Proposed Service Station, 175 Eumundi Noosa Road, Noosaville To test whether the proposed development would create a large enough traffic impact along Eumundi Noosa Road and two surrounding roundabouts, the ‘new’ trips generated by the proposed service station (MRCagney Figure C5, Appendix C) were compared to the base traffic volumes along Eumundi Noosa Road travelling westbound in the opening year of the site (MRCagney Figure C1 and C2, Appendix C). This is the volume of traffic entering the first roundabout surveyed. The 2019 base traffic volumes, the ‘new’ OUT trips generated by the proposed development and the subsequent percentage increase in traffic volumes are shown in Table 4-3 below. Table 4-3: Percentage Increase in Traffic Volumes 2019 Base Volumes along ‘New’ OUT trips generated along Percentage Increase Peak Period Eumundi Noosa Road Travelling Eumundi Noosa Road Travelling in Traffic Volumes Westbound (vph) Westbound (vph) Weekday AM 1153 4 +0.3% Weekday PM 1543 8 +0.5% As indicated in Table 4-3, the traffic likely to be generated by the proposed development will have an insignificant impact on the operation of the external road network during the weekday AM and PM peak hour periods, with the additional traffic generated by the proposed development expected to be substantially less than 5% of the 2019 base traffic volumes for the westbound carriageway of Eumundi Noosa Road. Notably, even with a higher proportion of primary trips, the increase in traffic flow would still be less than 5%. It is therefore reasonable to conclude that the proposed service station does not warrant an assessment of the operational performance of the Eumundi Noosa Road / Rene Street / Gateway Drive roundabout and the Eumundi Noosa Road / Eenie Creek Road / Eumundi Road / Commercial Access roundabout. 4.5 Turning Warrants Assessment - Eumundi Noosa Road Although the proposed development does not generate sufficient traffic volumes to warrant an assessment of its external traffic impact, it is necessary to assess whether an auxiliary turn lane treatment is warranted at the Eumundi Noosa Road site access. Applying the critical traffic scenarios (2019 AM and PM design scenarios) ensures the warrants for the left-turn treatment of the Eumundi Noosa Road ingress are assessed against peak traffic conditions. It is noted that the posted speed limit of the eastbound carriageway of Eumundi Noosa Road is 60km/h approaching the site. The warrants of the proposed site ingress for left-turn lane treatment are determined by plotting the expected traffic volumes on the ‘warrant graphs’ included in Austroads’ Guide to Road Design Part 4A: Unsignalised and Signalised Intersections7. The relevant Austroads graph is Figure 4A-1(c) Warrants - Major Road Turn Treatments - Normal Design Domain, Design Speed ≤70km/h, replicated as Figure 4-2 below. 7 “Guide to Road Design Part 4A: Unsignalised and Signalised Intersections” and “Supplement to Austroads Guide to Road Design Part 4A: Unsignalised and Signalised Intersections”, Austroads. 10
