Proposed Service Station, 175 Eumundi Noosa Road, Noosaville
1 Introduction
MRCagney has been commissioned by Asher Capital to undertake a traffic engineering assessment of a
proposed service station and convenience store to be located at 175 Eumundi Noosa Road, Noosaville
The opening year of the proposed development is anticipated to be 2019, therefore the critical design year for
traffic analysis purposes would be 2019, in line with the Department of Transport and Main Roads (DTMR) Guide
to Traffic Assessment (2017)1.
This report will accompany a Development Application to be lodged with the Noosa Shire Council, addressing
the following traffic-related issues:
The traffic impacts of the proposed development on the adjacent external road network;
The site access arrangement of the proposed development;
The recommended works on the external road network associated with the proposed development (if
required);
The car parking provision; and
The servicing arrangement.
A summary of the findings is included within Section 5 of this report.

2 Existing Conditions
2.1 The Subject Site
The proposed service station with convenience store will be located at 175 Eumundi Noosa Road, Noosaville.
There are currently two existing shop uses on the site, located at Lot 1 on RP131576; these will be demolished
and replaced by the proposed service station. Figure 2-1 below illustrates the site location in relation to the
surrounding road network. The subject site fronts and connects onto Eumundi Noosa Road as shown below.

3 Proposed Development
3.1 Description
The proposed development includes a service station with a convenience store. The proposed site plan,
prepared by Nettleton Tribe, is included within Appendix A of this report. As illustrated on the site plan, a total
of 10 car parking spaces are proposed for the site. The service station will have two vehicular crossovers on
Eumundi Noosa Road (one left-in ingress and one left-out egress). All drivers would enter the site via the
western ingress (left-in), circulate clockwise through the site and leave the site via the eastern egress (left-out).
It is noted a bus stop currently located between the existing crossovers on the subject site will need to be
repositioned slightly.
The proposed accesses on Eumundi Noosa Road have been assessed against the design criterion of:
The Noosa Shire Council Business Use Code: Service Station; and
AS2890.1:2004 – Parking Facilities Part 1: Off Street Car Parking2.
Table 3-1 summarises the assessment of the accesses against the noted code and standard. As indicated within
Table 3-1, the design of the proposed accesses along Eumundi Noosa Road generally complies with, or provides
acceptable solutions to, the NSC Planning Scheme and relevant Australian Standards.

Page 9
Proposed Service Station, 175 Eumundi Noosa Road, Noosaville
As illustrated on the proposed site plan provided in Appendix A of this report, the proposed service station will
provide 10 car parking spaces, which is 2 spaces less than the car parking requirements of the Noosa Shire
Council Planning Scheme.
This minor reduction is considered acceptable given the Council policy does not account for linked trips
(customers who will be buying fuel and using the shop). The Queensland Department of Transport and Main
Roads4 design guide states that up to 30% of patrons to service stations with convenience stores stop only to
shop and up to 20% stop for refueling and goods.
A conservative allowance of 15% has been made to the total parking demand, which also accounts for customers
who will be parked at a fuel pump. Table 3-3 below illustrates the results of temporal demand analysis, with the
“demand - individual“ row representing the total parking requirement and the “demand - linked” row the total
demand once this 15% discount is incorporated.
This suggests the requirement of 12 car parking spaces is excessive, considering the times at which the two land
uses experience their peak demand. Accounting for customers parking at fuel pumps (spaces not counted
towards the provision), a supply of 10 car parking spaces would be sufficient for the development.
The architectural layout (Appendix A) indicates there are three spaces located against the loading zone. While
two of the spaces would be used by staff, noting that up to 30% of patrons are stopping just to shop, suggests
the demand for 7 spaces for the ‘shop’ land use, as stated in Council’s policy, is conservative (high side) for a
convenience store which is part of the service station. On this basis, provision of only 3 spaces for the shop use
is expected to satisfy the demand of patrons who only use the shop. This would reduce the Council policy
requirement to 8 spaces, meaning adequate parking is provided without consideration of the car park spaces
located within the vicinity of the loading zone.

3.2.2 Car Park Layout
A dimension check of the car park layout has been conducted, illustrated in MRCagney Figure 1 within Appendix
B of this report. Dimensions of the proposed car park layout would comply with (or slightly exceed) the
provisions of AS2890.1:2004 - User Class 3 (Ref. 1), as noted below:
Car parking spaces are a minimum of 5.4m in length and 2.6m in width;
Parking aisles are a minimum of 6.6m in width; and
Disability car parking spaces are a minimum of 2.4m in width, with an identical adjacent bay
(AS2890.6:2009).
3.2.3 Service Vehicle Provisions
The proposed service station has been designed to allow sufficient space for the manoeuvring of a 19.0m
articulated vehicle (AV), such as a fuel tanker. As demonstrated in MRCagney Figure 2, a 19.0m AV can stand
wholly on-site while situated at the refuelling point. It is proposed that the servicing area be blocked off
(approximate radius of 8.0m from the fill point) and closed to the public with traffic cones when a fuel tanker is
on-site and refuelling.
Provision has been made for 5.2m (B99) large cars to adequately circulate the site (all fuel pumps and car parking
spaces) as demonstrated in MRCagney Figure 6. Additionally, the figure illustrates the required manoeuvring
for vehicles to pass an AV (ingress and egress) during times of refuelling.
The manoeuvring of all vehicles expected to service the development have been assessed and the swept paths
of vehicles are illustrated in MRCagney Figures 3 to 5, included within Appendix B of this report.
Refuse collection will occur in the southern loading bay via a 9.9m front-loading refuse collection vehicle, as
specified by the Noosa Shire Council Planning Scheme Policy 9 - Waste Management.
3.3 Road Widening
MRCagney is not aware of any road widening being planned along Eumundi Noosa Road.
The road reserve width is approximately 38-40m. This width does allow for widening of the carriageway along
the site frontage. However, the control of the road network design, and hence capacity, are the two-lane
roundabouts along the corridor. The roundabouts would need to be converted to signalised intersections to
convert the road network to 6 lanes. These works would reflect a significant capacity upgrade which is likely to
be implemented within next 10 years.
Localised widening of the carriageway for either extension of cycle lanes or indented bus stops may currently
be up for consideration, but the proposed development does not preclude these minor works, if proposed,
because of the wide (~11m) verge.

4 Traffic Impact Assessment
4.1 Existing (2017) Traffic Volumes
Based on discussions during a pre-lodgement meeting, detailed traffic surveys were undertaken at the key
intersections near the site, namely the two roundabout intersections, to the east and west, along Eumundi Noosa
Road.
The traffic surveys were undertaken at the locations illustrated in Figure 4-1 during the following periods:
Weekday data aggregated into 15-minute groups between 7:00AM and 9:00AM; and
Weekday data aggregated into 15-minute groups between 2:30PM and 6:00PM.
These time periods are the typical peak operating periods for the surrounding road network and the service
station land use. The results from these surveys are illustrated in Appendix D of this report.

Figure 4-1: Traffic Survey Locations
(Source: nearmap)
The observed peak hour periods of the key intersections are listed below:
The Eumundi Noosa Road / Rene Street / Gateway Drive roundabout:
o Tuesday 18 October 2017: 8:00AM to 9:00AM; and
o Tuesday 18 October 2017: 3:15PM to 4:15PM.

The Eumundi Noosa Road / Eenie Creek Road / Eumundi Road / Commercial Access roundabout:
o Tuesday 18 October 2017: 8:00AM to 9:00AM; and
o Tuesday 18 October 2017: 3:00PM to 4:00PM.
While the AM peak periods of the two intersections surveyed were identical, the PM peak periods were not.
Therefore, individual peak traffic volumes have been conservatively adopted in this traffic impact assessment.
MRCagney Figures C1 and C2 within Appendix C illustrates the 2017 observed traffic volumes in the vicinity of
the subject site during the weekday AM and PM peak hour periods respectively.
4.2 Base Traffic Volumes
The opening year of the proposed development is anticipated to be 2019, therefore traffic capacity and
operation analysis was conducted for 2019, the critical design year in line with the Department of Transport and
Main Roads (DTMR) Guide to Traffic Impact Assessment (2017) (REF. 1).
An annual traffic growth rate of 3.0% has been adopted to estimate the future background traffic volumes
without the proposed development during the peak hour periods. Annual Average Daily Traffic (AADT) Data
from 2010 to 2016 was sourced for Eumundi Noosa Road just west of the site. The growth in annual traffic
ranged from 0.7% to 5.9%, with an average of 3.3% annual growth.
The 2019 base traffic volumes (MRCagney Figures C3 and C4) were calculated as follows:
2019 base traffic volumes = 2017 observed traffic volumes x (1 + 3.0%)2.
4.3 Proposed Development Traffic Generation
Trip Generation
Based on data published by RTA, the volume of additional traffic expected to be generated by the proposed
service station during the road peak hour periods was calculated and is summarised in Table 4-1 below.

The NSW RTA’s (now RMS) Guide to Traffic Generating Developments5 suggests traffic generation rates for a
service station use for the weekday PM peak period only, with TMR guidelines also not specifying an AM peak

period rate. For this assessment, an assumption has been made that the AM peak period rate is 50% of the PM
peak period rate.
Trip Segmentation
It is well accepted that a high proportion of trips generated by a service station are ‘drop-in’ trips. ‘Drop-in’
trips are also referred to as ‘pass by’ trips (the proposed development is an intermediate stop on a trip that is
made from an origin to a destination).
This traffic impact assessment is based on 90% of trips generated by the service station are designated as ‘drop-
in’ trips (10% of trips are ‘new’ or ‘primary’ trips). The ‘new’ trips, ‘drop-in’ trips and ‘total’ trips expected to be
generated by the proposed service station during the road peak hour periods are summarised in Table 4-2.

The trip directional distributions have been assumed to be 50% IN / 50% OUT during the peak hour periods.
Due to the ‘left-in, left-out’ site access arrangement, it is anticipated that most of the ‘drop-in’ trips are from
Eumundi Noosa Road westbound traffic. The service station is relatively small (no fast food outlet), therefore
minimal ‘drop-in’ trips are anticipated from eastbound traffic.
Considering this, the following percentages for the distribution of ‘new’ trips have been adopted in the
assessment:
Eumundi Noosa Road (to / from the west) 50%; and
Eumundi Noosa Road (to / from the east) 50%.
The anticipated ‘new’, ‘drop-in’ and ‘total’ traffic generations of the development are shown in MRCagney
Figures C5 to C7 within Appendix C.
4.4 Impact on External Road Network
Part B - Chapter 6 of DTMR’s Guide to Traffic Impact Assessment6 states that an assessment of the impacts on
intersection delay should be conducted for:
“All intersections where the development traffic exceeds 5% of the base traffic for any movement in the
design peak periods in the year of opening of each stage.”
6
“Guide to Traffic Impact Assessment”, DTMR.
9
Page 14
Proposed Service Station, 175 Eumundi Noosa Road, Noosaville
To test whether the proposed development would create a large enough traffic impact along Eumundi Noosa
Road and two surrounding roundabouts, the ‘new’ trips generated by the proposed service station (MRCagney
Figure C5, Appendix C) were compared to the base traffic volumes along Eumundi Noosa Road travelling
westbound in the opening year of the site (MRCagney Figure C1 and C2, Appendix C). This is the volume of
traffic entering the first roundabout surveyed.
The 2019 base traffic volumes, the ‘new’ OUT trips generated by the proposed development and the subsequent
percentage increase in traffic volumes are shown in Table 4-3 below.
Table 4-3: Percentage Increase in Traffic Volumes
2019 Base Volumes along ‘New’ OUT trips generated along

in Traffic Volumes
Westbound (vph) Westbound (vph)
Weekday AM 1153 4 +0.3%
Weekday PM 1543 8 +0.5%
As indicated in Table 4-3, the traffic likely to be generated by the proposed development will have an
insignificant impact on the operation of the external road network during the weekday AM and PM peak hour
periods, with the additional traffic generated by the proposed development expected to be substantially less
than 5% of the 2019 base traffic volumes for the westbound carriageway of Eumundi Noosa Road. Notably,
even with a higher proportion of primary trips, the increase in traffic flow would still be less than 5%.
It is therefore reasonable to conclude that the proposed service station does not warrant an assessment of the
operational performance of the Eumundi Noosa Road / Rene Street / Gateway Drive roundabout and the
Eumundi Noosa Road / Eenie Creek Road / Eumundi Road / Commercial Access roundabout.
4.5 Turning Warrants Assessment - Eumundi Noosa Road
Although the proposed development does not generate sufficient traffic volumes to warrant an assessment of
its external traffic impact, it is necessary to assess whether an auxiliary turn lane treatment is warranted at the
Eumundi Noosa Road site access. Applying the critical traffic scenarios (2019 AM and PM design scenarios)
ensures the warrants for the left-turn treatment of the Eumundi Noosa Road ingress are assessed against peak
traffic conditions.
It is noted that the posted speed limit of the eastbound carriageway of Eumundi Noosa Road is 60km/h
approaching the site. The warrants of the proposed site ingress for left-turn lane treatment are determined by
plotting the expected traffic volumes on the ‘warrant graphs’ included in Austroads’ Guide to Road Design Part
4A: Unsignalised and Signalised Intersections7. The relevant Austroads graph is Figure 4A-1(c) Warrants - Major
Road Turn Treatments - Normal Design Domain, Design Speed ≤70km/h, replicated as Figure 4-2 below.

Figure 4-2: Warrants for Turn Lane Treatments
The x-axis (QM) and y-axis (QL and QR) on these graphs relate to the following:
QR = Right-turn traffic volume (vph);
QL = Left-turn traffic volume (vph); and
QM = Major road traffic volume (vph), calculated in accordance with Figure 4A-2 (Ref. 3), replicated as
Figure 4-3 below.
Figure 4-3: Calculation of Major Road Traffic Parameter QML
By using the formula identified above, the following turn volumes (QL) and major road traffic volume (QML)
parameters for the left-turn movement for the 2019 design scenarios were established. These are summarised
in Table 4-4 below.
To determine the warranted left turn lane treatment, the traffic volume parameters calculated in Table 4-4 have
been plotted on Figure 4A-1(c) (Ref. 3). Figure 4-4 contains this plot, illustrated by O (2019 AM) and X (2019
PM).

Based on this plot, the warrant for an AUL left-turn treatment at the Eumundi Noosa Road ingress is met. Noting
the frontage of the site currently contains a kerbside parking land, Council would have the option to remove the
parking to provide the AUL. However, acknowledging the wide verge (~11m) and the formation of other
crossovers along the corridor, provision of an AUL by removing parking is not considered necessary in this
instance.

5 Summary of Findings
MRCagney has been commissioned to undertake a traffic impact assessment of the proposed service station
and convenience store to be located at 175 Eumundi Noosa Road, Noosaville.
The proposed site plan, prepared by Nettleton Tribe, is included within Appendix A of this report.
The opening year of the proposed development is anticipated to be 2019, therefore the critical design year for
traffic analysis purposes would be 2019.
The following is a summary of the findings of the assessment:
Access Arrangement and External Roadworks
The development will provide two vehicular crossovers. All staff and visitors to the proposed service station
will enter the site via the eastern ingress and exit the site via the western egress. The design of the proposed
accesses along Eumundi Noosa Road generally complies with and exceeds the requirements of the Noosa
Shire Council Planning Scheme and Australian Standards.
Based on the results of a turning warrants assessment, an AUL left-turn treatment is warranted for the
Eumundi Noosa Road ingress. However, considering the wide verge (~11m) and crossovers along the
corridor, is not considered necessary.
Car Parking Supply
Noosa Shire Council requires the proposed development provide 12 car parking spaces.
As illustrated in the site plan (Appendix A), it is proposed to provide 10 car parking spaces, including a bay
to check air and water in the eastern corner of the site, which is considered satisfactory.
Temporal demand analysis suggests that the requirement of 12 car parking spaces does not consider the
different times at which each land use experiences its peak demand for parking. This requirement also
neglects to consider the tendency of customers to visit the store while also refuelling. The stated car parking
provision does not include the 8 bays allocated at the fuel pumps, which would be used in this scenario.
Servicing
The servicing arrangement generally complies with the Noosa Shire Council Planning Scheme. The turn
manoeuvres of all vehicles expected to service the development have been assessed and the swept paths
of these vehicles are illustrated in MRCagney Figures 2 to 6, included within Appendix B of this report.
Car Park Layout
A dimension check of the car park layout has been conducted, as illustrated in MRCagney Figure 1 within
Appendix B; the dimensions of the car park layout comply with the requirements of AS 2890.1:2004 (Ref. 1).
Traffic Impact on External Road Network
The traffic likely to be generated by the proposed service station would have negligible impact on the
operational performance of the external road network and surveyed roundabouts during the weekday AM
13
Page 18
Proposed Service Station, 175 Eumundi Noosa Road, Noosaville
and PM peak hour periods, as the additional traffic generated would be significantly less than 5% of base
traffic volumes travelling westbound along Eumundi Noosa Road in 2019 (the opening year of the site).
Provided the recommendations of this report are adopted, there appears no traffic engineering reason to
preclude the proposed development from proceeding.
