3. Site Details and Description of Operation
The proposed operation is described in detail in the Town Planning Report. Details
pertinent to the acoustic assessment are summarized below.
The proposed café will occupy approximately 37m2 total indoor space, with 28m2 for
the serving and indoor customer area. An additional total of 13.3m2 of outdoor
dining area/footpath trading is also proposed. The café will cater for up to 24
patrons in total.
The staff car parking and service area is to the rear of the tenancy, accessed via
Douglas Lane.
The café has two roller doors each a little under 3m on the Duke St frontage, and a
smaller personnel access roller door from the kitchen area to the rear of the site.
Ambient music will be played inside the café, however it is understood that there are
no external speakers proposed.
A subsidiary liquor licence will be applied for as part of the café operations to enable
patrons dining to have the choice of consuming an alcoholic drink with their meal.
The proposed maximum hours of operation for the café are 6:00 am to 10:00 pm
Monday to Thursday, and 6:00 am to midnight Friday to Sunday.
4. Potential Noise Impacts
Potential noise sources associated with the café operation include:
Vocalisations from patrons, particularly in the outdoor areas;
Music;
Waste disposal from the kitchen to the bins at the rear of the site;
Vehicles at the rear of the site; and
General operational sounds e.g. roller doors being opened and closed,
kitchen, sounds associated with dining such as cutlery, plates and glasses
making contact with each other or another hard object, chairs moving etc.
5. Existing Acoustic Environment and Noise Criteria
The Noosa Plan Division 15 (Specific Outcomes and Probable Solutions for the
Eastern Beaches Locality) specifies the following outcome for amenity:
“Uses are located, designed and operated to avoid significant adverse changes to the
light, air quality, noise, accessibility or other conditions enjoyed by users of
associated, adjoining or nearby uses.”
The site is within an existing commercial building, there are existing café/dining
establishments on the same street block, and the general area is medium-density
residential with other holiday accommodation including a backpacker’s hostel in the
area. Pedestrian traffic and people talking along Duke St is associated with all of
these land uses. Therefore the nature of sounds from the café are considered to be
