duration is 35 weeks.
Early award of the tendered work enables the contractor to commence material procurement early
and lowers the risk of delay due to supply disruption of construction materials. The current expected
lead time for the liner materials which is used for the cell expansion is estimated as 8-12 weeks.
Council is currently generating its forward-thinking Waste Strategy which will include (but is not
limited to) increasing diversion from landfill, hence further extending the life of the landfill, and
improving the capital return.

EXECUTIVE SUMMARY
The design and delivery of the Noosa Parade Corridor Upgrade is a key project partially funded
by the Department of Transport and Main Roads (TMR) Cycle Network Local Government
Grants Program (CNLGGP) with additional funding provided by Noosa Council.
A Request for Tender (RFT) was advertised on 17 September 2021 and closed on 19 October
2021.
Three respondents provided submissions. One was identified as non-conforming and was not
considered further. During the evaluation of the remaining two submissions, which included
post tender clarifications, a second response was also deemed non-conforming.
The tender price is outside of Council’s allocated budget and requires additional budget to
complete the project.
The comprehensive assessment of the two tenders resulted in the recommendation to award
the contract to Bellwether Contractors Pty Ltd.
Endorsement of the recommendation will allow the contractor to mobilise in January 2022.
Recommendation to approve a total project budget of $8,087,225 excluding GST, including
contract value and on-costs.
RECOMMENDATION
That Council note the report by the Infrastructure Planning, Design and Delivery Manager to the
Special Meeting dated 1 December 2021, and:
A. Award Contract T000055 for the construction of the Noosa Parade Corridor Upgrade works to
Bellwether Contractors Pty Ltd for the lump sum of $6,739,146.26 (excl. GST); and
B. Approve the total project budget of $8,087,225 (excl. GST).
REPORT
