          INVITATION TO TENDER — COMMERCIAL HIGH USE PERMITS FOR USE OF
                                         COMMUNITY LAND

                                    PROBITY ADVISOR’S REPORT

       1.     On 12 February 2021, | was instructed to act on behalf of Noosa Shire Council (“Council”) as
              Probity Advisor for the procurement process associated with Contract No: T000037
              Commercial High Use Permits for use of Community Land (“the Procurement Process”).

       Brief and Scope of Engagement

      2.      | was briefed with the following documents:

              (a)    Invitation to Tender;

              (b)    Conditions of Tender;

              (c)    Tender Response Form;

              (d)    Draft Standard Permit Conditions;

              (e)    Attachment 1 — Commercial Use of Community Land Policy;

              (f)    Attachment 2 — Indicative Permit Locations Map;

              (g)    Procurement Probity Plan signed by members of the Evaluation Panel;

              (h)    Draft Council report for 17 May 2021 meeting, draft as at 5 May 2021, including the
                     Evaluation Workbooks proposed to be attached to that report;

              (i)    All other documents uploaded by the Evaluation Panel to the Microsoft Teams group
                     “High Permit Use Docs”, to which | was added as a guest member.

      3.      The scope of my engagement was:

              (a)     to review the documents with which | was briefed;

              (b)     to be available to attend, via video conference, meetings of the Evaluation Panel as
                      requested by the Evaluation Panel;

              (c)     to be available generally to answer any questions raised by tenderers, members of
                      the Evaluation Panel, Council staff or any other participants in the Procurement
                      Process;
