Each focus area includes:
    Goals: the desired state Council seeks to maintain or achieve over the next 10 years
    Strategies: to help guide the organisation and its partners to focus their combined efforts
       and to share in the delivery
    Targets: measurable indicators with a baseline to track progress
    Strategic outcomes: the desired policy outcomes Council is seeking to achieve.

Under the Implementation section there is a summary of each of the targets presented throughout
the Environment Strategy, with a baseline and description of how we will measure our progress.
