• ZEN Inc. was an original community partner. chosen to work with Dr Saul
Griffith’s Rewiring Aust. Project, for the Noosa Shire community.
• A 2025 highlight was securing Dr Saul Griffith to visit as part of
his Fairer, Faster Tour, promoting his latest book Plug In: The
Electrification Handbook.
• 250 people attended the ZEN Inc. community Forum – “An evening with Dr
Saul Griffith” at Sunshine Beach Surf Club,
• Forum helped answer participants questions about the energy transition
• ZEN Inc. promoted our Rewiring Noosa Toolkit developed for us by
Rewiring Australia.
• The Toolkit, including 7 videos, shows how the Noosa Shire
community can manage their energy use, be more energy efficient,
coupled with solar, batteries and monitoring systems.
• These tools are help Noosa Shire community members (homeowners and
renters alike) save money, AND reduce their carbon footprint.
Impact: 11 community forums in 2025, highlighted how to Electrify Everything, have helped
people learn how they reduce their energy use, save money on their energy bills and reduce
their carbon footprint on the journey towards net zero emissions for the Noosa Shire
community.
Thanks to Noosa Council for it's support for this event.
6. Energy Management - MOU with Energy Flex
• ZEN’s MOU with Noosa Shire business EnergyFlex, provides a FREE service
to helps Noosa households and SME’s understand and manage their energy
use
• Provides practical ways to cut costs and reduce emissions.
• Seeing energy use helps behaviour change e.g. running home appliances
when the sun is shining or for SME’s scheduling energy-intensive tasks,
equipment operation or refrigeration cycles with high solar generation or
lower-cost grid energy.
• Saving energy doesn’t mean going without. With the Energy Flex app,
homes or workplaces can become more energy efficient - simply and easily.
• Even small improvements in how and when you use energy can deliver real

savings for your home and your business.
Disclaimer: While ZEN Inc. receives a small fee when clients sign up via the ZEN
Inc. portal, ZEN Inc. decided to collaborate with Energy Flex as it is a free app that
helps Noosa homes and businesses to make savings on their energy bills and helps
reduce their emissions as a result of behaviour change.
Impact: Savings will vary, however typical savings range from $500 - $700 a year or more. 23
people signed up in the first full month of operation.
7. Noosaville Community Battery
• ZEN Inc’s 5 years of groundbreaking work, including commissioning a
Business Plan for a Network of Community Batteries in the Noosa Local
Government Area, led to a consortium (ZEN Inc., Yarra Energy Foundation,
and Noosa Council), for the $500,000 federally funded community battery in
Noosaville.
• ZEN Inc. was key to negotiating a sponsorship agreement between by
Energex and Noosa Council and Yarra Energy Foundation (YEF) in 2024,
• Energex adopted the Noosaville Community Battery as “pilot”, i.e. Energex
now covers the tariffs for 5 years – saving Noosa Ratepayers $, while future
financial viability is investigated.
• In 2025, ZEN Inc. conducted further community consultation for Yarra Energy
Foundation (YEF) and Noosa Council. Residents in the Noosa Bushlands
Community were updated about the progress of the community battery
installation. For further detail see the ZEN Inc. 2025 Annual Report.
Impact: 70 households in the Noosa Bushlands Estate will be able to draw their evening
energy use from the battery instead of buying fossil fuel generated energy.

ZEN Inc. really appreciates Noosa Council, Federal and Queensland Government funding. Expo donors
and sponsors also greatly assist our work. We have a collaborative working relationship with a number of
key stakeholders, especially Noosa Council, Yarra Energy Foundation (YEF), Tourism Noosa and Noosa
Junction Assoc., Noosa Biosphere Reserve Foundation (NBRF) and Energy Qld. to name a few. We thank
them all for their support.
7. How Alliance Partnership Funding has Assisted ZEN Inc
The Council Alliance Partnership Funding is the enabler that has allowed ZEN Inc. to have a:
a. Program/Project Manager (incl. Expo) - Rex Halverson, from Jan. 01, 2025 to Dec. 31,
2025, for 19 hours per week
b. Secretariat/Administration Officer - Rex Halverson from Jan. – Aug. 2025 and then from
Sept., - Dec. 2025, by Amy Butler, who is still in the role for 10 hours per week.
c. Marketing & Communications package (for 9 months only) - SAGE Lite was the least
expensive monthly PR & Marketing package that ZEN Inc. could afford. Volunteers and the
Program/Project manager still contributed significant time to PR & Marketing (newsletters
(full or part development), writing print media and many social media posts, including for
the EV & Electrify Everything Expo and minor website updating.
d. Website Upgrade - start of this process only.
e. Admin. Expenses.
See amounts itemised in table below.

Page 12
A. How Alliance funding has Helped ZEN Inc.
Running ZEN Inc. is like running a small business. These paid roles are crucial in assisting volunteers with
of ZEN Inc’s. programs/projects and the internal organisation and operations by:
i. It is now necessary to pay people to do roles that have previously been done by
volunteers e.g. the ZEN Inc. project manager role for the Expo, and assistance with
communications and marketing.
ii. Getting dedicated volunteers to commit the hours required for ZEN Inc. to function
as an organisation, as well as to do project work, is getting very difficult (as it is for
many organisations).
Following the Alliance Partnership Funds being raised to $125,000 per year for years 2 & 3 of the
agreement from July, 2024, this enabled ZEN Inc. to:
iii. these paid roles have helped take the majority of admin. work and some project
work from the volunteer ZEN Inc. Chair, (who still works as the volunteer CEO for
40 – 50 hours per week) and the Treasurer (who also works 30+hours per week in
the Treasury role) to lead projects and prevent volunteer “burn out”.
iv. Provide ongoing staffing support compared with the need to reply for funding every
year and having an “on again, off again” staffing model, that interrupted project
implementation.
v. This additional funding will supplement what we currently have to assist ZEN Inc. to
continue to do what we do including:
1. Large projects
2. Community Engagement
3. Community Education and Awareness Raising
4. Policy development & advocacy and
5. Work with Stakeholders that:
assists Council to implement the Climate Change Response Plan & many other plans through behaviour
change to help move the Noosa Shire Community closer to net zero greenhouse emissions.
B. Practical Funding Challenges
The 4 – 5 month time lag in receiving Alliance Partnership Funds in Years 2 & 3 (July 2023-2024 &
2024 – 2025 financial years) when it was received in mid to late Oct. in 2024 & 2025, means:
i. ZEN Inc. had to fund the above roles by juggling expenditure out of yet to be spent grant funding
from other grants and then reimbursing them, and/or using reserves from previous Expos.
earmarked for the next Expo if sponsorships/exhibitor fees/donations were ess than budgeted
expenses.
ii. It gives the illusion of substantial funds at bank at the end of a calendar year (also the end of
ZEN Inc. financial year), when in fact it was funds meant for the previous 6 months.
iii. This funds the majority of funding for the following calendar year, i.e. in 2025, funding for
Alliance Partnership Funds Year 2 was used to close to the end of the 2025 calendar year,
12
Zero Emissions Noosa Inc. | Operational Report 2025 · Page Zero Emissions Noosa Inc. | Operational Report 2025 · Page
Zero Emissions Noosa Inc. | Operational Report 2025 · Page
Page 13
when we started to spend frorn Alliance funds Year 3. We should have been spending from
Alliance Partnership Funds Year 3 funding from 01 July, 2025 if funding had been received
by then.
iv. Having Marketing assistance for 12 hours per month was to enable the ZEN Chair to spend
more time working at the strategic level to develop collaborative relationships and be involved
developing in strategically important projects. However, this has been less than expected as
website rebuild costs have been more than expected. Hours earmarked for Marketing and PR
had to be used for the website rebuild. The ZEN Inc. chair had to resume newsletters and
other jobs. Some marketing of events & social media had to be done by volunteers who do not
have the same expertise as a professional marketing person.
Alliance Funding Role Funded
Year 2:
$55,436.03 Program/Project Manager @ 19 Hours per week

g. Working with everyone from volunteers to management, conveying
information to people who are may not be specifically trained in a task,
as ZEN Inc is a non-profit organization
h. Being present face to face for meetings as required, otherwise on line.
This also enables ZEN Inc. volunteers, including the Chair and Treasurer to seek
more funding sources at a strategic level, build further collaborative
relationships with key stakeholders & free up our Chair & volunteers time to
work on projects.

was very difficult to get a person with the skills and experience needed at the
rate we are paying, we were very fortunate that Rex Halverson agreed to do this
role as well as the project manager role from Jan. – Aug., 2025.
Total Wages = This role supports ZEN Inc. and it’s members and volunteers, via an agreed
workplan, to undertake it’s cutting-edge projects by supporting the Board and

Community making the transition to net zero.
Some additional funding for our Comms. package has enabled ZEN Inc. to engage
our professional marketing person for more hours per month to help us better
engage with our audience and get more people to ACT (change their behaviour)
to be part of transition to renewable energy and e transport.
Implementing a more strategic marketing plan for greater community
engagement with all projects to have greater community action.

8. Utilisation of 2025 Funding/Projects & Status/Time frames
All but one of ZEN Inc’s funded projects in 2025 have been, or will be completed, within the required
timeframe. The Noosa Council grant for Energy Assessments and Upgrades for Low Income and
Vulnerable Households, required a variation to re-focus the project, due to the difficulty of engaging with
organisations to select the households to be involved.
The Go Car Free Day project, again funded by Council, was due to be acquitted on 15 Dec., 2025.
However, this funding was not expended on all items listed in the approved budget due to Go Car Free
Day falling in the school holidays in Qld. This made it difficult to engage with locals, so the project was
reoriented, with the agreement of the Council Climate Change Officer. The timeframe was extended to
April 2026, with the remaining funds being transferred to the ebike library project enabling it to continue
operation longer than it was previously funded. The e bike library is a key way to remind people about
how they can Go Car Free.

ZEN Inc. is actively seeking donations to it’s Public Fund Account.
11. Any significant delays in performing the ZEN Inc. program for this Agreement
The biggest risk for Council and ZEN Inc. is finding sufficient volunteers to be project leaders and to
actively drive projects and source future funding sources. Hence, the ability to appoint a part time
Program/Project Manager in late 2024, has partly assisted our volunteers in 2025 with projects. Getting
dedicated volunteers, with time, since COVID has been difficult, and many of the very active volunteers
who have been involved with ZEN Inc since it’s inception or for many years, (after having given thousands
of hours of volunteer time to ZEN Inc. & Council), have stepped back from being actively involved in ZEN
Inc. projects. ZEN Inc. is actively recruiting new volunteers to assist with our work.

ZERO EMISSIONS NOOSA Inc
ZEN Inc STRATEGIC PLAN 2023-2026
Introduction
Our vision is for net zero emissions in Noosa Shire.
Zero Emissions Noosa Inc seeks to make Noosa Shire a leading local government region in
zero emissions. We seek to do this by supporting the community in the transition to net zero
emissions through project leadership, advocacy, and the provision of information to all
sections of the Noosa community.
Our strategic plan outlines how we will achieve this mission as we seek to seize new
opportunities and meet the challenges of the future. While our strategic plan is future
focussed it is grounded in our contemporary operating environment which is heavily
influenced by the pressures on our resource base – both financial and human.
Since ZEN Inc was founded in 2016, the need to reduce emissions is more pressing than
ever if we are to avoid catastrophic climate change. The transition to a cleaner energy future
has seen more changes and challenges than at any time in recent years. Meeting the needs
of our community in this space is a major challenge, but also a significant opportunity.
This strategic plan sets out our vision for the future and a framework for its delivery over the
next three years. It includes:
● our vision for net zero emissions in Noosa Shire.
● the roles that define where we will work to deliver the vision.
● our aims within those roles; and
● an outline of our priorities in delivering those aims.
28

Page 29
Through our planning process we have developed strategic priorities for the next three years
framed around our two key goals:
● Promoting community actions to achieve net zero emissions.
● Developing a sustainable organisation
This strategic plan is not a static document and the Board, and its working groups will give
ongoing consideration to ideas and suggestions that have been put to us as well as giving
consideration to an increasingly dynamic and challenging environment throughout the period
of this plan.
Each year we will report on how we have delivered on this strategy at our annual general
meeting and through our annual report.
Organisational Description
Zero Emissions Noosa Inc (ZEN Inc), established in 2016, is an incorporated, not-for-profit,
community organisation with the key objective of assisting the Noosa community achieve net
zero emissions in the Noosa local government area. ZEN Inc has been actively pursuing
several strategies aimed at achieving this objective.
It is the leading community organisation in this field and the only community organisation
solely dedicated to emissions reduction across the Noosa Shire.
The two key objectives of the organisation have been to drive projects in the stationary
electricity and transport areas aimed at assisting individuals, businesses, and the community
at large, in contributing to emissions reduction.
The core work of the organisation is carried out by two working groups – ZEN E (Electricity),
ZENTAG (Transport) and the EV & Electrify Everything Expo. The focus of ZEN E’s work is
on projects that assist in reducing emissions in the stationary electricity sector with initiatives
that assist a greater uptake of solar as well as storage and other initiatives. ZENTAG’s focus
is on reducing emissions from transport by encouraging, advocating and demonstrating low
emissions alternatives to the dominant petrol / diesel driven motor vehicle. The Expo
Working Group focuses on the annual EV & Electrify Everything Expo is ZEN Inc’s flagship
event.
Organisational support is provided through the work of three sub-committees; Finance &
Fundraising; Governance & Operations; and Communications & Advocacy.

Situation Analysis
In developing this strategic plan, we examined the internal and external environment in
which the organisation operates with a view to addressing some of the threats that we face
while seeking to maximise the opportunities before us.
Since its formation in 2016, ZEN Inc has had, as its vision, “net zero greenhouse gas
emissions across the Noosa region by 2026”. While progress has been made in reducing
emissions across the Noosa Shire, realistically we have no agreed way of measuring
whether we will achieve that goal within the stated timeframe.
While ZEN Inc remains strongly committed to its mission to achieve net zero emissions, we
have dropped the 2026 timeline from our vision statement and modified it accordingly.
We recognise that we are operating in a rapidly changing environment. While that poses
threats as to whether we have the capacity and resources to manage those challenges, we
hope to capitalise on the opportunities presented by the changing environment. The strength
of the organisation lies in a highly experienced and committed Board and a volunteer and
supporter base committed to taking practical action to help reduce emissions across the
Noosa Shire.
Internally, the organisation lacks a strong financial base and some strengthening of our
governance arrangements will assist the way we work. Our undoubted strength is our
commitment to several key project initiatives that have firmly placed the Noosa Shire as a
leading local government area on the road to a net zero emissions future. However, while
our key focus remains on our project work, we recognise that our project teams need to be
supported by a well-resourced and efficient organisation.
Building on our signature strength of innovative project work, our strategic plan continues to
focus on project delivery that helps the community move towards a reduction in net zero
emissions. For example, the “Electrify Australia” movement led by Saul Griffith offers
significant opportunities for ZEN Inc to assist the community at the local level. Providing
guidance in helping households to “electrify the home” while also developing initiatives that
will assist in “electrifying everything” presents us with several opportunities.
32
Zero Emissions Noosa Inc. | Operational Report 2025 · Page Zero Emissions Noosa Inc. | Operational Report
2025 · Page Zero Emissions Noosa Inc. | Operational Report 2025 · Page
Page 33
Federal Government policy and funding initiatives also provide opportunities which ZEN Inc
will continue to embrace.
While we have enjoyed several high-profile successes, there is a recognition that our
communications could be improved to maximise the impact of our initiatives and more time
needs to be spent on stakeholder engagement. The benefits that our work brings to the
community, as the leading source of information on emissions reduction in the Noosa LGA,
needs to be better explained.
Demonstrating how we deliver benefits to the Noosa community is both a challenge and an
opportunity.
A lack of brand identity could be strengthened as there is a perception that ZEN Inc’s. is
done by Council.
There is an opportunity for both ZEN Inc and Noosa Council to clarify our respective roles to
work collaboratively to assist the Noosa community on its journey to net zero emissions.
The provision of community education on emissions reduction strategies offers an ongoing
opportunity.
Strategies
The key priorities and higher-level elements identified through our SWOT analysis have
informed our strategies. The strategies inform the ZEN E and ZEN TAG plans and the
activities of our three sub-committees.

Key Actions
The Strategic Plan is our overarching planning document and guides the work of our working
groups and sub-committees.
Specific actions will be progressed through the two working groups and three sub-committees to
give effect to the strategies identified in the Strategic Plan
Monitoring and Evaluation
Our planning and reporting framework is designed to support the implementation of this plan and
the realisation of our vision for an emissions free Noosa.
The strategic plan identifies the key measures of our success and the outcomes that we hope to
achieve as measured against our two key focus areas (goals) and the strategies we will employ.
Performance against these outcomes will be reviewed, where possible, throughout the year but
at least once each year, and reported to enable the Board to monitor progress.
Working groups are encouraged to develop measures of success for their respective projects
and activities as outlined in their action plans.

Notes to the Financial Statements
ZERO EMISSIONS NOOSA INC
For the year ended 31 December 2025
1. Summary of Significant Accounting Policies
The financial statements are special purpose financial statements prepared in order to
satisfy the financial reporting requirements of the Associations Incorporation Act QLD.
The committee has determined that the association is not a reporting entity.
The financial statements have been prepared on an accruals basis and are based on
historic costs and do not take into account changing money values or, except where
stated specifically, current valuations of non-current assets.
The following significant accounting policies, which are consistent with the previous
period unless stated otherwise, have been adopted in the preparation of these financial
statements.
Cash on Hand
Cash on hand includes cash on hand, deposits held at call with banks, and other short-
term highly liquid investments with original maturities of three months or less.
Revenue and Other Income
Revenue is measured at the fair value of the consideration received or receivable after
taking into account any trade discounts and volume rebates allowed. For this purpose,
deferred consideration is not discounted to present values when recognising revenue.
Interest revenue is recognised using the effective interest method, which for floating rate
financial assets is the rate inherent in the instrument. Dividend revenue is recognised
when the right to receive a dividend has been established.
Grant and donation income is recognised when the entity obtains control over the funds,
which is generally at the time of receipt.
If conditions are attached to the grant that must be satisfied before the association is
eligible to receive the contribution, recognition of the grant as revenue will be deferred
until those conditions are satisfied.
All revenue is stated net of the amount of goods and services tax.
Goods and Services Tax (GST)
Revenues, expenses and assets are recognised net of the amount of GST, except where
the amount of GST incurred is not recoverable from the Australian Taxation Office
(ATO). Receivables and payables are stated inclusive of the amount of GST
receivable or payable. The net amount of GST recoverable from, or payable to, the ATO
is included with other receivables or payables in the assets and liabilities statement.
