Re: Response to Sunshine Coast Regional Further Information Request of 19 November 2013 -
Noise,
Dust & Odour Issues -
Proposed Poultry Growing Sheds, Ridgewood
L26013/BH/12-002
The results of the updated odour modelling demonstrate that, for each of the above
stockpile odour emission rate scenarios, cumulative odour impacts will comply
with the Queensland odour guideline at surrounding residential dwellings.
The Scenario C at 53.3 OU/m2/second odour emission rate based upon the ’10 times
higher’ sample referenced in the SCRC information request is not considered to be
valid for reasons stated above.
The results of the modelling for Scenario B and Scenario D have been considered in
the context of the other properties owned by the applicant at 146, 124, 172 and 224
Top Forestry Road, as follows:
Using the Scenario B odour emission rate (as per MWA report) a house could
be constructed outside of the odour guideline contour at 124 & 224 Top
Forestry Road. The existing house at 146 Top Forestry Road and all
potential house sites at 172 Top Forestry Road would not comply with the
Queensland odour guideline.
Using the Scenario D odour emission rate (as per MWA report) a house could
be constructed at the southeastern parcel of 124 Top Forestry Road at a
location compliant with the odour guideline. The only location available at
224 Top Forestry Road for a dwelling is within the electrical easement. The
existing house at 146 Top Forestry Road and all potential house sites at 172
Top Forestry Road would not comply with the Queensland odour guideline.
Discussion of potential options to address Council officer concerns in relation to
houses on the affected properties that are owned by the applicant is contained in the
response to 3. above.
5. There is no information about the potential cumulative impacts be of the odour from the
sheds, compostingjstockpiling and the spreading on the sensitive receptors. Please
provide additional information about the cumulative odour impacts of spreading the
stockpiled manure on the farm.
The odour model has considered the cumulative impacts associated with the poultry
growing sheds and the litter stockpiling/composting. As discussed with Council
officers at a meeting held on 20 November 2013, it is not considered feasible to
model cumulative odour impacts from the spreading of litter because the locations
and times of spreading will vary under differing meteorological conditions at various
times. Rather the spreading of the litter should be done in accordance with
management practices that minimise potential off-site impacts.
